11-03-1975 Regular Meeting353 November 3, 1975 #1. #2. #3. The regularly scheduled meeting of Mayor and Council was held pursuant to the Charter at City Hall, Smyrna, Georgia, November 3, 1975, and called to order at 7:30 o'clock P. M. by presiding officer Mayor John Porterfield. All Councilmen pere present. Also present were L. W. Charles, City Clerk, Willouise Spivey, Ass't. City Clerk, Nora Proctor, Clerk, Lee Silver, Director of Parks & Recreation, Jim David, Supt. of Public Works, Leon Hood, Building Inspector, Berl Tate, City Attorney, George Hardy of Mayes, Sudderth & Etheredge and representatives of the press. Invocation was given by Homer Kuhl, followed by the Pledge to the Flag. Mayor John C. Porterfield congratulated the winners of the November 1, 1975 election; also, he was pleased to find 95% of the political signs were already down. He thanked the candidates for the clean campaign, noting that only one smear sheet was put out, and sincerely hoped there would be none of these in the future. Frank Boykin appeared before Mayor and Council requesting permission to hold the Veterans Day Parade on November 8, 1975. A motion was made by C. 0. Canada, seconded by Homer Kuhl, permission be granted. Vote on the motion was unanimous. Mr. Boykin is to inform Earle Cochran of the route to be taken. The Mayor and Councilmen had a copy of the results of the election held November 1, 1975 and on motion by Homer Kuhl, seconded by C. 0. Canada, the results were certified by unanimous vote. Bids for the Civil Defense Equipment were opened, read and are recorded as follows: Harold's Sales and service Jack Cocke Federal Sign and Company & Signal Corp. Spool 12 conductor No Bid No Bid #4. Installation - One (1) bid - Alex G. Newsone - $1,100.00 $105.05 59.94 52.95 572.37 554.55 (250 ft. mim) Bids were referred --to the Civil Defense Committee, to be brought back at the next regular council meeting. Only one (1) bid was received for the camera and equipment for the Police Department. This bid from Impact Photographic Services was opened and read. The total bid was $1,128.40. This was referred to the police committee for recommendation at the next regular council meeting. Marston Tuck made a motion to defer the opening of bids for the traffic light at Spring Road and Glenroy Place until Saturday morning at 9:30 A. M. Earle Cochran seconded the motion and the vote was unanimous. Mayor Porterfield reported the Georgia Power Company requested we sign another Franchise Tax Agreement, at the same 4%, for a period of fifty (50) years. Earle Cochran motioned the agreement be signed. Homer Kuhl seconded the motion and the vote was unanimous. Commercial building permits were submitted by Leon Hood and upon his recommendations the following action is recorded: 354 Cedric's Fish & Chips on Cherokee Road, requested a permit to renovate the old Johnny Reb Store next door, for office and storage space. Mr. Hood stated the plans had been approved by the Fire Department and met all requirements. C. 0. Canada made a motion the permit be approved. Jerry Mills seconded the motion and the vote was unanimous. Homer Kuhl asked all Councilmen to hold the line on expenditures and stated the tax bills probably would not be mailed out before December 1, 1975. Mayor Porterfield reported we had the Resolution covering acquisition and clearance of right of way, Certificate of ownership and maintenance agreement from the Department of Transportation for the resurfacing of 3.670 miles of city streets. Marston Tuck motioned the existing right-of-ways be filled in, the forms signed and returned to the Department of Transportation. Elbert Coalson seconded the motion and the vote was unanimous. Elbert Coalson stated the sanitation department was in dire need of a new pickup truck, and motioned that bids be received at the November 17, 1975 meeting, with payment to be made in January. Earle Cochran seconded the motion and the vote was unanimous. Meeting adjourned at 7:55 P. M. November 8, 1975 A special meeting was held by Mayor and Council on November 8, 1975 at City Hall, Smyrna, Georgia. The meeting was called to order at 9:30 A. M. by presiding officer Mayor John C. Porterfield. All Councilmen were present. Also present were L. W. Charles, City Clerk and Bob Burchfield, Administrative Assistant. Bids for the installation of a traffic signal at Spring Road and Glenroy Drive were opened, read and are recorded as follows: The A&P Signal Company $4,050.00 Signal Engineering Co. 4,590.00 Wright -Brown Electric Co., Inc. 4,500.00 On motion by Marston Tuck, seconded by Earle Cochran, the bids were referred to committee with authority to act on the lowest bid. Marston Tuck made a motion the Civil Defense Equipment be purchased from the lowest bidders on the first three items; all bids on the fourth item to be rejected. Lowest bidders on the first three items are as follows: Project W-27-76 (Federal Parts) - Harold's Sales & Service - $ 211.02 Project W-27-76 (Installation) - Alex G. Newsome 1100.00 Project W-28-76 (Federal Parts) - Harold's Sales & Service 572.37 The motion was seconded and the vote to purchase was unanimous. Mayor Porterfield stated the Awards received at the G. R. P. S. Conference would be displayed at the next regular council meeting. The high rise senior citizens home in Ward 1 was discussed.
