Jones Call to Order Mayor Derek Norton called to order the September 8, 2025 Mayor and Council Meeting held at A. Max Bacon City Hall in Council Chambers at 7:00 PM. Invocation and Pledge of Allegiance A. Pastor Pedro Silva, Covenant Church (3375 Atlanta Road) Mayor Derek Norton announced that Pastor Pedro Silva is the new pastor, and Pastor David Moore, who has been an asset in the city and a great community partner, is retiring. 4. Agenda Changes Mayoral Report Mayor Derek Norton wished his daughter, Sam, a happy loth birthday. He also mentioned the following: • Great Taste of Smyrna event this past weekend. Very well -attended. • Hispanic Heritage Celebration will be on September 28. The Culture & Spirit Festival will be all day. Proclamations and Presentations A. PRC2025-028 Proclamation in recognition of Constitution Week, September 17-23, 2025 Citywide Mayor Derek Norton stated that the the Fielding Lewis Chapter, National Society Daughters of the American Revolution (NSDAR), members are here with us this evening in support of the objectives of Constitution Week, celebrated each year from September 17-23 to commemorate the history of, importance of, and to bring attention to the Constitution. This celebration was started by the Daughters of the American Revolution (often referred to as DAR, which is NSDAR). Fielding Lewis Chapter members with us this evening are: o Melissa Tanner (Chapter Regent) o Andrea Riddle (Chapter Vice Regent) o Michelle Miller (Chapter Historian) o Dolly Stratton (Constitution Week Committee) o Irene Coletta o Emily Hewett Ll o Lisa Jobe o Patricia Jobe o Lydia Jones o Maryanne McCurdy o Janice Miller o Eva Garrett o Jennifer Bennett Councilmember Susan Wilkinson read and presented the following proclamation: A PROCLAMATION By the Mayor of the City of Smyrna In Recognition of Constitution Week September 17 — 23, 2025 Whereas: The Constitution of the United States of America, the guardian of our liberties, embodies the principles of limited government in a Republic dedicated to rule by law; and Whereas: September 17, 2025, marks the two hundred and thirty-eighth anniversary of the framing of the Constitution of the United States of America by the Constitutional Convention; and Whereas: It is fitting and proper to accord official recognition to this magnificent document and its memorable anniversary, and to the patriotic celebrations which will commemorate it; and Whereas: Public Law 915 guarantees the issuing of a proclamation each year by the President of the United States of America designating September 17 through 23 as Constitution Week; NOW Page 2 of 7 September 08, 2025 City of Smyrna 2800 King Street SE 7:00 PM Mayor and Council Meeting Council Chambers Therefore: I, Derek Norton, Mayor of the City of Smyrna, Georgia, do hereby proclaim September 17 through 23, 2025 as Constitution Week and ask our citizens to reaffirm the ideals the Framers of the Constitution had in 1787 by vigilantly protecting the freedoms guaranteed to us through this guardian of our liberties. Melissa Tanner, Chapter Regent, stated that they are so honored, and she thanked the Mayor and Council. She stated that their pillars of the organization are historic preservation, education, and patriotism. It is important to keep the Constitution at the center of all they do. B. PRC2025-029 Proclamation in recognition of Childhood Cancer Awareness Month Citywide Mayor Derek Norton read and presented the following proclamation: A PROCLAMATION By the Mayor of the City of Smyrna 2025 Childhood Cancer Awareness Month Whereas: Childhood Cancer affects 47 new children each day nationwide, a battle which impacts entire communities including parents, grandparents, siblings, friends, and neighbors. This disease impacts hundreds of children each year in the state of Georgia, including some of Smyrna's youngest and most courageous citizens; and Whereas: Childhood Cancer Awareness Month (CCAM) is recognized in September with the goal to increase awareness of childhood cancer, the need for more funding and research, and to support those families in Smyrna affected by childhood cancer, in honor and in memory of their children; and Whereas: families such as the Shields - who are with us tonight with their courageous son Noah - know firsthand that the journey does not end with treatment, as childhood cancer survivors often face lasting effects that require continued medical and emotional support; and Whereas: families who have had a son or daughter pass away from childhood cancer often choose to honor their loved children by continuing to fight against childhood cancer, like community member Millie Mracek who passed away at age 3.5 years old in 2021. Her family started the Mighty Millie Foundation to continue funding research as well as spreading joy and awareness for families fighting childhood cancer; and Whereas: family support, research and advancements in childhood cancer are often funded by private charities run by individuals who have personally witnessed the long- term effects and outcomes of childhood cancer; and Whereas: many health care providers, charitable organizations, religious, and social groups come together during the month of September to host events, raise funds for research, and offer families physical, emotional, spiritual, and financial support. These groups are committed to supporting families and children through and after the uniquely difficult treatment process; Now Therefore: I, Derek Norton, Mayor of the City of Smyrna, honor our youngest Smyrna residents, who have or are courageously battling pediatric cancer, and we proclaim September 2025 as Childhood Cancer Awareness Month and encourage all residents of Smyrna to join us in supporting the activities and events throughout the month of September to honor families walking through this journey at every step of the way to let them know that they are brave and they are not alone. Noah Shields (first grader) and his family were present. Noah is now in remission, and he continues to raise funds for hospitals and the Mighty Millie Foundation. He had a Popsicle stand at the Good Kitchen this past Saturday and raised almost $800. Ward 7 Councilmember - Rickey N. Oglesby Jr. Kwamina Vanderpuije, owner, stated that his restaurant will serve lamp chops, steak, vegan options, seafood, brunch on weekends. They plan to open early to mid - October. Councilmember Rickey N. Oglesby Jr. made a motion to approve item LIC2025-031; seconded by Mayor Pro Tern / Councilmember Tim Gould. ATH2025-139 Approval of the FY 2025 year end budget amendment. Citywide Mike L. Jones, City Administrator, explained that this is done every year as part of the annual "housekeeping" to get ready for the annual audit. Councilmember Charles Welch made a motion to approve item ATH2025-139; seconded by Councilmember Susan Wilkinson. ATH2025-141 Approval to purchase a Pierce 107' Ascendant Enforcer Aerial Fire Truck in the amount of $1,555,860.51 to be purchased from Ten-8 Fire and Safety (1591 Collier Rd. Forsyth, Ga.) using the NPPgov cooperative contract, funded by the Vehicle Replacement Fund, and allow finance to amend the budget appropriately and authorize the Mayor to sign and execute all related documents. Citywide Mike L. Jones, City Administrator, explained that this item was part of the adopted FY26 budget. Councilmember Welch commended the Fire Department on the work they do. Councilmember Latonia P. Hines made a motion to approve item ATH2025-141; seconded by Councilmember Rickey N. F. 2026-311 Approval of associated temporary road closures for the purpose of the Campbell High School Homecoming Parade on Thursday, October 9, 2025 with parade staging to begin as early as 3:00 pm and the parade beginning at 5:00 pm on a route approved by the Smyrna Police Department. Oglesby, Jr. congratulated Shiloh Seventh Day Adventist and Pastor Thomas on their 37th anniversary. He will be speaking at their anniversary event on Saturday. He also wished his daughter, Bailey, a happy 1011h birthday. Mayor Derek Norton added that on October 9, 2025, the Support Smyrna Southern Nights Gala will take place in conjunction with Smyrna Vinings Lifestyle Magazine at the Reed House. Tickets can be purchased online. 13.
