e. On motion by Homer Kuhl, second by C. W. Armour, the
council awarded the police radio service contract to Georgia
Two -Way, effective 9-1-66, at $35.00 per month.
f.' Denied the use of City property (Teen Canteen, lower level)
for a newly formed Church group.
g. Suggested Mayor G. W. Kreeger and Councilman J. B. Ables
to check out damages to the premises--at-150 Campbell Road
caused by stopped`up sewerage lines and to negotiate
settlement for said damages.
There being no further business, a motion was.made to adjourn at
9:55 P. M.
The next meeting dates were set as�follows: September 26, 1966 and
October 3, 1966.

The mid -month meeting of the Mayor and Council of the City of
Smyrna was held at City Hall above date and called to order at
7:30 o'clock P. M. Mayor G. W. Kreeger presided. All Members of
Council were present except Homer Kuhl. Also present, Department
Heads, Building Inspector, City Attorney and Consultant Engineer.-

In the first order of business, Building Inspector, C. M. Hamby
submitted and recommended Council approval for new mixing hoppers
and conveyers for McArthur Concrete Products installation.
The second building permit application was approved for issuance
on J. B. Ablest motion subject to -check out of plans and specifi-
cations for a convenience type grocery store located on the J. H.
Brown property, next east of Jonquil Park.
Two bids were received and opened for wiring for main service for
air conditioner at Smyrna Teen Canteen.building. Bids were sub-
mitted per specifications of Estes Heating and Air Conditioning
Company:
Ledbetter Electric Company $1,427.40
Ask -Kay Electric Company $1,065.00
On the recommendation of the Electrical Inspector, L. W. Boring,
J. C. Porterfield motioned we accept the Ask -Kay Electric Company
bid in the amount of $1,065.00. Motion seconded by D. L.,Mixon
and voted unanimous.
Councilman C.-W. Armour opened a discussion pertaining to the
purchase and installation of Trim -Town containers and bags to be
introduced in apartment projects on a trial basis, further stating
that Mr. E. E. Cannon (Brookview and Andover Apartments) has agreed
to purchase the first order of containers per agreed contract and two
bags per week at $1.50 per month pe'r apartment. 'project unit..
Councilman C. W. Armour moves this Council agree to enter contract
with the Union Bag -Camp Paper Corporation for purchase of garbage
disposal bags'in connection with new Trim -Town metal containers;
and further this new type collection service shall be installed per

agreed contract at the Brookview and Andover Apartment Projects
on a monthly rate of $1.50 per month per apartment project unit,
said rate subject to all adjustments 1n the Cobb County garbage
dumping fees. 'The Council further agreed to draw up contract
with Mr. E. E. Cannon covering the purchase of bags and metal
Trim -Town conveyers. The motion was seconded by J. B. Ables and
voted unanimous.
In connection with Mr. C. W. Bramblettts discussion on;insurance
coverage (American National Insurance Company) J. B. Ables
motioned to withhold solicitation of City employees pending
information on equipment change over and inventory of payroll
checks. Motion seconded by C. W. Armour and voted unanimous.
The Council reviewed financial reports for
the month of August
and calendar year to date.
Councilman J. B.Ables motioned that Fi Fats
be issued covering
unpaid sewer taps, water lines and taxes as
per City Hall records
,-
and current year end audit. The delinquent
accounts, mostly
builders -and developers, are subject to a check
out with legal
counsel prior to issuance of Fi Fals. The
motion was seconded
by J. C. Porterfield and .voted unanimous.

Consultant Engineer, Mr. Phillip J. Sutton,
submitted prints
showing Ward Street improvements, widening,
sidewalks, curb -and
gutter. The estimated cost was $6,000.00.
It was brought out
that sidewalk installation was included in
the Cobb County Road
and Sidewalk Improvement Bond Issue.
•The:cost of proposed sidewalks at the new fire station as submitted
by contractor Earnest Thomas was.,in the -amount of $675.00.:•A motion
authorizing City Engineer J. E. David to negotiate the contract and
the necessary -fill dirt was-made,*by-J. B. Ables, seconded by J. C.
Porterfield and voted unanimous. —
Councilman R: H. Wood discussed sidewalks on Church Street. Phillip
J. Sutton authorized to check out and report in Council.
The motion of J. B. Ables authorizes the Library Board to employ
Mrs. Dobbs on a temporary basis, second by B. F. Stewart and voted
unanimous. MEMO: This action by reason of librarian, Mrs. Estes,
-on a thirty day-sick•leave of absence without pay.
Postmaster, Mr. Walter Gillespie, reported in Council a problem
hinged on the present numbering system of houses in the City of
Smyrna. Mayor G. W. Kreeger appointed a committee of J. B. Ables,
Chairman, J. C. Porterfield, and R. H. Wood, to contact -Cobb
County engineers to resolve the problem.
Council approved a one week salary payment to Elmer Wester in lieu
of his scheduled -,second week of current vacation. Motion second
J. B. Ables and voted unanimous.
In final action the Council:
1. Agreed -to support._and' pay for one ad in the, Smyrna Athletic
Association (Pop Warner Football Schedule).
2. Authorized quit claim deeds to Mr. S. Anderson and R. L.
Cockrell -for a parcel of land known as Jane Ann Drive in
Rolling.ViewiAcres; Unit No. 2. It was brought out the
property•was not suitable for improvement. Motion by C. W.
Armour, second J. C. Porterfield, and voted unanimous.
3. Discussed larger facilities for the Smyrna Public Library
and recommended the present conference room area be remodeled
for additional library area.

4. Discussed issuance of library admission cards and approved on
J. B.-Ables motion the recommendation of the Library Board
that non -citizens holding current admittance cards shall'be
cancelled at the expiration date and..not re -issued. Motion
second B. F. Stewart and voted unanimous.
5. Approved $150.00 expenditure covering rain coats and skirts
for the safety patrol with payment from the contingency fund.
6. The following letter from the Cobb•County Health Department
was read in Council:

Dear Sirs:
A surge of improvised fruit stands is beginning to appear in our area,
and many are not built properly, nor do they have the proper sanitation
facilities to handle a safe and wholesome project.
We urge that a license be required for these places (any place
handling food, vegetables, fruit., snowcones, or any other food or
drink item), and that a written approval from the Health Department
be required by the licensing agency before granting the license.
