(b) Heard report on Health Center plans, specifications and location from t from Dewey Howard and Sam Turriglio of the Smyrna Jaycees. (c) Submitted to Councilman Homer Kuhl plat .and invoice covering curb and gutter cost for research on reported encroachment of the Perryman property on Concord Road. (d) Accepted and approved Councilman C. M. Chapman's request to share cost in striping school parking lots. City to furnish labor and submit invoice for materials used. (e) Referred street light, Quarles and Wills, tD1J. C. Porterfield. (f) Listened to J. B. Ables comments on current sanitation ordinance regarding collection problems from business establishments and minutes on revocation of license; also, citizens preventing pick-up personnel on residential premises. (g) Approved two additional fire plugs, Andover Apartments,on,Ward Street, Summit Development Corporation, (the developer), to furnish all materials. (h) Approved on J. C. Porterfield's motion, the preparation of purchase order covering fifty feet of sewer rod. (i) Authorized police committee chairman to.act and report on four establishments doing business in corporate limits in violation of business license ordinance. There being no further business a motion was heard to adjourn. Adjourn 9:55 p.m. 1-4-65 Next meeting 1-18-65, 7:30 p.m. January 18, 1965 The mid -month meeting scheduled above date was held at City Hall, Smyrna, Georgia and called to order at 7:30 o'clock p.m. Mayor George W..Kreeger presided and all members of council were present. Also in attendance: City Attorney, Berl T. Tate, Consultant engineer, Philip J. Sutton, City building inspector, department heads and City Clerk. Invocation by J. B. Ables. There were no citizens appearing to discuss or report in Council. On submission of petition and plat covering an area surrounded by City corporate limits, J. C. Porterfield motioned to annex per petition of record, and'further, the annexed -area shall be included in current House Bill for ratification in the General Assembly. Motion to annex was seconded by Homer.Kuhl and carried by unanimous vote. The property is bounded on the north by Powder Springs Street, on the west by Old Concord Road, on the north by lot line of Meiselman property and on the east by South Cobb Drive, an area of 18 acres more or less which includes residential property on Powder Springs Street, Estelle Court and Old Concord Road plus commercial property on South Cobb Drive, west to Old Concord Road. Building application permits: (1) Addition at rear, Fouts Brothers Service Station, approved on motion R. J. McCurry, second R. H. Wood. -subject to approval and check out by inspector and in compliance with all existing City regulations. (Continuation of January 18, 1965 Meeting) (2) Dan Huskey Cleaners, Concord Road, new structure for laundry operation. Motion and second grants issuance of building permit subject to receipt and clearance of plat plan showing set back, and complete check out by building inspector plus compliance with City codes, regulations and ordinances. (3) Erection of sign 2' x 4' on. North Atlanta right-of-way at Hawthorne cross over was denied per petition of Roland I. Smith. The sign was of the directional type pointing to area of barber shop on Hawthorne. Motion to deny, Homer Kuhl, second R. J. McCurry. Unanimous. 1965 House Bill: Annexations 1964 annexations reported in work by City Clerk, legal descriptions plus plats submitted to City Attorney, Berl T. Tate, for preparation of Smyrna House Bill. As of above date total property annexed equivalent to 82 acres more or less. Addition of So. Cobb Drive, east side, per petition, if secured, prior to dead -line comprising parcels owned by Pace Motors, Colonial R. E. Company, Earl Smith Flooring and W. A. Ward, Jr. will increase acreage annexed to approximately 105'acres. Traffic School Councilman R. J. McCurry placed a motion before council requesting City Attorney to draft permissive legislation authorizing City of Smyrna to operate a traffic school. This draft, submitted to Cobb Legislative body shall be in form of an ordinance implementing traffic school operation in City with authority to summon offenders fined in Recorder's Court and ordered to attend sessions in traffic school. Ward re -apportionment Councilman J. C. Porterfield presented in Council, a map calling out proposed re -alignment of wards within present corporate limits, and recommended the following to be included in the above dated minutes: (1) The committee assigned started with survey cards mailed from City Hall to all citizens. Analysis of population figures ranged from 590 in Ward No. 3 to 4,130 in Ward No. 4. (2) On completion of study, the committee felt the most logical solution was the addition of one ward and equal division by population in the seven wards as f of I ows : Ward 1 - 1,935 Ward 2 - 1,804 Ward 3 - 1,808 Ward 4 - 2,065 Ward 5 - 21099 Ward 6 - 2,097 Ward .7 - 1,576 (3) In connection with the addition of a seventh ward, the committee proposes and recommends that the office of councilman -at -large be abolished and that all reference to such office be deleted from our City Charter. Based on the above, I submit the following motion: Motion - J. C. Porterfield. "I move that we adopt this seven ward plan for the City of Smyrna and that we authorize the engineer to prepare a legal description of the plan to be turned over to the City Attorney and included in our upcoming house bill for approval by the State Legislature. I further move that we instruct the City Attorney to include the