Councilmember Susan Wilkinson read and presented the following proclamation:
A PROCLAMATION
By the Mayor of the City of Smyrna
In recognition of Shop Smyrna Saturday and Small Business Saturday
November 30, 2024
Whereas: the City of Smyrna, Georgia celebrates our local small businesses and the
contributions they make to our local economy and community; and
Whereas: according to the United States Small Business Administration, there are
34.7 million small businesses in the United States. Small businesses represent 99.7%
of firms with paid employees; small businesses are responsible for 61.1 % of net new
jobs created since 1995; and small businesses employ 45.9% of the employees in the
private sector in the United States; and
Whereas: 68 cents of every dollar spent at a small business in the United States stays
in the local community, and every dollar spent at small businesses creates an
additional 48 cents in local business activity as a result of employees and local
businesses purchasing local goods and services; and
Whereas: 59% of U.S. consumers aware of Small Business Saturday shopped or ate
at a small, independently owned retailer or restaurant on Small Business Saturday
2023; and
Whereas: Small Business Saturday is celebrating its 15th year in 2024; and
Whereas: the Smyrna Business Association sponsors and promotes a local version of
Small Business Saturday known as Shop Smyrna Saturday on the Saturday -after
Thanksgiving; and
Whereas: Smyrna, Georgia supports our local businesses that create jobs, boost our
local economy, and preserve our communities; NOW,
Therefore: I, Derek Norton, Mayor of the City of Smyrna, Georgia do hereby proclaim
November 30, 2024, as Shop Smyrna Saturday and Small Business Saturday and
urge the residents of our community to support small businesses and merchants on
Saturday, November 30th and Shop Small throughout the year.
Leaders of the Small Business Association (SBA) came forward. They are an
association for local business owners, based in Smyrna or based out of Smyrna. They
thanked the Mayor and Council for their support. Successful communities cannot exist
without successful businesses.

A. LIC2024-024 Privilege License - New License Request — Beer, Wine and Liquor
(Pouring and Sunday Sales) — 2900 S Cobb Dr SE Ste A-2, Smyrna, GA 30082 -
KEYSAC ENTERPRISE LLC, dba EL ENCANTO with Kevin Monzon as agent.
Ward 5 Councilmember - Susan Wilkinson
Joe Bennett, City Administrator, provided the following background:

Application was made for privilege license — New License Request for KEYSAC
ENTERPRISE LLC dba EL ENCANTO for the sale of Beer, Wine and Liquor (Pouring
and Sunday Sales). Kevin Monzon is the agent applicant.
Kevin Monzon will be the registered agent responsible for the sale of alcohol at 2900
S Cobb Dr SE Ste A-2 SE, Smyrna, GA 30082. The applicant has been given a copy
of the Alcoholic Beverage ordinances and attended the mandatory alcohol awareness
workshop.
A background investigation conducted by the Smyrna Police Department failed to
reveal information that would preclude issuance of this license. Mr. Monzon has
agreed to abide by the guidelines set forth by the City of Smyrna ordinance governing
the sale of alcohol.
Kevin Isaac Monzon, agent, came forward and stated he attended the necessary
training that Smyrna requires with an instructor who went over everything in depth.
Councilmember Wilkinson reminded the agent that Smyrna takes this seriously and
asked to tell the council about the business. Mr. Monzon stated that this business was
already running under his dad's supermarket. They decided to open this to
supplement, and they will be open from !0:00 AM — 12:00 AM. ;
Councilmember Susan Wilkinson made a motion to approve item LIC2024-024;
seconded by Councilmember Travis Lindley.
The motion to approve carried with the following vote:

9. Formal Business
A. CON2024-004 Approval of a Purchase Sale Agreement between the Downtown
Development Authority and Piedmont Forrest Corporation for the sale of the 2.39 acre
property located at 1088 Concord Road SE, Smyrna, Ga 30080 in the amount of
$1,712,500.00 and authorize the Mayor to sign and execute all related documents.
Ward 3 Councilmember - Travis Lindley
Joe Bennett, City Administrator, provided the following background:
Piedmont Forrest Corporation, a subsidiary of Georgia Power, and the City of Smyrna
have reached an agreement regarding the Georgia Power Administrative building
located at 1088 Concord Road and wish to enter into a Purchase Sale Agreement
regarding same. Staff recommends approval.
Councilmember Lindley asked Mr. Bennett to describe what will be going into the
building once it belongs to the city, Mr. Bennett stated it will be city administrative
offices and yet to be determined as to which departments.

seconded by Councilmember Charles Welch.
The motion to approve carried with the following vote:

