Introduction of Honorary "Mayor for the Day", Edie Douglass, 2nd grade student at St. Benedict's Episcopal School Citywide Mayor Derek Norton introduced the Honorary "Mayor for the Day": Page 1 of 13 June 16, 2025 City of Smyrna 2800 King Street SE 7:00 PM Mayor and Council Meeting Council Chambers • Edie is 7 years old and is preparing to start 2nd grade at St. Benedict's Episcopal School • Edie was the recipient of the "Mayor for the Day Experience" offered at the St. Benedict's Episcopal School annual fundraising gala • In addition to participating in tonight's city council meeting, Edie and her parents (Stephen & Noelle Douglass) also enjoyed: o Tour of the Mayor's office & City Hall, followed by lunch with the Mayor at Zucca in the Smyrna Market Village o Tours of the Smyrna Police Dept and Smyrna Fire Dept Edie will be presented with a "Mayor for the Day" certificate to commemorate her special day. B. Recognize Smyrna Gymnasts — 2025 USA Gymnastics Georgia State Champions Citywide Mayor Derek Norton introduced the State Champions at USA Gymnastics GA State Championships: Samantha Norton: Samantha Norton is a rising 4th grader at St. Benedicts Episcopal School in Smyrna. She trains at Gymnastics Academy of Atlanta where she recently finished a successful season at the "Silver" level. Sam finished first place all-around at every meet in the 2024-2025 competition season and that didn't end at State. Sam finished first place at the State meet on the Vault, Balance Beam and the All -Around. Sam has moved up to the Gold level where she is currently having a great time training new skills and learning her new routine. When she is not at gymnastics practice, she likes to read Harry Potter with her dad, do creative art projects, swim and... practice gymnastics at home. Margot Seelinger: Margot Seelinger is a rising sophomore at Campbell High School. She trains at Gymnastics Academy of Atlanta where she recently finished a successful season at Level 9, overcoming injuries and scoring 1 st place all-around at every meet. This followed an exciting season at Level 8 where she also scored 1 st place all- around at every meet, won 1st all-around at the state championship, and represented Georgia on the Level 8 state team at U.S. Regionals. She is currently training Level 10 and is excited for next season! Christina Shelton: Christina Shelton is a remarkable student -athlete and proud member of the Campbell High School community. She began gymnastics at the age of six and has risen through the ranks —from Xcel to the Junior Olympic program and ultimately to the prestigious Elite pathway. Christina's accomplishments are numerous and inspiring: a multi -time state champion, 2025 Regional Vault Champion, and a two- time National Qualifier representing Region 8. Among her most notable achievements, Christina placed 1st on Bars and 3rd All -Around at the American Classic and competed as a Junior Elite at the U.S. Classics and in the U.S. Developmental Program. She recently completed her junior year and has verbally committed to North Carolina State University on a full athletic scholarship. In addition to her athletic success, Christina is also a young entrepreneur. She founded Tina's Treats, a lollipop business she launched to help her parents offset the costs of training, travel, and competitions. Her creativity, work ethic, and entrepreneurial spirit have made Tina's Treats a local favorite and a symbol of her determination both on and off the mat. C. The victory gave Campbell its first state championship in soccer and its first in any sport in six years. Campbell (15-6) started the season 2-5, with losses to Pope, North Atlanta, North Cobb, Sprayberry and Carrollton, but got hot when region play began on March 10. The Spartans went 13-1 the rest of the way, losing only to Pebblebrook in a game that determined the Region 3 champion. Campbell beat Heritage -Conyers, Lambert, Discovery and Duluth to reach the final. Coach Connolly spoke about how proud he is of this group. The athletes, parents, coaches, and supporters were not surprised by their wins even if others outside of this Page 3 of 13 June 16, 2025 City of Smyrna 2800 King Street SE 7:00 PM Mayor and Council Meeting Council Chambers community were surprised. He is so proud of the program that has been built for both boys and girls soccer. II. PRC2025-022 Proclamation in recognition of Juneteenth, June 19, 2025 Citywide Councilmember Rickey N. Oglesby, Jr. read the following proclamation: A PROCLAMATION By the Mayor of the City of Smyrna In Recognition of Juneteenth June 19, 2025 Whereas, Juneteenth, also known as Freedom Day or Emancipation Day, is celebrated each year on June 19th in the United States to commemorate the end of slavery; and Whereas, though the Emancipation Proclamation had been issued on September 22, 1862, with an effective date of January 1, 2863, it had minimal immediate effect on most slaves' day-to-day lives, particularly in Texas, which was almost entirely under Confederate control; and Whereas, Juneteenth commemorates June 19, 1865, the day Union General Gordon Granger and 2,000 federal troops