The meeting of Mayor and Council held at City Hall pursuant to the
Charter above date was called to order at 7:30 o'clock P. M. by
Mayor G. W. Kreeger. All Council Members, Department Heads, Inspectors
and City Attorney were present.
The first order of business to come before the Mayor and Council
was the annexation of a parcel of land lying and being in LL 336
and 385, 17th District, Cobb County, Georgia, and identified as the
Parker H. Norton subdivision (Edgemoor Woods) per plat submitted
showing 16 residential lots. On motion by Homer Kuhl, second by
R. H. Wood, the property was annexed into the corporate limits of
the City of Sinyrna•in Ward No. 7 and subject to all existing
ordinances, codes and regulations ofithe City, and further to pay
to'the City of Smyrna regular taxes as they become due, or an
amount equivalent thereto for services rendered.
Per plat submitted, a parcel of land on Old Concord Road came up
for annexation. The property known as 131 Benson Pool Road, Mr.
Geo. W. McCurdy, owner, represents only -that portion recorded in
the minutes as the rear of the lot measuring 216 feet on the west
right-of-way of Old Concord Road and 205.8 feet in depth. MEMO:
The annexation and zoning thereof deletes the home place fronting
on Benson Pool Road. On motion by J. B. Ables the subject property
was annexed into the corporate limits of the City of Smyrna per
plat of red'ord subject to zoning application to come before Mayor
and Council July 10, 1967 and further subject to all ordinances of
the City of Smyrna and regular taxes as they become due. MEMO:
Property as of this date zoned District "C" Cobb County and petition
to the City of Smyrna requests C-1 commercial area zoning for a
restaurant. The motion for annexation was seconded by Homer Kuhl
and voted unanimous. Councilman J. C.-Porterfield set the hearing
date as July 10, 1967 to consider rezoning the above parcel from
District "C" unincorporated area to C-1 commercial area in the
corporate limits of Smyrna. Motion seconded by B. F. Stewart and
voted unanimous.
On recommendation of the building inspector the permit for 48
apartment units located on the south side of Pat Mell and the
Atlanta Road intersection was approved per plat and application
submitted. Motion to issue the permit by D. L. Mixon requires
tear down of the existing Super Test Service Station structure.
Seconded by B. F. Stewart, the motion carried six to one, J. C.
Porterfield voting against.
Application for building permit covering a 61 foot by 114 foot
office building fronting on South Cobb Drive at the Ridgecrest
Road intersection came before Council. The petitioner L. W.
Boring was granted a waiver of the 25 foot minor road set back to
18 foot set back. Permit issued on recommendation of the building
inspector and on motion Homer Kuhl, seconded by D. L. Mixon,
motion carried.
The Council voted unanimous on D. L. Mixon's motion to issue
building permit to the Tenneco Service Station, Cherokee at Ward,
subject to a check out by the building inspector regarding state
law as applicable to regulations covering canopy and gas pump
set backs. (See minutes of May 15, 1967)
Bids covering traffic control devices -interconnected and sychro-
nized along South Cobb Drive, Pat Mell to Powder Springs, and
Burbank intersection were discussed. The two bids covering low
voltage, two way conductor type signals were as follows:
Thomas B. Combs, Atlanta $8,508.69
Equitrol of Birmingham, Ala. $9,472.38
A discussion regarding type of equipment led to a move by D. L.
Mixon that the two bids are hereby rejected and re -letting of
bids recommended. Motion seconded by C. W. Armour. Voting for
the motion, D. L. Mixon, C. W. Armour, and B. F. Stewart. Voting
against the motion J. C. Porterfield, Homer Kuhl, J. B. Ables,
and R. H. Wood. The motion lost. The second motion by Homer
Kuhl was that this Council accept the Thomas B. Combs bid in the

