01-16-1971 Regular Meeting3S& (Continuation of January 4, 1971 Meeting) Councilman Arthur T. Bacon reported that the 1961 garbage truck and the 1964*'gar_ bage truck were in very bad condition. He stated, he had received a quotation from Heard Equipment Company i'or a Garwood 20'cu. yd. garbage truck for $14,630, less trade-in of the two old trucks for $3,200, net`amount.'$11,430. It was the consensus of Mayor and Council.that the purchase'of another ` garbage truck should be on a bid;'basis. Councilman Arthur T. Bacon motioned that we secure bids for a new garbage truck, less trade-in, equivalent to the Garwood Model L. P. 270, 20 cu., yd.,, capacity, delivery within thirty, days, and' -bids to be opened Saturday, January 16, 1971, at the'mid=month meeting of Mayor and Council, The motion was seconded„by,J. C. Porterfield and .voted unanimously. y - V V CouncilmanoArhtur T. Bacon also submitted a bill from Mike Westmoreland in ,the amount of $600;to cover the expense of; the auger,,etd. purchased for the.installation of the first fifty garbage cans. Councilman Bacon stated he thought $600 was excessive,.but recommended -in -the form of a motion that the City pay Mr. Westmoreland $360 to cove,r'•his expenses. The -motion was seconded ,by;,C. O.,,Canada.,and. vote on_'the motion .was •unanimous. A retirement plan for the police department was submitted '6, Councilman J. P.,Whiie•; however, after discussion by Council the plan was referred totthe insurance committee chairmaned by Councilman J. C. Porterfield for study along with other retire- ment plans the committee already has under consideration for all City employees. The committee will•make recommendations to Council prior,to approvai of the 1971-72 budgets. The parking problem on Memorial Place. -(three businesses) was discussed by Council and referred to,Co_u_ncilman J. C. Porterfield for negotiations with the owners. Councilman C. 0. Canada reported the pump was broken down at Hickory Acres Drive lift station and repairs were @gtimate8"at $700.' Mr. Canada motioned that Council approve the purchase of a new pump. The motion was seconded by Arthur T. Bacon and voted unanimously. , t Councilman HomerJKuhl stated he would talk with Mr. Johnson,, again in regard to dredging of'Stone,.Creek. J. E. David to remove tree and .build wall. The trailerL.parke,d in rear of the Ence Station at Belmont Hills Shopping`Ce•nier, was referred to,the police committee for check out. A. MacKenna appeared before Council in .the interest of ,.firxd- ing'a ,so.lution to the disposition of his,property, approximately 15 acres:, located on Spring Street, and Rolling View Drive., Mr. MacKenna stated the property lmd been appraised at $25,000„ pe.r acre. After further discussion regarding the rezoning of this - property, Mayor Harold L.,Smith recommended that CouncilmaniMarston Tuck send a letter to c.itizans,in,�the,area and schedule a meeting with Mayor and.Counc,ilffiin February 1971.to work out an agreement between the citizens, Mr. MacKenna and Mayor and Council. Council- man J. G. Porterfield stated he would -work with Mr. Tuck on -the above matter. n r Request -for a residential ,permit for.the sale of health f_ foods was presented in.Council by Mr. C. H.,Elliott, Jr., 3870 Honey- ` suckle Drive. All residents within,.a 30o foot radius signed the petition stating they had no objection to the business being operated from .Mr.::;,Elliott1s*home. The residential permit was approved on motion,by Hubert Black with the.,stipulation there would be no signs, no on streetj1parking, and no employees,hired. The motion.was seconded by Arthur T. Bacon. The vote was unanimous. Mr. Parris: Lee appeared before Council regarding a skating rink in the area..of ,Concord Road and North :Cooper.;Lake Road., Since ,the City ordinance,does not include a classification for a skating uJ rink Councilman J. C. Porterfield motioned we propose an amend- ment to the ,zoning ordinance for the purpose of adding under C-1 classification, skating,rinks. *Public.hearing on the.amend- U ment to be held February 1, 1971.' The motion was seconded by Arthur T. Bacon and voted unanimous. Attorney G. W. Carreker will prepare the proposed amendment to be advertised twice prior to