deletion of the councilman -at -large in said 'house bill, and that the effective date be January 1, 1966 with the provision that the (Continuation of January 18, 1965 Meeting) November, 1965 election be held on the above basis. It was further motioned to include all properties annexed in the vicinity of Concord Road and North Cooper Lake Road in Ward No. 7, and the area of Estelle Court, So. Cobb Drive, Powder Springs and Old Concord Road shall be included in Ward No. 5.1, On Homer Kuhl's second, the motion carried unanimous. R. J. McCurry discussed Item No. 5 of Agenda pertaining to current wage scale of hourly employees reporting they were out of balance with competitive rates for similar assignments. The Councilman submitted that per present budget the City could not implement salary adjustment covering police, fire and department heads and withheld discussion pending review of current budgets and anticipated revenues. Motion by R. J. McCurry: "Effective January 15, 1965 all hourly rated employees shall be increased twenty cents per hour ($0.20). Motion after discussion, was seconded by J. B. Ables and carried by unanimous vote. Water meter reader assignment was.increased.on R. J. McCurry's motion from $75.00 weekly to $82.50 per week effective with pay period starting January 15, 1965. On July 1965 budget, this assignment shall be increased by $7.50 or $90.00 per week. Motion carried on J. C. Porterfield's second. On motion, R. J. McCurry, seconded Homer Kuhl, and passed, the Bank of Smyrna loan Q 5% covering new sanitation truck and container equipment shall, and it is hereby authorized, to recind previous recorded motion calling out repayment in 24 months to 36 ihonths @ 5%. First payment in February 1965 covering principal $26,7700-52 plus interest shall be renewed each year upon payment of balloon note on or prior to December 31st of each year. Progress Reports Roads and Drainage Councilman J. C. Porterfield stated he would contact State Highway officials in the interest of traffic safety with a request for additional traffic lane on North Atlanta Street from Hawthorne to a point north of Cherokee Road to relieve shopping center traffic hazard. The full council approved this action. Water and Sewerage No report except H.H.F.A. statistical report was submitted to consultant engineer, Philip J. Sutton, for completion and ambmdssion on or before February 15, 1965. Fire and Police Report Councilman H. Kuhl reported on the commendable 1964 fire loss in City as $85,000 less than preceeding year. Mr. Kuhl stated the traffic study would be presented in council February 1, 1965. The apparent encroachment on Geo. P. Perryman property by installation of side walks was investigated and reported by committee. Councilman H. Kuhl recom- mended the previous minutes shall stand. All papers (deeds, etc.) delivered to Attorney Berl T. Tate for correction and upon signature and recording, curb and gutter assessment in,'the amount of $216.30 shall be waived in lieu of -three foot of frontage deeded to City of Smyrna. Mr. Jesse Henderson, 700 Lee Street, was nominated to assist Mr. Ted Bowman in the 1965 tax assessor field assignment covering a period of two weeks. Duties require checking all real properties, new and old, and measuring where required f or completion of 1964 tax assessment and for 1965 tax returns of all properties within corporate limits. Nomination by R. J. McCurry and carried. Mayor George W. Kreeger commenting on December 1964 financial reports requested all departments to hold the line on expenditures during the non - producing revenue months ahead and to reduce operating costs within or under budgetary allowance. LIE (Continuation of January 18, 1965 Meeting) R. J. McCurry motioned to adjust budgets effective 1-1-65 as follows: Increase garage budget effective 1-1-65 $1,000.00 gas, oil, etc. Increase sanitation " it 1-1-65 $5,850.00 salaries Increase sanitation it it 1-1-65 $5,460.65 capital Motion to adjust, seconded by J. B. Ables, motion carried. Council also requested to: (1) add $60,187.83 to general fund income covering June 1964 tax collections; (2) combine under administrative salaries, clerical with assistant City Clerk; (3) check salaries, maintenance and street department, (over and under). In closing action the Council: (a) Referred letter regarding alley trespass by City trucks to J. B. Ables, concerning letter from Tillman Memorial Methodist Church. (b) Set date, per R. J. McCurry's motion, at February 15, 1965 for hearing on failure of Billie Beaver to comply with all previous council action on condemned structure located at 502 Roswell St. (c) Authorized, per motion R. J.PMcCurry seconded by D. L. Mixon, a letter originating from City Hall to insurance agent of record claiming certain degree of responsibility and liability in sewer line clean out schedule, and that insurance carrier consider the claim of W. D. Dutton of Sherwood Road in the City of Smyrna with favor towards the recovery of his loss per expense reports of labor and materials submitted. (d) Council waived permit fee for a one day circus to be held April 5, 1965 at Belmont Hills providing that local civic organization (Optimists) elect to sponsor said circus. (e) J. B. Ables and Berl T. Tate discussed for future submission, amendments to current sanitation ordinance. (f) J. C. Porterfield submitted costs of sidewalk and curbing on King Street. Deferred pending check out with property owners on curb costs. There being no further business to be heard before council, a motion was made to adjourn.
