07-19-1976 Mid-Monthly Meeting417 July 19, 1976 The mid -month meeting of Mayor and Council was held at City Hall, Smyrna, Georgia, July 19, 1976, and called to order at 7:30 P.M. by Mayor Arthur T. Bacon. All councilmen were present except C. 0. Canada who was on vacation. City Clerk Willouise Spivey was also on vacation. Others present were Nora Proctor, Clerk, Chief of Police Everett Little, Building Inspector Gene Hoaster, J. E. David, Superintendent of Public Works and Jim Ross of Ross & Associates. Invocation was given by Councilman Homer Kuhl. Tony Bryant of the Smyrna Athletic Association requested a parade permit for Saturday, September 4th beginning at 12:15 P.M. The permit was approved on motion by E. R. Coalson, seconded by Bill Darby. The vote was unanimous. Director of Parks and Recreation Lee Silver introduced the two new interns, Candy Lopez and Ron Hayes. The appeal of Lawrence Keith DuBuisson from Recorder's Court was dropped since he did not appear at the council meeting. Bids for bleachers at King Spring Park were opened, read and recorded as follows: 4 Play Systems of South Carolina Columbia, South Carolina 8 - 15' long bleachers 1 trailer adapter Hunter, Knepshield Co. Louisville, Ky. 8 - 15' long bleachers 1 trailer adapter Miracle Recreation Equipment Co. Atlanta, Georgia 8 - 15' long bleachers 1 trailer adapter $519.00 per unit - $4,152.00 192.00 Total $4,344.00 $631.15 per unit - $5,049.20 189.24 Total $5,238.44 $454.58 per unit - $3,636.64 236.29 Total $3,872.93 On motion by Jerry Mills, the bids were referred to the Parks and Recreation Committee with authority to act on the lowest bid. The motion was seconded by Bill Darby and carried by unanimous vote. Awarding of bids for group insurance was deferred to the next meeting. Commercial building permits were submitted by Building Inspector Gene Hoaster as follows: (1) Action on front yard chain link fence tabled to July 26, deferred to August 2nd meeting. (2) 10 x 12 utility building, 3075 Dunton Avenue, to be erected 5' from property side line. A letter signed by Carl Davis, next door neighbor „ stated,he had no objection to the building. The permit was approved on motion by Rem Bennett subject to the building inspector having Mr. Davis state he had no objection to the 5' waiver. The motion was seconded_.by E. R. Coalson and carried by unanimous vote. ' r (3) Construction of warehouses for James Pruett, 2960 South Cobb Drive., Owner of property, Harvey Nix. A letter from J. S. Ross & Associates was read to Council stating the firm had surveyed the property located in LL 379 for purposes of establishing the one in one hundred year flood contour. The letter stated most of the property proposed to be developed into warehouses is below the 944 contour; however, it was their opinion there is no endangerment to.human welfare and safety and also that some of the apartments on the adjoining property have a floor elevation of 940. The permit was approved on motion by Jerry Mills, seconded by Rem Bennett. The letter from J. S. Ross & Associates is to be made a part of these minutes. Vote on the motion was unanimous. n (Continuation of July 19, 1976 Meeting) The minutes of June 7 were approved unanimously on motion by Homer Kuhl, seconded by Jerry Mills. The minutes of June 28 were approved on motion by Homer Kuhl. The motion was seconded by Jerry Mills and the vote carried by unanimous.vote. AROUND THE TABLE': Jim Tolleson reported some water revenue deposit checks had been returned and these names would be listed in the paper. Chief Little stated he had received very good cooperation and hoped to be around for a long time. Jerry Mills stated a meeting would be held August 3 at 6:00 P.M. to explain the insurance benefits to fire personnel and all councilmen and the mayor were invited. F Jerry Mills motioned that Richard Debord, 811 Church Street, telephone 432-9075, be named to the Planning & Zoning Board to fill the unexpired term of the late Charlie Floyd. The motion was seconded by Bill Darby and the vote was unanimous. Rem Bennett, in the absence of C. 0. Canada, Parks Chairman, motioned the Rules and Regulations of the Parks Department as discussed Saturday morning be accepted, as of tonight. Homer Kuhl seconded the motion and the vote was unanimous. Mayor Bacon read a resolution that Chief of Police Everett Little be authorized to obtain a permit from the Department of Public Safety of the State of Georgia for the use of speed detection devices at the discretion of Chief Little to assist in the apprehension of violators of the ordinances of the City of Smyrna and the Laws of the State of Georgia. The resolution was approved on motion by Bill Darby, seconded by Homer Kuhl. The vote was unanimous. Lee Silver reminded Mayor and Council of a meeting July 22nd to interview engineering firms. Jerry Mills requested a time for the J. P. White suit to get back on the court calendar. Chuck Camp to report at next meeting. Meeting adjourned at 8:07 P.M. �-off---- ARTHUR T. This contour is elevation 944 ( from Mobile office Corps of Engineers ) and is shown on the attached sketch of the property. As can be seen from the sketch, most of the property proposed to be developed into warehouses is below the 944 contour. Since this property is to be developed into warehouses, it is my opinion that there is no endangerment to -human welfare and safety.
