A special called meeting of the City of Smyrna Mayor and Council was held at Smyrna
City Hall in the Council Chamber. The meeting was called to order by presiding officer
Mayor A. Max Bacon at 8:30 o'clock p.m. All council members were present. City
Administrator Wayne Wright, City Attorney Scott Cochran, Community Development
Director Chris Miller and Executive Assistant Renee Castillo were also present.
Mayor Bacon stated the reason for the called meeting is to enact a 60-day moratorium on
the issuance of building permits for new construction and rehabilitation for any single
building in excess of 100,000 square feet within the Smyrna Downtown Design Districts
I and 2.

Mr. Wright stated the City's Urban Design Standards contain architectural design
guidelines for properties in and around the central business district. Mr. Wright stated
these standards should be upgraded and expanded to ensure that future development in
the downtown area is compatible with the City's Livable Centers Initiative (LCI) study
and recommendations from the Urban Land Institute's (ULI) Advisory Services panel.
Mr. Wright stated the moratorium is necessary while the architectural and site design
guidelines in the City's Urban Design Standards are in the process of being updated and
the regulatory boundaries are reviewed.
Mr. Cochran recognized Mr. Miller. Mr. Cochran asked Mr. Miller if staff recommends
approval of the 60-day moratorium on the issuance of building permits for new
construction and rehabilitation for any single building in excess of 100,000 square feet
within the Smyrna Downtown Design Districts I and 2, and Mr. Miller answered in the
affirmative. Mr. Miller stated a number of City officials met with representatives of ULI
and a review of the City's current development pattern was conducted. Mr. Miller stated
that ULI has recommended an expansion of the Market Village concept further north and
south within the Design Districts. Mr. Miller stated the moratorium would allow more
time for staff to assess the condition of the development standards within Design Districts
I and 2 and make certain they are consistent with the City's aspirations for
redevelopment within the downtown area.
Motion: Council Member Newcomb made a motion to approve a 60-day moratorium on
the issuance of building permits for new construction and rehabilitation for any single
building in excess of 100,000 square feet within the Smyrna Downtown Design Districts
I and 2 to become effective immediately. The motion was seconded Council Member
Pritchett. Motion was approved 7 - O.
With no further business, the meeting adjourned sine die at 8:35 P.M.
