FEBRUA RY 7, 1966
The regular meeting of Mayor and Council was held pursuant
to Charter at the City Hall February 7, 1966, 7:30 o'clock P.M.
Mayor G. W. Kreeger presided and all Council Members present
Including Department Heads, City Attorney, Clerk and Inspectors. -
The first order of business called out three petitions for
regoni ng : I ..
(1) The petition of the Military Corporation requested
rezoning of their property on Corn Road (formerly
Gillooly Company) from R-2 Residential to Commercial
District "C". Petition accepted on motion Homer Kuhl
seconded J. C. Porterfield, and the date set for the
zoning hearing at March 7, 1966. Motion carried.
(2) On motion Homer Kuhl, seconded J. C. Porterfield, Council
voted unanimous to accept the petition for rezoning a
parcel of land on Roswell Street at Crumbley Alley.from
R-1 to R-2 Restricted -Duplex and set the date for hearing
at March 7, 1966.
(3) The petition of D. T. Roebuck to zone for C-1 Commercial
use the property known as 740 Old Concord Road was brought
before Council. The date for hearing was set at March
7, 1966. MEMO: A land use permit #65-92 was issued
4-16-65 to use the premises for a doctor's office.
Permit expired 12-31-65. The hearing 3-7-66 is for the
purpose of zoning this property for C-1 Classification,
professional office. All the above on motion Homer Kuhl,
second C. W. Armour, and voted unanimous.
The Council approved on J. B. Ables motion the -issuance of a
business license to Jack Painter in the amount of $50.00 covering
truck and trailer rentals for a lot on the east side of South Cobb
Drive known as No. 371 (formerly Strother Ford). The motion grants
issuance of a one year permit for use of a mobile home for office
purposes only, including tap on to the City water and sewer faci-
lities at the current fees. Motion seconded by D. L. Mixon and
voted unanimous. MEMO: Request for a gasoline storage tank for
business use only was deferred to February 21, 1966.
On the recommendation of the building inspector two building
permits were issued. The first covering Phillips Barber Shop on
Cherokee Road at Ventura. The;new building to be built in progressive
stages and upon completion present structure to be moved out of City.
Voted unanimous on motion by D. L. Mixon, second J. B. Ables.
The second permit covered the remodeling of a garage for
residential purposes at 198 Grady Street, Mr. James Cosper. The
motion by R. H. Wood stipulates that the remodeling shall.be
covered by electrical, plumbing, building and fire inspection
check outs;,also, that the structure can never be used for future
rental purposes. Mr. Cosper stated that no bathroom would be
installed and drain,water from the kitchen sink would be carried
to a gravel pit at rear of yard. The motion and stipulations
called out above, seconded by D.L. Mixon, and carried five to two.
B. F. Stewart voting against, J. C. Porterfield abstained.
In connection with the Spring Road right-of-way acquisitions,
City Attorney Berl T. Tate stated that letters had been mailed to
all property owners who had previously signed options. A schedule
was set up to issue checks to these estimated 35 1r operty owners
for the right-of-way taken.. Said checks to be issued in person
between the hours of 6:30.and 8:30 Thursday night, February 10,
at City Hall, Smyrna, Ga. There was no favroable comment on the
status of Cobb County acquisitions.

(Continuation of February 7, 1966-Meeting)
Mayor pro tem J. B. Ables in discussion of the finance
committee meeting held at City -.Hall, January.31, proposed the
following budget adjustments to set up budget coverage for City
Hall Tax Assessor and one garage mechanic. Motion by J. B. Ables,
this Council approve a budget adjustment covering the period
Februat.7"through June 30, 1966 by deleting $3,000.00 from the
Maintenance budget, $1917.00 from the Administrative budget,
said funds to be transferred in the amount of $1800.00 to the
Garage budget and $3,000.00 to Administrative covering salary
of Tax Assessor and mechanic. Motion seconded by R. H. Wood
and voted unanimous.
The following items were called out -for information only:
a. Councilman Homer Kuhl announced the securance of bids
for one police car, said bids to be opened March 7, 1966.
b. Progress on new fire station was submitted in Council as
well as announcement that five Smyrna Policemen gradu-
ated from Metropol School this date.
c. It was agreed by Council to advance funds in the amount
' of $10.00 for' membership 1h' the Atlanta Sanitary Council.
Council approved on unanimous vote J. B. Ablest Amendment
to the City Ordinance covering land use permits and occupancy of
mobile homes on residential lots in the corporate limits of Smyrna.
Motion seconded by Homer Kuhl and authority given to publish the
hearing date on the Amendment Ordinance as March 21, 1966.
Councilman C. W. Armour reported on a proposed franchise
submitted by Cox Broadcasting Company for Community Antenna Tele-
vision in the City of Smyrna. Mayor G. W. Kreeger recommended a
meeting be held at the City Hall during the month of March with
Cox Broadcasting representatives:

