01-09-1978 First MeetingJanuary 9, 1978 The first meeting of the new year was held January 9, 1978 at City Hall, Smyrna, Georgia. The meeting was called to order by presiding Mayor Arthur T. Bacon at 7:30 p.m. All Councilmen were present. Also present was City Attorney Charles Camp, City Clerk Willouise Spivey, Police Chief Everett Little, Fire Chief Don Atkinson, Director of Parks and Recreation Lee Silver, Building Inspector David Granade, Finance & Administration Director Gunter Newsom, Director of Public Works Jim David and representatives of the press. Invocation was given by Rev. Charles Harris of the First Baptist Church, followed by the pledge to the flag. Mayor Bacon stated the salaries of Mayor and Council,of the City of Smyrna were too low, lower than most cities our size and he asked they be increased. On recommendation of Mayor Bacon, C. 0. Canada made a motion the salary of the Mayor of Smyrna be increased from $325.00 per month to $500.00 per month; the salary- of each Council member increased from $200.00 per month to $325.00 per month, effective as per legislative approval. Rem Bennett seconded the motion and the vote was unanimous. On motion by C. 0. Canada, seconded by Rem Bennett, the Smyrna Athletic Association contract was renewed, subject to receipt of a copy of the insurance policy, in the amount of $50,000, and a signed consent form from the Belmont Hills Company, Inc. Vote on the motion was unanimous. Jerry Mills made a motion the Ridgeview Institute Resolution be left in table. C. 0. Canada seconded the motion and the vote was five to two. Bill Darby and Elbert Coalson voted not to table. Jim Hawkins made a motion the December 5, 1977 minutes be approved as submitted. C. 0. Canada seconded the motion and the vote was unanimous. C. 0. Canada made a motion the minutes of December 19, 1977 be approved as sub- mitted. Jerry Mills seconded the motion and the vote was unanimous. Jerry Mills made a motion the minutes of December 29, 1977 be approved as submitted. Jim Hawkins seconded the motion and the vote was unanimous. Mayor Bacon stated he was one of the most fortunate people in the world. He was serving on Council during the city's one -hundredth years, and serving as Mayor during the Nation's 200th birthday. He thanked Council for their cooperation and said he thought we had had a good two years. He hoped for Frank Johnson and Jack Shinall the best of luck and thanked the people of Smyrna for electing him Mayor, and had enjoyed serving. C. 0. Canada stated he -had enjoyed serving as Councilman from Ward 5 the past ten (10) years and proud of the accomplishments of the city, especially the Parks and Recreation Department. Mr. Canada served on every committee of the city and under three Mayors. Each Councilman expressed their appreciation to both Mayor Bacon and Councilman C. 0. Canada. Meeting adjourned. ARTHITR T.
