Council rejected a request to install a banner across Atlanta
Road at the Jonquil'Shopping area. The banner referred to revival
services Church of Christ, October 5 through 12, 1967. The re-
jection of 'the request on motion by D. L. Mixon, seconded by C. W.
Armour.
In final action, the Council:
1. Authorized on J. B. Ables' motion, a light to be installed
in the area of Ashwood and Twin Oaks Drive, Motion seconded
by R. H. Wood.
2. The installation and cost to install the letters`S. E.
(southeast) on all street sign posts was deferred to next
meeting.
3. Agreed to repair damaged police car #4 in lieu of recommendation
to trade same for new equipment.
4. On Homer Kuhl's motion, Council authorized the purchase of one
new water cooler for the' police department in the amount of
$233.75.
There being no further business, a motion was made to adjourn.

SEPTEMBER 25, 1967
The scheduled mid -month meeting of Mayor'and Council was held at
the City Hall, Smyrna, Georgia, September 25, 1967, and called to
order at 7:30 o'rclock P. M. Mayor Kreeger presided with all Council
Members present except Councilman Homer 'Kthl. Also present were City
Attorney, Building Inspector, -City and Consultant Engineer.

In the first order ofibusiness, Mr. W. C. Cleveland of Stephens Street
appeared in Council (second appearance) concerning keeping a pony on
the premises. City Attorney Berl T. Tate read.in Council the City
Ordinance pertaining to horses, cows, mules, etc. and more particularly
the item relating to horses, cows, mules, etc. shall be 300 feet from
an occupied residence and further that the Ordinance calls out that
the stabling of same shall be classified as a nuisance. In further
discussion, Councilman R. H. Wood motioned that Mr. Cleveland's
request to keep a pony be and is hereby denied per the existing
Ordinance. The motion seconded by J. C. Porterfield and-vo-ttdq
unanimous. MEMO: Mayor G; W. Kreeger appointed a committee of
Councilman D. L. Mixon, Chairman,,C. W. Armour and J. C."Porterfield
to review the Ordinance and report 10-2-67 on amendments thereof.
Petition submitted by W. 0. Moore, Agent for 0. W. Jones and M. P.
Davis, to rezone from R-1 and'District "C" to C-1 Commercial area
a parcel of land in LL 810 located on the south side of Spring Road
215 feet by approximately 530 feet in depth. The Council on C. W.
Armour's motion set the public hearing date for above zoning
petition for November 6, 1967. Motion seconded by B. F. Stewart and
voted unanimous.
The following permits on recommendation of the building inspector
C. M. Hamby were approved by Council:
1. Illuminated sign for the Six Points Grocery approved on C. W.
Armour's motion, seconded by J. C. Porterfield.

2. Illuminated sign, coin operated laundry, Cherokee at Ventura,
approved on motion D. L. Mixon, seconded by R. H. Wood.
3. Strother Ford sign on South Cobb Drive approved on motion of
J. C. Porterfield, seconded by B. F. Stewart.
The accepted bid'for installation of water lines in Green Forest
Unit #2 was awarded to W. P. Lord Contractor in the amount of
$955.00. This on motion J. C. Porterfield, seconded by C. W.
Armour and voted unanimous.
City Engineer J. E. David was requested to secure cost of compound
meter for the Deerwood subdivision previously annexed into the
corporate limits. Mr. David stated in Council that a --proposal
was submitted to the Cobb -Marietta Water Authority to furnish the
meter with installation cost absorbed by the City. At present
Unit #1 Deerwood secures building permits from the City of Smyrna
and water service from Cobb County., Immediate action on the
meter installation is important since Unit #2 is now under develop;.;
ment. Report on the above was requested to be brought before
Council October 2, 1967.
Councilman C. W. Armour requested Council action on additional

cost'of adding six and eight yard containers to shopping centers.

In the distulssion,'the}Council approved the third eight yard con-
tainer for six pick ups per week at $35.00 added to the monthly
sanitary rate, and the third six yard container required at
certain shopping centers for six pick ups per week at an addi-
tional charge of $25.00 per month. The above on motion by C. W.
Armour, seconded by J. C. Porterfield. The motion sets September
1, 1967 as the effective date.
Councilman R. H. Wood reported that sidewalks on Birch at Glendale
were in work and that the schedule for paving Ward Street was
called out as September 28.

Also, discussed before Council was the request of R. D. Weber for
City assistance in resurfacing the parking area on,,Cherokee°Road.
The paved area includes a City sewerage easement at the rear of
the lot. The 'Council denied Mr. Weber's request for City labor
in connection with resurfacing and on motion by J. B. Ables granted
permission for resurfacing and parking on the City easement with
the provision that Mr. Weber maintain the easement area with the
agreement there will be nb damage -to the City sewerage facility.
The Ordinance dated June 19, 1967 referring to the removal of
partially rusted, wrecked, junked or dismantled automobiles was
per Council agreement applicable to wrecked cars in the area at
rear of South Atlanta and the railroad right-of-way. Councilman
C. W. Armour to investigate and report this condition to the
police department.
In connection with the painting of fire hydrants within the
corporate limits, the Council approved on motion by J. C. Porter-
field, seconded by C. W. Armour, to grant permission to the Smyrna
Chapter, Order of Demolays, to clean, wire brush and paint the
fire hydrants with the understanding that the Demolays are acting
on their own and not as agents of the City of Smyrna, and further
that progress reports shall be submitted to the fire department.
A report on the connector road Atlanta to Ward Street was sub-
mitted by P. J. Sutton with a statement that plans and lay out
were completed and bids should be submitted by October 2, 1967.
Mr. Sutton submitted preliminary plans in connection with the east
side sewerage and lift station in the area of Spring Road at the
intersection of Highway 41. Revision to the plans and additional
study requested by Mayor G. W. Kreeger.
Consultant Engineer P. J. Sutton was requested to follow up on the
drainage and sewer problem at King Arms Apartments.

Traffic Engineer George Adams of Hensley -Schmidt, Inc. submitted
reports covering replacement,of City street signs in the amount
of $7,000. Also the cost of installing the letters S. E. at an
estimated cost of $1900.00. Suggestions were heard around the table
regarding installation cost, maintenance,.etc. and deferred to next
meeting.
The financial reports for August and year-to-date were distributed
by-J.-B. Ables and showed $61,053-actual expenditures for the
month of August, $63,196 budgeted, a•saving of $2,143.
Councilman B. F. Stewart requested the insurance -committee to meet
in City Hall September 28, 1967.
There being no further business, a motion was made to adjourn. The
time 9:00 P. M.
