Pursuant to the Charter of the City of Smyrna, the regular
meeting of Mayor and Council was held at the,City Hall January 6,
1964. Mayor J. B. Ables presided and called the meeting to order
at 7:00 p.m. Council members present: R. J. McCurry, C. M. Chapman,
R. H. Wood, B. A. Thomas, J. W. Webb, J. C. Porterfield; absent
H. L. Smith. Also present City Attorney G. Conley Ingram, City
Clerk L. W. Charles, Council elect, department heads and a number
of citizens.
Invocation was given by Mr. Henry Campbell, assistant pastor
of the First Baptist Church.
In the first order of business the minutes of the December 21,
1963 meeting were adopted as submitted. Motion B. A. Thomas second
J. W. Webb and voted unanimous.
Motioned by Councilman R. J. McCurry as follows: "We approve
renewal of Bank of Smyrna note covering one 20 cubic yard hydraulic
Pak-Mor garbage collection unit mounted on one 1962 Ford chassis
(Ser. No. C80FU-272169). Motion further authorizes the Mayor and
Clerk of the City of Smyrna to sign promissory note in the amount
of $4,221.95 payable in equal installments @ $240.00 per month for
eleven months in 1964 with a final payment due and payable to Bank
of Smyrna on December 24, 1964. All the above in accordance with
the finalized minutes dated May 23, 1962." Motion carried.
Outgoing Mayor J. B. Ables addressed council and citizens in
attendance, with particular praise to council for their cooperation
during this two year administration enabling that body to bring about
the -following accomplishments: public approval of a bond referendum
making possible a major street paving program including sidewalks
for critical school area; physical expansion of the City recreational
facilities with the addition of two new parks making possible the
creation of a girls softball league and facilities for adult recreation
installation of additional traffic signals and mercury vapor street
lights to reduce traffic and safety hazards; saw Recorder C. V. Reeves
idea of a Traffic School become a reality through the efforts of
the Smyrna Optomist Clubl provided tax homestead exemption for Smyrna
Senior Citizens; changed budget year from calendar to fiscal year
with operation for two year period in the "black".
In summary, Mayor Ables stated that the area growth of over five
and a half million dollars created a challenge that could only be
met by unanimity of purpose such as that exhibited by the council.
The Mayor thanked department heads for their part in making this
administration a success and expressed appreciation to the press for
their unbiased coverage of meetings and informative, public interest
articles.
Motion J. W. Webb second J. C. Porterfield to adjourn and -voted
unanimous. Meeting adjourned 7:15 p.m.
Oath of office for the new Mayor of Smyrna, G. W. Kreeger, was
administered by Judge James T. Manning, Judge of the Superior Court
of Cobb County. Judge Manning also administered the oath of office
to the following Councilmen:

Mayor G. W. Kreeger accepted the gavel from Mr. Ables and
pledged his administration would continue working toward completion
of the north -south and east -west highway programs through the City.
Mayor Kreeger also pledged to work toward a reduction in State -County
taxes for residents of municipalities in,.the "duplicate service" area.
The first official act of the new administration was the appoint-
ment of a clerk. On the recommendation of Mayor Kreeger Mr L. W.
Charles was re -appointed Clerk of the City of Smyrna by unanimous
vote on motion B. A. Thomas, seconded by Homer Kuhl.
Motion C. M. Chapman second Homer Kuhl to appoint G. Conley
Ingram City Attorney and voted unanimous.
Motion J. C. Porterfield second H. Kuhl to reappoint C. V.
Reeves City Recorder. Voted unanimous.
J. W. Kelly was reappointed City Building Inspector by unanimous
vote on motion R. H. Wood second J. C. Porterfield.
An application from Mr. Bill Grice for City Electrical Inspector
was called out.
A motion R. H. Wood second B. A. Thomas to reappoint L. W. Boring
City Electrical Inspector carried by vote 5 to 2, C.. M. Chapman and
J. W. Webb voting against the motion.
W. L. Westbrook was reappointed City Plumbing Inspector on
motion R. J. McCurry second H. Kuhl and voted unanimous.
Nominations for Mayor Pro-Tem: R. J. McCurry by J. C. Porterfield;
C. M. Chapman by R. H. Wood; voting on last nomination C. M. Chapman
was named Mayoi:Pro-Tem by vote of 4 to 3, no vote taken on first
nomination.

Motion J. C. Porterfield second H. Kuhl to set February
39 1964 at 7:00 o'clock p.m. as date for hearing on petition
to rezone Rice property at Concord Road and Church Street for
use as funeral home. Voted unanimous. Mayor Kreeger appointed
Messrs. McCurry, Chapman and Kuhl as committee to study and
report at 1-20-64 meeting.
Motion C. M. Chapman second J. W. Webb to adjourn, voted
unanimous.
Meeting adjourned 7:52 p.m. Next scheduled meeting 1-20-64,

January 13, 1964
The Mayor and Council met at the City Hall January 13, 1964
at 7:00 p.m. to attend a meeting scheduled by the Lemons-Vinings
Civic Club (said meeting was cancelled 1-13-64 in a.m).. On motion
B. A. Thomas second H. Kuhl the meeting was called an,' official
Council Meeting, all members present, Mayor G. W. Kreeger presiding.
A motion R. J. McCurry that City of Smyrna current House Bill
shall call out July 1, 1964 as the effective date for salary
increases as follows: Mayor of the City of Smyrna at $250.00
per month and seven Council Members at $150.00 per month. Motion
seconded H. Kuhl and voted unanimous.

January 20, 1964
A regular meeting of Mayor and Council was held January 20,
1964 at 7:00 o'clock p.m. at the City Hall, Mayor G. W. Kreeger
presiding. Council members present R. J. McCurry, C. M.'Chapman,
R. H., Wood, B. A. Thomas, J. W. Webb, Homer Kuhl and J. C.
Porterfield.
The hearing was called on petition of Mr. Bennie Auerbach to
rezone from R-1 Residential to R-2 Residential (Restricted Apartment
Project) Ward Street property as advertised. Mr: Cannon, repre-
senting the petitioner, presented plans of the proposed project
totalling 154 units to be constructed in increments of 50, 48 and
56 units. Provision for 1 3/4 parking spaces per unit, two swimming
pools, rentals to begin at slightly under Brookview Gardens high -
.lighted Mr. Cannon's remarks.
Six citizens from the area appeared to protest on the basis of
over -saturation of Smyrna with apartments and resultant lowering of
moral character of the community and the added load on schools and
City facilities.
Discussion centered on several major points ie., will existing
facilities permit extending, -utilities to this project; will area be
developed as single-family residential; is there adequate access to
and from the area provided in plans; finally, should area.be zoned
for apartmentts or commercial.
A motion J. C. Porterfield second H. Kuhl to deny petition of
Mr. Auerbach to rezone this property as advertised from R-1 Residential
to R-2 Residential (Restricted Apartment Project) lost by vote 2 to 5, -
R. J. McCurry, C. M. Chapman, R. H. Wood, B. A. Thomas and J. W. Webb
voting against the motion.
