The regular meet~ng of Mayor and Counc~l was held pursuant to the Charter at
C~ty Ball. Smyrna. Georgia. 12. 1976. and called to order by Mayor Arthur
Bacon at :30 P.M. All were present. Also present was Attorney
Chuck Camp. Willou~se Sp~vey. C~ty Clerk. Lee Silver. Parks and Recreation Director,
J~m Dav~d. Super~ntendent of Publ~c Works. Don Atk~nson. Fire Chief. Everett
L~ttle. Police Chief. Gene Boaster. Bu~lding Inspector. a representative of J. S.
Ross & Assoc~ates and representatives of the press.
Invocation was given by Bomer Kuhl. followed by the pledge to the Flag.

A bus~ness l~cense to sell Malt Beverages (Peckage) only was requested by George
. Dutch Farm Store. 1741 Roswell Road. Mr. Doyal was present and stated the
thing he owed the C~ty Was a del~nquent sanitat~on charge, approximately
.00. for wh~ch he had to pay $100 per month until paid. Bill Darby
made a motion the Malt Beverage license be granted. Jerry Mills seconded
the motion and the vote was six to one. Bomer Kuhl voted against the motion.
Mayor Bacon stated the group insurance bids were still being checked.
Jerry Mills said they narrowed to four (4) companies and a called meeting
to go over them would be held next week.
Mayor Bacon stated that a rumor was circulating the city had wrecked a case loader
for which we paid $35~000, and we were trying to cover it up by surplusing the
piece of to the minutes the case loader being surplused was
purchased Equipment Company for $8,000.00 The equipment
will crank but will not operate. The cost to put it in operating condition would
be $3.000.00. which would not include the cost of transmission work which needed
to be done.

19. 1976. and called to order at 7:30 P.M. by Mayor Arthur T. Bacon. All
counc~lmen were present except C. O. Canada who was on vacation. City Clerk
Willouise Sp~vey was also on vacat~on. Others present were Nora Proctor. Clerk,
Ch~ef of Police Everett Little, Building Inspector Gene Roaster. J. E. David.
Superintendent of Public Works and Jim Ross of Ross & Associates.

Tony Bryant of the Smyrna Athletic Association requested a parade permit for
Saturday, September 4th beginn~ng at 12:15 P.M. The permit was approved on motion
by E. R. Coalson. seconded by Bill Darby. The vote was unanimous.

subject to the building inspector having Mr. Davis state he had no objection to the

Barvey Nix. A letter from J. S. Ross & Associates was read to

most of the property proposed to be developed into warehouses is below the 944
contour; however. it was their there is no endangerment to human welfare

around for a long time.
Jerry ~~ls stated a meeting would be held August 3 at 6:00 P.M. to explain the
insurance benefits to fire personnel and all councilmen and the mayor were invited.