B. ATH2024-171 Authorization to approve a change order for RFQ 24-020 in the amount
of $237,900.45 and amend the contract price with Smith Pipeline Inc. (400 Bohannon
Rd, Fairburn, GA 30213) for the Spring Drive area to increase the contract from
$1,381,914.10 to $1,619,814.55 to be paid from 2025 water CIP and authorize the
Mayor to sign and execute all related documents.
Ward 1 Councilmember - Glenn Pickens
Joe Bennett, City Administrator, provided the following background:
As part of the ARPA funded initiative to replace all asbestos cement pipes within the
city, this project involves replacing approximately 10,800 linear feet of pipe and
service lines in the Spring Drive area. Project costs increased due to relocating the
main water line in the roadway to preserve specimen trees, driveway apron
replacements, and sod installation for approximately 200 homes of 245 homes in the
area to restore landscaping to its original condition. Water, Sewer, and Utility staff
request approval.
Councilmember Glenn Pickens made a motion to approve item ATH2024-171;
seconded by Councilmember Travis Lindley.
The motion to approve carried with the following vote:

C. ATH2024-177 Authorization to approve a change order in the amount of $193,895.65
and amend the contract with Smith Pipeline Inc. (400 Bohannon Rd, Fairburn, GA
30213) for the Lake Court Area to increase the contracted price from $659,385.00 to
$853,280.65 to be paid from 2025 Water CIP. RFQ 24-019
Ward 3 Councilmember - Travis Lindley
Joe Bennett, City Administrator, provided the following background:

D. ATH2024-189 Authorization to enter into an agreement with GoPivot Solutions, LLC to
provide a comprehensive employee wellness, safety, and recognition solution
beginning January 1, 2025 and authorize the Mayor to sign and execute all related
documents. The total annual cost is $56,350.60

Joe Bennett, City Administrator, provided the following background:
This is a replacement for the city's health and wellness program for employees. Staff
is seeking authorization to enter into an agreement with GoPivot Solutions, LLC to
provide a comprehensive employee wellness, safety, and recognition solution
beginning January 1, 2025 and authorize the Mayor to sign and execute all related
documents. The total annual cost is $56,350.60.
Councilmember Rickey N. Oglesby, Jr. made a motion to approve item ATH2024-189;
seconded by Councilmember Latonia P. Hines.
The motion to approve carried with the following vote:

E. ATH2024-190 Authorization for the installation of one (1) speed hump on Hill Street,
located between 1201 Hill Street and 2620 Hickory Hill Drive, with property owners at
both of these addresses expressing support at this location.

F. ATH2024-191 Authorization for the installation of "No Parking" (R8-3a) signs along
Reed Street beginning at Belmont Avenue and ending at Pierce Avenue to restrict
parking along both sides of Reed Street and keep the roadway open for two-way
traffic flow.

G. ATH2024-193 Authorization to terminate the contract with CSTE, Inc. (1337 Canton
Road, Suite K, Marietta, Ga. 30066) dated August 12, 2024 regarding the construction
of parking spaces at 2688 Atlanta Road, Smyrna, Georgia and authorize the Mayor or
City Administrator to sign and execute all related documents.
Ward 3 Councilmember - Travis Lindley
Joe Bennett, City Administrator, provided the following background:
he City of Smyrna requests to terminate the contract due to the unanticipated
conditions we have encountered with this project to construct a 44-space surface
parking lot at 2688 Atlanta Road. The scope of work includes the demolition of the
existing parking area and building foundation, grading, sanitary sewer, potable water,
curb and gutter, asphalt paving, parking lot lighting, storm sewer piping, and detention.
The purpose of the request to terminate is find a more suitable contractor to complete
this work.
Councilmember Travis Lindley made a motion to approve item ATH2023-193;
seconded by Councilmember Glenn Pickens.

Councilmember Latonia P. Hines — She will be hosting a Ward 2 meeting at the Reed
House on the 25th of November. Black History Month programming is coming along. The
Black History Month celebration will be on February 28, 2025.

Councilmember Travis Lindley — He offered his congratulations to the graduates of the
2024 Smyrna Safe Business Program:

Councilmember Charles Welch - Wished everybody a happy Thanksgiving and safe
travels.
Councilmember Susan Wilkinson — Happy Thanksgiving. She mentioned the Home for the
Holidays lighting of the tree in Smyrna in Downtown Market Village at 5:00 PM on
December 3.
Councilmember Rickey N. Oglesby, Jr. — He stated he was honored to attend the
100th National League of Cities (NLC) convention. He said he was intentional with his
classes and looks forward to bringing ideas to the council and Mayor.
Joe Bennett — Tomorrow night from 6:30 PM — 8:00 PM, the Police Department, local
businesses, and KSU are hosting a symposium focusing on youth violence in schools.
They will also have a symposium on December 10 from 6:30 PM — 8:00 PM and on
December 14 from 10:00 AM — 11:30 AM. He also announced that Smyrna's Parks &
Recreation Department were awarded the 2024 Agency of the Year Award
— Congratulations to them!

Mayor Derek Norton adjourned the November 4, 2024 Mayor and Council meeting at 7:26 PM.