amount of $8,508.69, they having submitted the best and lowest
bid as per the specifications submitted. -Motion seconded by
J. C. Porterfield carried four to three. Voting against the
motion, D. L. Mixon, B. F. Stewart and C. W. Armour.
Councilman Homer Kuhl discussed a plat calling out signal devices
on Old 41 Atlanta Road. There was no action this -date; however,
the Council did approve the marking of lane lines (3) on Atlanta
Road from Love Street to Spring Street intersection. Contact to
be made to state highway by consultant engineer, P. J. Sutton.
This on motion Homer Kuhl, second J. C. Porterfield.
.A residential permit was issued for a one chair beauty shop,
location 529 Green Acres Road, petitioner Phi:lip.Shaller. On the
--basis of the petition submitted, J. C. Porterfield -motioned the
permit be issued, second by B. F. Stewart and voted unanimous.
J. E. David, Public Works Head, reported the Jones Shaw water line
in work; also, water line Love Street to Smyrna Springs Apartments
for increased pressure was reported in work, and installation of
1-0 an $80 blow off valve was approved.
Councilman J. B. Ables reported progress on the Smyrna street re-
W numbering system to date. A report read in Council referred to a
recommendation to change, add 6r delete certain. street names that
U in the past have been reported as controversial or duplications.
Councilman J. B. Ablest motion authorizes street name changes as
submitted in the recommendation be and are hereby accepted and
entered in the minutes. Second by B. F. Stewart and voted unanimous.
-.Street Name Changes
1. Glenroy Place, north of Spring Street, LL 734 & 737, 17th
District, to be changed to Glenroy Drive.
2. Add the name of Nelson Lane, LL 521, 17th District, so that
four (4) houses which face the Railroad will have a correct -
number. These four houses back up against Gilbert Street,
but presently have an Atlanta Street number.
3. King Street between Love Street -and Bank Street has two names
and is known as Concord Road and King Street. It is suggested
that Concord Road be dropped and said street be known as King
Street between Love Street and Bank Street.
4. Concord -Road, which runs south off Atlanta Street be changed
to Memorial Place, as this street has no present numbers that
are in use. The name Concord Road between Atlanta Street and
Church Street will be changed to Memorial Place.
5. Change Beverly Hills Drive to Old Spring Road so that there
will be one name on said street. Beverly Hills Drive will be
dropped, so that said street will have one name from Kennesaw
Drive, LL 348, 17th District, to -Cherokee Road, and will be
'known as Old Spring Road.
6. Officially name the Spring Street Connector, sometimes called
Love Street Extension, in LL 665, 666, 631, 594, and 550, 17th
District, to be known as Love Street.
7.- North Burbank Circle, LL 371, 17th District, to be changed to
Burbank Drive, from Old Spring Road to Cherokee Road.
8. There are two Shawnee Trails in Campbellwood Subdivision,
,Change the first Shawnee Trail, LL 629, 17th District, -to
Shawnee Place.
9. Change the present numbering on Roswell Street, so that said
.street will have an East & West Grid, rather than a North and
South.

Chairman of Finance, J. B. Ables, reported on 1967-68 departmental
budgets and called -out the following meeting dates for the prepar-
ation, submission and finalizing all fiscal budgets:, June 12, June
19, and June 26, 1967.
On motion by J. B. Ables an ordinance submitted and read covering a
levy of 1% of the gross premiums as a tax payable to the City of
Smyrna from all life insurance companies of record was passed on
second by J. C. Porterfield. Ordinance becomes effective January 1,
1958 and the •1% annual tax levy per the motion becomes effective with
the 1967 gross premiums collected, in addition to the annual business
license fee of $75.00 levied by an ordinance heretobefore passed.
A memorandum from the Georgia Municipal Association called out
provisions by which Social Security escrow deposits on deposit with
the State Retirement System might be returned to affected munici-
palities (Reference, Senate Bill 166, 1967 Georgia Laws). This.,
in substance, means City of Smyrna shall through enacted ordinance
recover $21,151.58 during the first calendar quarter of the new
fiscal year.
The minutes covering May 1, 8, and 15, 1967 meetings, were approved
as submitted and mailed May 23, 1967 to all elected officials.
Motion by Homer Kuhl, second by C. W. Armour, the minutes be adopted.
The vote was unanimous.
The Council set June 19, 1967 at 7:30 o'clock P. M. tb' hear 'the appeal
of defendant Mr. T. E. McKnight from the charges'in Recorder's Court
on May 23, 1967. Motion by C. W. Armour, seconded by J. C. Porterfield.
In final action, the Council:
1. Requested contacts be made regarding installation of a compound
meter to cover water and meter sales in Deerwood subdivision.
2. Authorized publication with reference to detours during Spring
Road grading scheduled to start 6-12-67.

JUNE 19, 1967
The mid -month meeting of the Mayor and'Council was held June 19,
1967, City Hall, Smyrna, Georgia and called to order by Mayor G. W.
Kreeger at 7:30 o'clock P. M. All members of Council present except
B. F. Stewart. Department Heads, City Attorney and Consultant
Engineer also present.
In the first orderof business, a citizen reported a -surface water
and drainage problem at the south end of Alexander Street. Public
Works Superintendent J. E. David was authorized to inspect and
follow up with corrective action,and report the estimated cost..
The second item on the Agenda to come before Mayor and Council was
the hearing on the zoning petition of Wm. J. Mackenna to rezone.
property on Rolling View from R-1 residential to R-2 Multiple
Family Dwellings. Approximately 50 citizens from the Rolling View
and Argyle Forest area appeared in Council to oppose the rezoning
petition. The land owner Wm. J. Mackenna stated he would build.
125 units (apartments or.town houses) on the 15 acres of land,
provide buffer areas, and abide by all City codes, ordinances and
set backs. He further stated that the property joins the City
recreational area on the east, that property on the north was
zoned for duplex and apartment structures, and the parcels of land
on the south consisted of commercial and Argyle School. Mr. M. H.
Tuck, spokesman for the opposition, referred to the usual complaints