arrived in Galveston, Texas to take possession of the state and enforce the emancipation of its slaves; and Whereas, Juneteenth is the oldest known celebration of the ending of slavery. The celebration of June 19th was coined "Juneteenth" and grew with more participation from descendants. Juneteenth today celebrates African American freedom while encouraging self -development and respect for all cultures' and Whereas, on June 17, 2021, the Juneteenth National Independence Day Act was signed into law, which established Juneteenth as an official federal holiday; and Whereas, the Cit of Smyrna approved the observance of Juneteenth as official city holiday in 2022. In recognizing the holiday of Juneteenth in the City of Smyrna, we acknowledge the challenges, successes, tribulations, and perseverance of all those who lived during these periods in out history; and Whereas, the City of Smyrna will host its Inaugural Juneteenth Festival on June 19, 2025, a community -wide celebration that honors the significance of this day through fellowship, education, music, and cultural expression; NOW Therefore, I, Derek Norton, Mayor of the City of Smyrna, Georgia, do hereby proclaim June 19, 2025, as Juneteenth in the City of Smyrna and encourage the community to join the commitment for anti -racism, racial and social justice, by encouraging a day of reflection, recognition, acknowledgment, and healing. B. PRC2025-024 Proclamation in recognition of LGBTQ+ Pride Month, June 2025 Citywide Mayor Pro Tern Tim Gould read and presented the following proclamation: A PROCLAMATION Page 4 of 13 June 16, 2025 City of Smyrna 2800 King Street SE 7:00 PM Mayor and Council Meeting Council Chambers By the Mayor of the City of Smyrna In Recognition of LGBTQ+ Pride Month June 2025 Whereas, for more than 50 years, June has been celebrated as LGBTQ+ Pride Month nationwide in the honor of the LGBTQ+ citizens that rose up and fought discriminatory laws at Stonewall; and Whereas, the historical riot at Stonewall in New York City on June 28, 1969, is considered a turning point for LGBTQ+ liberation in the United States; and Whereas, the City of Smyrna cherishes the value and dignity of each person and appreciates the importance of equality and freedom; and Whereas, all are welcome in the City of Smyrna to live, work, and play, and every family, in any shape, deserves a place to call home where they are safe, happy, and supported by friends and neighbors; and Whereas, the City of Smyrna denounces prejudice and unfair discrimination based on age, gender, identity, gender expression, race, color, religion, marital status, national origin, sexual orientation, or physical attributes as an affront to our fundamental principles; and Whereas, the City of Smyrna appreciates the cultural, civic, and economic contributions of the LGBTQ+ community; and Whereas, it is imperative that young people in our community, regardless of sexual orientation, gender identity, and expression, feel valued, safe, empowered, and supported by their peers and community leaders; and NOW Therefore, I, Derek Norton, Mayor of the City of Smyrna, do hereby proclaim and recognize June 2025 as LGBTQ+ Pride Month in the City of Smyrna, Georgia and urge residents to recognize the contributions made by members of the LGBTQ+ community and actively promote the principles of equality, liberty, and justice. 7. Community Development Items A. Z25-022 Request to allow a school in the R-15 Zoning District - 5.08 acres - Land Lot 530 - 4100 King Springs Road - Smyrna Preparatory School Ward 6 Mayor Pro Tem / Councilmember - Tim Gould Russell Martin, Community Development Director, provided the following background: Smyrna Preparatory School is requesting the location of a school at 4100 King Springs Road which is occupied by Life Church Assembly of God. The subject property is zoned R-15 and Section 701.5 of the Smyrna Zoning Code requires schools within a residential zoning district to be subject to the approval of Mayor & Council. Members of the school and church came forward to support this and thanked Mayor and Council for their consideration. Mayor Pro Tem / Councilmember Tim Gould made a motion to approve item Z25-022; seconded by Councilmember Travis Lindley. ORD2025-005 Approval of Ordinance ORD2025-006 - Annexation request (100% owners requesting annexation) - 7.55 Acre Tract Zoned Heavy Industrial — Parcel # 17068600020 - all that tract or parcel of land lying and being in Land Lot 683, 17th District, 2nd Section, Cobb County, Georgia - 1990 Watkins Road, Smyrna, GA 30080, will be effective July 1, 2025 and part of Ward 7 and authorizes the Mayor to sign and execute all related documents. Ward 7 Councilmember -Rickey N. Oglesby Jr. Councilmember Rickey N. Oglesby Jr. made a motion to approve ORD2025-005; seconded by Councilmember Glenn Pickens. AGR2025-018 Approval of the proposed agreement with Croy Engineering (200 Cobb Parkway North, Building 400, Suite 413, Marietta, Ga. 30062) for professional services for Program Management of the 2016 SPLOST as requested for the Fiscal Year 2026 in the amount of $156,000.00 for the projects as outlined in