o9"'The Ordinance to amend the City Charter with reference to
the City Traffic Recorder came up for the second successive reading
in Council. Upon reading by Councilman J. C. Porterfield, a motion
by Homer Kuhl, second by R. H. Wood, which carried, that said
Ordinance be approved and accepted as read.
7 City Attorney Berl T. Tate read -in Council an Ordinance which
was adopted giving the Recorder's Court jurisdiction in connection
with state traffic violations as called out in Section 68 of the
Georgia Code Annotated. The Ordinance'as read was accepted on
motion by J. B. Ables, second J. C. Porterfield, which carried.
Copy of'Ordinance made a part of the above dated minutes and
attached hereto.
Three bids for'police-uniforms-were submitted and opened in ---
Council as -follows: Southern Tailors Inc-. , Banner Uniform Co-: ;-------
and Service Uniform Co. These bids in detail -were referred to
the committee for tabulation and return to Council.
A motion made by J. B. Ables, seconded by D. L. Mixon, set
the. 1966 Ad Valorem tax rate for the City of Smyrna at 17„mills.

been 17 mills since TI58.
The application for a retail malt beverage license submitted
by Mr: W. H.-Carson, Ma jic Market, , So. Atlanta Road and Creatwood
Trail, was brought before Council by the Privilege License
Committee. On motion by D. L. Mixon, committee chairman, the
request for the malt beverage license was -denied.' Motion seconded
by Homer Kuhl and,voted unanimous. Denial -based on Campbell High
School in the area.
Several applications for business licenses were referred to
the Chairman, J. B. Ables, for committee action.

I n final action, Cou ncilman Homer Kuhl motioned for the installa-
tion of a traffic safety island at King and Church Street intersection.
Motion died for lack of a second. Mr. Kuhl then motioned to install
a traffic signal at the above stated intersection. Motion seconded
by R. H. Wood. In discussion, Councilman J. B. Ables motioned to
table pending type of installation, cost, and budget allowance. The
motion to table carried five to two, Homer Kuhl and R. H. Wood
voting against.
There being no other business, Council motioned to adjourn
at 9:15 P.M.

.FEBRIIARY 21, 1966
The mid -month meeting of Mayor and Council was held February
21, 1966, 7:30 P.M., at City Hall, Smyrna, Georgia, Mayor G. W.
Kreeger presiding. All Council Members present, also Department
Heads, City Attorney, Berl T. Tate, Consultant Engineer, Philip
Sutton, and the press. L. W. Charles, City Clerk, absent:
Invocation was.by Homer Kuhl.
In the first order of business, a hearing date on zoning of
property to C-1 Commercial at the S.E. corner of So. Cobb at
Bank Street (W. M. Reed), was set on March 21, 1966. Motion by
J. C. Porterfield, seconded by D. L. Mixon, and voted unanimous.
On motion by Homer Kuhl; seconded.by D. L: Mixon, a hearing
date was set for March 21, 1966 to rezone to "C" Commercial the
property known as 612 Concord Road, Henry F. Allen, and 620 Concord
Road, Colin J. Coker. Voted unanimous.
A request was made by Bob Leonard for Quin Rentals, Inc. to
rezone to R-2 Apartment Project the Julie Wilkie - property on
Hawthorne Street. On motion by Homer Kuhl, seconded by C. W.
Armour, a hearing date for rezoning this property was set for
March 21, 1966. Voted unanimous.
Building Inspector; C. M. Hamby, stated he had received a request
for a building permit from Mr. Strickland to erect• a dwelling on
property 70t by 1001 on Fuller Street, the prefab dwelling to
be 864 Sq. Ft. The above not meeting City Ordinance but in keeping
with other houses in the area. R. H. Wood motioned the building
permit be granted, seconded by J. C. Porterfield,.and voted
unanimous.