theJhearing. Commercial building permits were submitted by building inspector Leon Hood and upon his recommendations the following,action is recorded: 1. Request for approval of plans' for a dental office, corner of Concord Road and Pine Street, for Dr. Ralph Price. Permit approved on motion by Marston,Tuck, seconded by J. C. Porter- field. Vote was unanimous.,, ,. Coordination of permits for the building, plumbing, electrical, and heating and air conditioning inspectors was discussed and on the recommendation of building inspector,Leon Hood a copy of each building perki•t will be placed, in the boxes of the other inspectors. - J Mayor Harold L. Matthews Contracting Company was submitted in Council for the resurfacing of Birch Street at $9.00 per yard. Councilman Homer Kuhl motioned that bids be obtained for the paving of�Birch Street for opening February 15, 1971, allowing fifty'calendar days to complete the -Job. The motion -was seconded by Hubert Black and voted unanimously. ` Under Mayorts Reports, the following action is recorded: (1) Garbage cans. Marston Tuck reported on relocation of some cans 'and •compaction work in piDogress. 1•( (2) R.0.W. Deeds on Concord Road and Love Street in work-,'J' ` (3) Atlanta Street. Plans referred back to county for correc- tions and additions. Mayor Smith'further stated C.C.M.A.' is lobbying for a bill to authorize the State Highway Department to deal directly with the cities on highway contracts. ' (4) Eastside'sewar profectr. A tentative meeting has been -set up'for 7-:30 P.M., ,January 2'0,• 1971 in the •Commissioners •Rooms - in Cobb County, to discuss -this project. Mayor Smith also -'states - that the State Water Control Board has been informed the City is try- ing to 'deal frith Cobb County and have preliminary plans under- way and. that they' al&76 will be furnished a copy of the preliminary;, survey submitted -to Council by Mayes, Suddereth and Etheredge.- (5) The third 1ane and directiondl signals at South Cobb and Concord Road was referred to J. E. David to -'contact Mr. Johnson with State- -Highway 'Department. • (6) Another meeting will be held January 19, 1971, at Ci•ty'Hall, In regard to the Downtown Redevelopment Program. d j (7) On the Animal Control Act Proposal, the committee want's to hold a joint meeting with the commissioners and all municipalities to work out the problems. Councilman Homer Kuhl motioned that the siren be placed on the water tower with 6ontrols handled by the Civil Defense -De- partment, with a switch accessible to the Fire Department. The motion was seconded by Marston Tuck;and voted unanimously, ' L Councilman 'John C. Porterfield reported tha parking problem on Memorial Place ,had been resolved. F, .. ' Finance Chairman Hubert Black stated his committee does not recommend any realignment of budgets or transfer of funds at this time. Mr. Black, further- stated -that Business License, realingment was in work,,to-be effective next year. Mayor Harold-L. Smith stated the'Junior Womans Club had asked - permission to hand out safety literature (seat belts, etc.) at intersections in the City on one Saturday in the near future. Councilman`,Homer Kuhl motioned the request„be approved and that the Club give the date they will hand out the literature in order that the Police Department can be notified. The motion was seconded,by J. C. Porterfield and .voted unanimously. f Mayor Smith reported that next week would be the Progress Edition of the Marietta Daily Journal. ,On motion by Homer Kuhl, one half page ad was approved. The motion was seconded by Hubert Black. Vote„on the motion was unanimous. A request by Mrs. Dora Wood for an ad in the Eastern Star.Program, minimum of $12.50, up to $25.00; was,approved,by unanimous agreement. Councilman Hubert Black stated he hid checked into the possibility of placing an SCM copying machine at -,the -'Smyrna Public. Library, The City would not purchase the mach-ine;,only the paper. The cost of the paper would be approximately five cents per cppy and Mr. Black. suggested that the City charge twenty-five cents per copy for reprodtLctions., On motion by Hubert Black, seconded by Marston Tuck, approval was given to place an SCM machine at the library. The vote was unanimous.
