APRIL 3, 1967
The scheduled meeting, pursuant to the City Charter, was held
April 3, 1967 at 7:30 otclock P. M in the Council Room, Smyrna
City Hall. Mayor G. W. Kreeger presided, all Council Members
present except Homer Kuhl. Three department heads were in attend-
ance, also building inspector C. M. Hamby. City!,Attorney, Berl T.
Tate, absent from 7:30 until 8:45 P. M.
In the first order of business, the advertised petition for the
rezoning of the Reed Realty property, southeast corner of South
Cobb at Bank Street, came up for hearing. During the one-half
hour discussion between petitioner, Council Members, and four
citizens opposing the zoning, certain merits were brought out
regarding the usage of the land, the history of water damage and
run off during heavy rains, the widening of the creek bed, and
the erection of 'a retainer wall. Councilman J. B. Ables motioned
to continue the hearing to May 15, 1967 on the above described
property on which date plans and engineering shall determine effect
of retainer -walls, run off, etc., to be brought before Council by

the petitioner.
The petition to rezone the Alvin H. Davis property, 4.89 Church

Street from R-1 to "C" District, was read in Council and date for
public hearing was set for May 1967. Motion by J. C. Porter-

field, seconded by D. L. Mixon,was vofe,d unanimous.
The petition from five property owners, East Spring Road, to rezone
R-1 property to C-1 and District "C" was read in Council. The '
Council, on C. W. Armour's motion, set May 15, 1967 for public
hearing. Motion seconded by B. F.- Stewart and the vote was
unanimous.
The petition of H. L. Scoggins Realty Company to rezone the property
known as 414 and 4.16 Powder Springs Street, Mrs. Georgia A. Richards,
from R-1 Residential to "Land Use Permit" - Church, came before
Council. On R. H. Wood's motion, seconded by B. F. Stewart, public
hearing date was set for May 1, 1967; The vote was unanimous.
Per signed petition, certification of Cobb County zoning, and plat
of survey, the property of the Standard Oil Company, South Cobb at
Smyrna Hill Drive, was annexed into the corporate limits of the
City of Smyrna. Motion by J. B. Ables, seconded by B. F. Stewart.
As part of the motion the petitioner agrees to abide by all City
ordinances, codes, regulations, and to pay regular City of Smyrna'
taxes as they become due. The property located in LL 4.12 of the
17th District shall be placed in Ward No. 7 and per certification
of current Cobb County zoning shows the following property lines:
282.feet along the. west right-of-way of South Cobb Drive and 186.6
feet westerly along the right-of-way of Smyrna Hill Drive. The
current zoning is as follows: 282 feet on South Cobb Drive and 93.3
feet on Smyrna Hill Drive zoned C-1, neighborhood commercial; and
282 feet by 93.3 .feet in depth (rear) zoned as District "C", future
commercial. The vote( on the motion was unanimous.
The following building permits, on recommendation of the building
inspector C. M. Hamby, were approved on unanimous votes as follows:

The Council approved and confirmed to sponsor Smyrna Chamberts'Wide
Awake Breakfast to be held at Campbell's Restaurant, Tuesday, July
18, 1967, at 7:4.5 A.M. Motion by D. L. Mixon, seconded by J. C.

In connection with the over all City renumbering system, an agree-
ment was drawn up by the City Attorney.between the Mayor's assigned
committee and Mr. Larry Defee. The agreement was signed and -
witnessed March 31, 1967, copy of same entered in and made a part
of. April 3, 1967 minutes. It was brought out in Council that the
agreement between Mr. Larry Defee and the City of Smyrna includes
aerial photography of the corporate limits, research, field
assignments, typing of notices to citizens, and master tapes
showing the old number and the new number associated with -the
name of the occupant of each structure within the corporate limits.
Estimated completion date of.the project was called out as 80
days from receipt of aerial maps or approximately the middle of
June, 1967. The Council was in agreement that publicity -regarding
progress on the renumbering project was a definite requirement,
and further that all new numbers shall carry the listing S. E.
During the final -discussion, D.'L. Mixon motioned the Nash -Wills
Booster Club shall be given preference to sell house numbers upon
clearance through the Mayor's assigned committee, J. C. Porterfield,
Homer Kuhl, J. B. Ables and G. W. Kreeger.1 Motion seconded by J. C.
Porterfield and carried.
Councilman R: H. Wood reported on dangerous drain..ditches, Hughes,
Grady, Hamby and Powder Springs with the solution that the -problem
could be resolved with the installation•of curb and gutter, cost
of same to be borne by the citizens.
Councilman R. H. Wood reporting on sidewalks stated the Cobb County
Commissioners passed a Resolution -calling for bids to pave sidewalks
in the following school aeeas: Church Street, Powder Springs, Ward,
Atlanta, Birch, Brown Circle, and Glendale Place. It was estimated
the bids would be opened by Cobb County Commissioners in two to three
weeks from above date and that the City of Smyrna -would -absorb
engineering cost. -

Mayor G. W. Kreeger referred the item to the,,santation committee

Mayor G. W. Kreeger commenting on the City of Smyrna employees vacation
policy -cautioned all department heads.that<any and all -exceptions
or -deviations from the approved policy shall be brought before the
Council. He further stated that all employees are expected to adhere
to accepted procedures governing vacet•ions-, sick leave and or
holiday pay. -
In final action, the Council:
1. Approved•the purchase of one mower blade ($493) for the street
department tractor.
2. Authorized the parks committee to resolve the request of the
American Legion team for the use of Coach Joe Lattanzi -Is
services during the 1967 season.

3. Granted permission, on motion by J. B. Ables, the use of,
Jonquil softball field for the Cobb County Archery Club.
4. Approved a $779 -expenditure representing drainage cost at
Jonquil Park, and included in report to Cobb County.
There being no further•business a motion was made to adjourn. The
