10-02-1978 Regular MeetingOctober 2, 1978 The regular scheduled meeting of Mayor and Council was held pursuant to the Charter on October 2, 1978 at City Hall, Smyrna, Georgia. The meeting was called to order by presiding officer Mayor Frank B. Johnson at 7:30 o'clock p.m. All Council mem- bers were present. Also present was City Attorney Charles Camp, City Clerk Willouise Spivey, Finance Director Gunter Newsom, Police Chief R. E. Little, Building Inspector John Steely, Parks and Recreation Director Asa Howard, Assistant Director Sherry Reavis, Public Works Director J. E. David, Civil Defense Director Jim Farley and representatives of the press. Invocation was given by Jim Hawkins, followed by the pledge to the flag. J. P. Sorrells of Valley Drive, stated city workers tore up a portion of his yard in making some repairs. He was promised the yard would be restored to its original state, and this had not been done. Mayor Johnson asked Public Works Director J. E. David to take care of this problem as soon as possible. Mayor Johnson advised the request for a liquor, beer and wine pouring license for Chec Chapman's Supper Club, 715 Concord Road, had been withdrawn, per request of Jack T. Hurt, the applicant. On motion by Elbert Coalson, the date of October 16, 1978, was the date set to hear the appeal of the decision of Recorder's Court filed by Ralph Breakey. Rem Bennett seconded the motion which carried by a 7-0 vote. Bids for one (1) 3-point hitch fairway mower and (1) 30" power driven reel mower for the Parks department were opened, read and are recorded as follows: Fairway Mower Reel Mower Blalock Mach. & Equipment No bid No bid Peachtree Mower Co. $2,300.00 $1,550.00 Lawn & Turf, Inc. $2,185.00 $1,461.00 Jim Tolleson made a motion bids be turned over to the Parks committee with authority to accept or reject. Jim Hawkins seconded the motion which carried by a 7-0 vote. Commercial building permits were submitted by Inspector John Steely and upon his recommendation the following action is recorded: (1) Greene, Smith & Davis Professional Association, representing William N.'Davis, owner of property located at the corner of South Cobb Drive and Cherokee Road requested a variance to build within one foot of the property line. This structure would be an addition to the existing building which is on a lot measuring 72 x 150 x 114 x 120. Elbert Coalson made a motion the variance be granted. Bill Darby seconded the motion. Rem Bennett made a motion to amend the original motion to include "subject to receipt of a letter from the adjoining property owner stating he did not object to the variance being granted." Jerry Mills seconded the motion which carried by a 6-1 vote. Jim Hawkins voted against. Vote on the main motion carried 6-1. Jim Hawkins voted against. Jerry Mills requested the appointment of the Parks and Recreation Commission member from Ward 3 be deferred to a later date. Jim Hawkins made a motion the minutes of September 11, 1978 be approved as sub- mitted. Jim Tolleson seconded the motion which carried by a 7-0 vote. Jim Tolleson made a motion bids be requested for material to resurface all tennis courts in the City. Jim Hawkins seconded the motion which carried by a 7-0 vote. This expense to be paid from Revenue Sharing funds. Parks and Recreation Director Asa Howard reported the 5th Annual Halloween Carnival would be held at Cobb Center on October 31st from 6:30 until 9:00 p.m. Adult volleyball season opens tonight at Griffin and Nash Middle Schools. King Springs Park dedication will be November 5, 1978. The GRPS Golf Tournament is October 24, 1978 in Dalton. Asa asked Mayor and Council to attend the tournament in order -to meet parks and recreation personnel from over the state. Bill Darby said the Finance Committee had met with a computer programmer -operator and he asked a date be set for him to meet with full Council. The meeting will (Continuation of October 2, 1978 Meeting) be 6:00 o'clock p.m. on Wednesday, October 4th. Bill Darby made a motion we roll over the note for $250,000 with Commercial Bank for another ninety days. Jerry Mills seconded the motion which carried by a 7-0 vote. Jerry Mills reported a committee had met with State officials about the street resurfacing and found the number of streets to be resurfaced could not be cut. The committee will meet with Cobb County officials Wednesday and try to work out some way we can pay the county to do the paving of all the approved streets, for the sum being allotted by the state. The replacing of the water mains and curbs on Pasadena Place has been completed. Elbert Coalson praised and thanked the Smyrna Fire Department for the quick response and fine job they did at his home today. He reported only smoke damage, thanks to an alert neighbor and a fine fire department. Rem Bennett asked Jerry Mills to check out the blinking light on Reed Road to see if it is doing the job effectively. Rem Bennett also reported citizens in Ward 7 were concerned with the school situation and he recommended a committee be appointed to work with the School Board. Subdivisions are going up and the schools in that area are already over- crowded. Mayor Johnson said he had met with School Board member Sam Whitfield recently and made him aware of the rapid growth in that area. Mayor Johnson asked Rem to draft a letter to the School Board requesting their assistance and ask permission to meet with the entire Board. Jerry Mills reminded Mayor and Council that Smyrna was hosting the CMA monthly meeting on October loth at 7:00 o'clock, and urged everyone to attend. Mayor Johnson reported that Rem Bennett had asked to be relieved as chairman of the Inspection Department, effective today, and he himself would chair this committee for the present time. Mayor Johnson reminded Council of the meeting Friday morning at 8:00 a.m., October 6th at the Cobb Chamber of Commerce office. The local option sales tax and the freeport tax exemption will be discussed. He asked the entire Council, as well as Gunter Newsom and Willouise Spivey to attend. Little, Public Works Director Jim David, Building Inspector John Steely, Parks Supervisor Bill Johnson and representatives of the press. Invocation was given by Councilman Jim Tolleson, followed by the pledge to the flag. Sam Whitfield, member of the Cobb County Board of Education, expressed his appre- ciation for the cooperation given the Board by the City of Smyrna. He also thanked the City for granting the quit -claim deed for the property located behind the stadium at Wills High School. Jerry Mills made a motion Clifford D. Yeager, 730 Pinehill Drive, Smyrna, be appointed to the Parks and Recreation Commission. Jim Hawkins seconded the motion which carried by a 7-0 vote. Mr. Yeager thanked Mayor and Council and stated he was looking forward to serving on the Commission. , Hearing: The appeal of the decision of Recorder's Court by Ralph Breakey was heard.
