02-21-1966 Mid-Monthly Meeting163 (Continuation of February 7, 1966-Minutes) I n final action, Cou ncilman Homer Kuhl motioned for the installa- tion of a traffic safety island at King and Church Street intersection. Motion died for lack of a second. Mr. Kuhl then motioned to install a traffic signal at the above stated intersection. Motion seconded by R. H. Wood. In discussion, Councilman J. B. Ables motioned to table pending type of installation, cost, and budget allowance. The motion to table carried five to two, Homer Kuhl and R. H. Wood voting against. There being no other business, Council motioned to adjourn at 9:15 P.M. Next Council meeting February 21, 1966, 7:301P.M. .FEBRIIARY 21, 1966 The mid -month meeting of Mayor and Council was held February 21, 1966, 7:30 P.M., at City Hall, Smyrna, Georgia, Mayor G. W. Kreeger presiding. All Council Members present, also Department Heads, City Attorney, Berl T. Tate, Consultant Engineer, Philip Sutton, and the press. L. W. Charles, City Clerk, absent: Invocation was.by Homer Kuhl. In the first order of business, a hearing date on zoning of property to C-1 Commercial at the S.E. corner of So. Cobb at Bank Street (W. M. Reed), was set on March 21, 1966. Motion by J. C. Porterfield, seconded by D. L. Mixon, and voted unanimous. On motion by Homer Kuhl; seconded.by D. L: Mixon, a hearing date was set for March 21, 1966 to rezone to "C" Commercial the property known as 612 Concord Road, Henry F. Allen, and 620 Concord Road, Colin J. Coker. Voted unanimous. A request was made by Bob Leonard for Quin Rentals, Inc. to rezone to R-2 Apartment Project the Julie Wilkie - property on Hawthorne Street. On motion by Homer Kuhl, seconded by C. W. Armour, a hearing date for rezoning this property was set for March 21, 1966. Voted unanimous. Building Inspector; C. M. Hamby, stated he had received a request for a building permit from Mr. Strickland to erect• a dwelling on property 70t by 1001 on Fuller Street, the prefab dwelling to be 864 Sq. Ft. The above not meeting City Ordinance but in keeping with other houses in the area. R. H. Wood motioned the building permit be granted, seconded by J. C. Porterfield,.and voted unanimous. On motion by Homer Kuhl, seconded was granted to Artistic Sign Company to Garden Shop on So. Cobb Drive. -Sign to inspector, meets all City requirements unanimous. by R. H. Wood, a permit erect a sign at Reeves be. erected, per -building and regulations. Voted 164 (Continuation of February 21, 1966 Meeting) Mr. Hamby, building inspector, pointed out'that'on November 16, 1964 a building permit 'was approved by Mayor and Council for King -Williams to erect an apartment project on Ward Street, con- sisting of 38 buildings and 188 apartment units. A plat received by Mr. Hamby' -from -King -Williams, prior to beginning fourth unit of above'project;'showed there are actually 32 buildings total with 222 apartment units. The new part, unit 4, to consist of 64 units and 8.:buildirigs. After discussion_as to number of units per land usage', J B. Miles motioned that Mr. 'Hamby check -further and if units do not exceed land usage provisions,'to go ahead with the building, second B. F. Stewart. Motion carried five to two, J. C. Porterfield and Homer Kuhl voting against. MEMO: J. C. Porterfield requested that Mr. Hamby check to determine T aEove apartment project was restricted zoning. Council set March 7, 1966 to hear appeal from traffic court case 6179, Elmer Crowe, on motion Homer Kuhl, second J. C. Porterfield. City Attorney, Berl T.-Tate, reported on Spring Road right-of-way Project SUS 1383(1) stating that a meeting was held February 10, 1966 and some 25 deeds were signed. About one dozen people did not attend 'the meeting but approximately one-half of these have been contacted and a few have come in since that date. Mr. Tate -also stated that the highway'departtent is drawing up descriptions of the property on Spring Road. Mr. Bob Austin was present and stated they have everything settled on the county level except thechurch which is dealing with the highway department. House Bill 523, according to Mr. Tate passed as submitted and Bill 706, Cobb Center, was passed with changes. J. B. Ables, Finance Chairman, stated he had checked out appli- cation of Clayton Smith; North Atlanta Street, for a used car lot. This property brought into City from county as.0-2 and other car lots on South Cobb in'same category as this.': -Motion by Mr. Ables to issue Mr. Smith business license for used car lot on North Atlanta Street, second by R. H. Wood, and voted unanimous. All department heads were asked to hold expenses to minimum. Councilman Homer Kuhl reported the Fire Department for 1965 had a total property loss of $98,200 which included three school fires amounting to $78,000. Damage under year 1964. Councilman Kuhl also brought up the 16 weeks salary approved for one member'of fire department and one member'of police depart- ment. He stated he'had talked with Sgt. Edge and he had accepted the job as radio operator. Mr. Carson also wants to continue with "_.-_. fire department., Recommended no action be taken on payroll severance until after Friday,-February,-'25, when. these. two men check with theif ` doctors to'determine date they may return to work. The new fire station floor has been poured and work will resume Monday, February 28, weather permitting, Mr. Kuhl reported. .�. B. Ables stated a study had been made relative to a new insurance program to cover employees up to regular salary excluding Workmants Compensation. Mr. Gillespie to make survey of personnel and report back to committee chairman. J. C. Porterfield stated he had received two estimates for materials and lighting at Lake Park tennis courts and relighting Brinkley Park. Estimates do not include poles;. Committee meeting scheduled Monday night, February 28, 7:30 P. M., City Hall, for further study. 165 (Continuation.of February 21, 1966 Meeting) Mr6 Bill Oliver commended Mayor and Council for excellent recreation facilities furnished in this area. Grading for Campbell and Wills High Schools was discussed and per Mr. Austin no help could be expected from the county this year. Mr. Porterfield to contact county board of education on this. Councilman R. H. Wood brought up sewer and drainage problems on Flagler Circle and Pinehill Street. Referred to J. E.David to get cost for larger_line..from Flagler Circle to Pinehill. On motion by Homer Kuhl, second by Dan Mixon; the bid for police uniforms was -given to Banner Uniform Company. Voted unanimous. Southern Tailors submitted lower bid; however, they do not keep any uniforms in stock. C. W. Armour reported on C.A.T.V. franchise of Cox Broad- casting System, stating the committee had checked out three cities, namely, Vidalia, Brunswick and Macon., Mr. Armour to set up meeting with Cox Broadcasting officials and Council for March 2, 1966, 7:30 P.M. Homer Kuhl stated he had talked with Mrs. Austin and the two jeeps had been disposed of so far as the state and civil defense were concerned. The deeds to the old and new Health Centers were brought up for discussion. Mayor Kreeger stated the deeds would not be transferred until the problem of the location of the JP office was settled. Permit for gasoline pump So. Cobb Truck Rental deferred. Objectives of the five point Cobb Municipal -Association program were explained by Councilman J. B. Ables: 1. Adopt resolution so that each municipality will get prorata share of road.improvement funds from State Highway department. 2. Equalize malt beverage licenses and taxes throughout the county. 3. Agreement whereby police and fire personnel have waiting period of 45 days before rehiring by another department within the county. 4. Request that the -Municipal Association be permitted to appoint the third member of the Marietta Water Authority. 5. Equal representation concerning proposed incinerator for the county. J. B. Ables motioned this five point program be adopted by this body and Cobb Municipal Association be so informed. Second Homer Kuhl, and voted unanimous. Motion to adjourn 8:55 P.M.
