LIC2024-014 Temporary Sales Certificate - Fruit, Produce & Vegetable Stand - 1275 Concord Rd SE - Gifting Tree & the Secret Garden LLC, DBA Gifting Tree & the Secret Garden, Nancy Martin as Applicant Ward 3 Councilmember - Travis Lindley Joe Bennett, City Administrator, provided the following background: Temporary Sales Certificate - Fruit, Produce & Vegetable Stand - 1275 Concord Rd SE - Gifting Tree & the Secret Garden LLC, DBA Gifting Tree & the Secret Garden, Nancy Martin as Applicant Full Description of Activity — Fresh Market Wednesdays is from 4-7pm and GA farmers bring their fresh produce and farm products to sell to the community. We also have a fresh flower bouquet vendor, King of Pops and a local baker. The market is to provide a place for the community to buy fresh consumables and the farmers to sell their goods. A public hearing was called, and no one came forward in favor of or in opposition to this item. Councilmember Travis Lindley made a motion to approve item LIC2024-014; seconded by Councilmember Charles Welch. Privilege License and Show Cause Hearing 9. Formal Business A. RFP24-033 Authorization of RFP 24-033 for the replacement of apparatus bay door for Fire Station 1 in the amount of $294,084.00 to be paid from 2022 SPLOST — Facility Improvements with installation to be completed by Metro Garage Doors (Douglasville, GA) and authorize the Mayor to sign and execute all related documents. Ward 3 Councilmember - Travis Lindley Joe Bennett, City Administrator, provided the following background: The Smyrna Fire Department requested FY2022 SPLOST funds for facility improvements. Within facility improvements, the Fire Department has planned for the replacement of six (6) existing roll -up sectional bay doors with six (6) four -fold doors in the front and rear of Smyrna Fire Station 1 located at 2620 Atlanta Road, Smyrna, GA 30080. After review of the proposals by Smyrna Fire and Purchasing staff, we recommend the award of the Fire Station 1 Bay Door Replacement to the low bidder, Metro Garage Doors (Douglasville, GA). Hines. REC25-003 Authorization of Recommendation 25-003 for the renovation of the bathrooms and apparatus bay at Fire Station 1 in the amount of $249,915.22 to be paid from 2022 SPLOST — Facility Improvements and to be completed by Osprey Management LLC (1640 Powers Ferry Road, Building 26, Suite 200, Marietta, GA 30067) using Gordian ezIQC contract (Sourcewell # GA-ST08- 040820-OML / State of Georgia) and authorize the Mayor to sign and execute all related documents. Ward 3 Councilmember - Travis Lindley Joe Bennett, City Administrator, provided the following background: The Smyrna Fire Department requested FY2022 SPLOST funds for facility improvements. This project focuses on two high -traffic areas within Fire Station 1. The first area involves a comprehensive renovation of the fire response, administrative staff, and public restroom facilities, which are original to the building and require rehabilitation. Planned upgrades include replacing wall and floor tiles, plumbing fixtures, counter tops, electrical fixtures, and repainting the walls. The restroom finishes will mirror those used in the construction of Fire Station 2. The second area of focus is the apparatus bay, where the project entails stripping and resealing the existing epoxy floor covering, along with repainting the vertical wall surfaces. We requested a proposal from Osprey Management LLC using Gordian ezIQC contract (Sourcewell # GA-ST08-040820-OML / State of Georgia). Gordian is a Job Order Contracting (JOC) platform that allows us to perform construction projects quickly and easily and reduces engineering and design time by awarding contracts for renovation, repair, and construction projects. We recommend that the award of the Fire Station 1 Bathroom and Bay Renovations to Osprey Management LLC. Councilmember Travis Lindley made a motion to approve item REC25-003; seconded by Councilmember Latonia P. Hines. ATH2024-101 Approval for the replacement of sewerage lift station pump located at 1327 Belmont Ave in the amount of $56,302.20 from Water CIP FY2025 to Xylem Water Solutions USA, Inc. Located at 90 Horizon Drive Suwanee, Ga 30024 and authorize Mayor to sign and execute all related documents. Ward 3 Councilmember - Travis Lindley Joe Bennett, City Administrator, provided the following background: Current City owned sewerage pump station serves 100 homes in the area to pump its sewerage from low point on Belmont Ave to gravity fed line that feeds to Cobb County treatment facility. Pump station pump one experienced failure a few weeks ago posing emergency operation plan to be put in place until new pump one is installed. At this time water sewer is relying on one pump to operate every hour on the hour putting unnecessary strain on the existing pump. Councilmember Travis Lindley made a motion to approve item ATH2O24-101; seconded by Councilmember Charles Welch. AGR2024-037 Authorization for the approval of the Inmate Food Services Agreement between the City of Smyrna and Trinity Services Group, a Florida Corporation (477 Commerce Boulevard, Oldsmar, FL 34677-3018) on a scale amount of price per inmate as indicated on Exhibit A — Schedule 1, Inmate Population Sliding Scale, Smyrna City Jail and authorize the Mayor to sign and execute all related documents. Ward 3 Councilmember- Travis Lindley Joe Bennett, City Administrator, provided the following background: The Smyrna Jail has encountered challenges maintaining full time and/or part time staff for the food services provided to inmates. As a result, the recommendation is to contract with Trinity Services Group to provide consistent cooking needs as indicated in the Food Services Agreement attached. Councilmember Travis Lindley made a motion to approve item AGR2024-037; seconded by Councilmember Susan Wilkinson. Citywide Joe Bennett, City Administrator, provided the following background: The City of Smyrna requested that Croy Engineering provide land surveying, civil engineering, architectural and aquatics/pool design services for the preliminary design and concept development of a proposed redevelopment of the existing Tolleson Park facility. Croy, along with its subconsultants, agreed to develop up to three conceptual layouts based on potential budget ranges from 8-12 million dollars. Croy's proposal incorporates the terms and conditions of the Professional Services Agreement for Smyrna 2022 SPLOST Program Management Services dated June 7, 2021. The scope of services will include 5.4 Acres Partial Site Survey, Preliminary Engineering and Concept Development, Conceptual Aquatics Layouts, provided by Councilman- Hunsaker, and Visions Design Package and Perspective Rendering by Nelson, all totaling $113,765.00. Councilmember Travis Lindley made a motion to approve item 2024-223; seconded by Councilmember Rickey N. The time allotted for each speaker is as follows: Public Comment - Three (3) Minutes 12. Public Comment 11. Ward and Staff Reports Councilmember Latonia P. Hines — working on historic preservation of Rose Garden area. More information to come later. Councilmember Travis Lindley — acknowledged and thanked the Mayor, City Attorney, and City Administrator for sitting through 24 hours with the County and sister cities in the County for the mediation process. Councilmember Charles Welch — wanted to emphasize that this council is working very hard to make sure Tolleson pool does not close for too long. It is anticipated that it will have to close for at least one season, even though this is not something this council wants to see. Councilmember Rickey N. Oglesby, Jr. — thanked Ward 7 citizens who came out to his town hall on July 21. It was standing room only. He also personally thanked city staff who took time on their Sunday to answer questions — Community Development Director Russel Martin and Public Works Director Eric Randall. He also announced that the River Walk will be coming in the fall. And a congratulations to the Smyrna Youth Track League who returned with lots of All -Americans. He reminded all that school starts this week, so be patient with traffic. And support local schools and their foundations, PTAs, sports programs, etc. 13.