the attached proposal. Citywide Mike Jones, City Administrator, provided the following background: The scope of work provided by the Program Management Task Order will be as outlined in the Professional Services Agreement for Smyrna 2016 SPLOST Program Management Services. This work will be completed as an hourly not to exceed fee project. Invoicing will be progressive and will be submitted monthly for work completed to date less previous payments. This proposal incorporates, as if fully set forth herein, the terms and conditions of the Professional Services Agreement for Smyrna 2016 SPLOST Program Management Services dated August 3, 2015, between Croy Engineering, LLC and the City of Smyrna. CON2025-004 Approval to amend contract with Rebuilding Together Atlanta, Inc. (3060 Peachtree Road NW, Suite 1810 Atlanta, GA 30305) for administration of City's CDBG Home Repair Grant to allocate an additional $125,000 to the program, extend the contract termination date to June 30, 2026, and authorize the Mayor to sign and execute all related documents. Citywide Mike Jones, City Administrator, provided the following background: The City of Smyrna entered into an agreement on June 3, 2022 with Rebuilding Together Atlanta, Inc. for the administration and implementation of a Home Repair Grant Program to assist lower income homeowners by providing grant funding for housing rehabilitation projects. The City and Rebuilding Together Atlanta desire to continue the program and assist qualified homeowners. The fifth amendment to the contract will allocate an additional $125,000 in Community Development Block Grant (CDBG) funds for the program, which will cover $100,000 in grant funding for approximately 10 more homes and $25,000 in administrative fees. Additionally, the terms of the agreement will be amended to extend the termination date from June 30, 2025 to June 30, 2026. Councilmember Susan Wilkinson made a motion to approve item CON2025-004; seconded by Councilmember Travis Lindley. Citywide Mike Jones, City Administrator, provided the following background: This City of Smyrna entered into an agreement with Designing Local, LTD, on April 22, 2024, pursuant to RFP 24-029 — Public Art Consulting Services. The parties wish to extend the term of the agreement for an additional one (1) year, with the extension being effective retroactively from April 23, 2025, and expiring on April 22, 2026. The total compensation for services provided during the extension term shall not exceed $25, 000.00. Councilmember Rickey N. Ward 6 Mayor Pro Tem / Councilmember - Tim Gould Mike Jones, City Administrator, provided the following background: This is a request based on an evaluation that was performed of the storm water runoff that discharges from Memory Lane and passes through the properties of 1533, 1523, 1503, and1493 Collier Drive. All work will be properly documented and recorded as part of this request. We need to amend the language in the agreements and resolution. The DDA approved this same item on June 4, 2025. Public Comment Brian Sterling, 1206 Church Street — Came forward to express support for the Church Street Drainage Improvement Project. He stated he appreciates how much the city is willing to work with them and for their time and effort. Mediation was a pleasant process. Skyler Akins, 1302 Countryside Place — Stated that his group was denied the right to participate in Smyrna's Pride. He is a founding member and contributor to this group. There have been death threats on Instagram. His concerns: Is there a plan to make sure that they are safe and protected at this festival? How do I assure folks that they are safe? The groups called Angel Action and Pansy Patrol send people to agitate the public. He is asking to publicly disinvite that public and negative behavior. Mayor Norton stated he had discussions with Police Chief Zgonc. He has assured the Mayor that everyone will be safe. He has every confidence in the police department to ensure everyone is safe. Collin Scheible — President of GA Log Cabin Republicans — Stated that this weekend has him -genuinely terrified. There has been online vitriol. He stated that they are peaceful and reasonable, but he is very worried something bad might happen. He asked Mayor and Council to please take it seriously. Mayor Norton stated that this is taken very seriously, and bringing this to their attention is the best way to make sure all are informed and aware. 12. Ward and Staff Reports Councilmember Rickey N. Oglesby, Jr. —Announced the Inaugural Juneteenth Festival being held on Thursday, June 19, 2025 starting at 5:00 PM. It is a family -friendly event. He expressed the Mayor and Council for commemorating Juneteenth. Mayor Pro Tern Tim Gould — Congratulated the state champions that were present again. Councilmember Travis Lindley — Thanked first responders and public works staff for cleaning up after the storm two weekends ago. He also officially welcomed Mike Jones back to Smyrna. Mayor Derek Norton — This past weekend he and his family had a special moment when the Smyrna 8u Smyrna All -Stars won the championship down in Warner - Robins. 13.
