Continuation of November 20, 1961
Application for retail malt beverage store, the proposed location being 315 South
Cobb Drive, was denied by reason that said application was in violation of Items. No. 4
and No. 12 of the accepted rules and regulations. Motion by Harry E. Ingram, second
by W. L. Keck and voted unanimous.
Council listened to protests referring to parking problems in the business area
of Atlanta Street. Mayor G. W. Kreeger referred solution of the problem to the police
chief with a request to survey and secure petition from all merchants in the area.
Motion to accept the petition for annexation of King -Williams Land Company was de-
ferred pending verification of current Cobb County zoning classification.
Building permit was approved for Southern Bell Telephone Company enlargement of
generator room.
Ben Maxwell building permit - held pending further check of Cobb County Health
authorities.
Council on H. E. Ingram's motion granted use of city owned property on South Cobb
Drive for a turkey shoot per request of the Nickajack Community Club. Permission
calls out December 9, 1961 provided said date does not conflict with prior permits.
The paving of the garage area, approximately 1885 square yards with asphaltic con-
crete pavement was approved for installation on motion by H. E. Ingram and second by
R. J. McCurry. Total cost per specifications submitted by C. W. Matthews Contracting
Company, $2,827.50. MEMO: Motion stipulates this improvement to be paid from Paving
Fund.
The following policy changes affecting the police department were authorized for
entry in the minutes on motion of H. E. Ingram, second by R. J. McCurry and passed three
to one, W. L. Keck abstaining: -
(a) Should be courteous at all times.
(b) Good judgement to be used at all times.
(c) Use of warning tickets recommended whenever possible on first offenses.
(d) Definitely no hiding or using private property to watch stop signs, etc.
(e) Vehicles stopped for traffic violations shall be towed in or impounded
by the police department only in cases where the driver cannot safely
operate his vehicle, such as being under the influence of alcbhbl,,nar-
cotics, or drugs, or carrying contraband. The driver shall be given
a copy of charges which he will answer in court for such bharges as driv-
ing without a valid license, not having license on person, not having
proper certificate of title registration with vehicle.
Council discussed needed equipment for garage operations and voted unanimous on
H. E. Ingram's motion to purchase jacks, battery charger, vises, drills, drill press
stand, creeper, etc., at an estimated cost of $750.00.
R. J. McCurry was authorized by council to purchase one Wisconsin Model V-F4 air-
cooled engine for replacement on the Huber Roller, at an estimated cost of $293.00.

A regular meeting of Mayor and Council was held above date at City Hall 7:00 o'clock
P.M. Mayor G. W. Kreeger presided; all Council Members present.
In the first order of business bids covering Library furnishings were received and
opened per specifications and quantity mailed from City Hall November 14, 1961, as follows:

Petition of King -Williams Land Company to annex Professional Building property in
L.L. 445-446 and 492 on North Atlanta Street was accepted into the corporate limits of
the City of Smyrna as C-1 Commercial Zoning on motion by J. B. Ables, seconded by W. L.
Keck. Motion stipulates said company shall abide and be subject to all existing ordi-
nances, codes and regulations of the City of Smyrna and further that city"taxes for
1962 are payable on the property or an amount equivalent thereto for services rendered.
Motion J. B. Ables, second R. J. Austin authorizes city building inspector to
issue building permit subsequent to study of plans and specifications submitted by
Q. S. King November 27, 1961. On the motions to annex and issue permit the vote was
unanimous.
Council authorized Police Chief to issue warning tickets for one week and release
notice to the press regarding parking restrictions on Atlanta Street in the business
area. Council further authorized that violation of parking restrictions would result
in traffic charges and court fines effective December 5th, 1961 A.M.
Councilman J. K. Chastain read his prepared report concerning history of police
department, law enforcement covering past two years and the recent published criticism.
Mayor G. W. Kreeger announced grading at library would start November 28, 1961 and
dedications ceremonies set for December 17th, 1961 at 2:00 o'clock P.M.
Councilman H. E. Ingram discussed 1962 social security coverage for all employees
on city payroll.
The following resolution to State Highway Department of Georgia was adopted on
H. E. Ingrams' motion, seconded by R. J. Austin and voted uhanimous. (Copy to be mailed
to Mr. Jim Gillis of State' Highway Department of Georgia.
R E S O L U T I O N
WHEREAS, South Cobb Drive, State Highway #280 located in Cobb County, Georgia
and being within the City of Smyrna for a distance of approximately 3 miles; and
WHEREAS, the traffic count is very high and conditions are overcrowded with the
rapidly expanding growth in Smyrna and Cobb County; and
WHEREAS, the State Highway Department of Georgia now has a 200' right-of-way;
NOW THERFORE BE IT RESOLVED, by the Mayor and Council of Smyrna, Georgia that we
urge the State Highway Department of Georgia to expedite plans for a 4-lane
Federal aid"highway beginning.at Georgia # 3 (Atlanta Road Underpass} and connecting
the 4-lane now under construction in Fulton County.
Estimate in the amount of $1,150.00 submitted by Mr. W. W. Kidd covering police
department repairs was approved on motion by J. K. Chastain. Repair covers Labor and
Materials to patch floor, new linoleum, the base, paint interior of front office,
hall and chief s office, replace sills and window glass, repair roof, new water heater,
stairs to locker area over vault and change front office.counter. R. J. Austin seconded
the motion. Unanimous.
The area of water department office was allocated for a Fire Department lounge room
on motion J. K. Chastain, R. J. McCurry. The motion passed.

December 4, 1961
Regular meeting of Mayor and Council was held at city hall above date at 7:00 P.M.
Mayor G. W. Kreeger presided with all council members present.
In the first order of business, the resolution of commendation to the Smyrna Jaycees
for their performance during the November elections was read in council, passed, signed
and recorded.
Mr. C. W. Armour, spokesman for board members of the Argyle Elementary School,
appeared in council requesting annexation of the school property into the City of Smyrna.
Mayor G. W. Kreeger promised fire protection to the school pending the date the property
became contiguous with the existing city perimeter.
Council approved on the building inspector's recommendation the set back of the.new
building proposed on Concord Road by Mr. Clive Dunton. Motion by R. J. Austin, second
by W. B. Sanders.
A plat covering a housing project in land lot 526 submitted by J. L. Tatum was
approved with conditions that drainage culverts would be adequate and approved by city
engineer. Motion by W. L. Keck and second by H. E. Ingram.
Developer J. L. Tatum was instructed on J. B. Ablest motion that sewerage installed
by the developer as well as drainage of streets would be subject to city inspection.
Second by R. J. Austin and voted unanimous.
There was no action by council in reference to the proposed sewerage facilities
affecting the property owners on Bank Street as presented in council by Messrs. McCollum
and Mc Lean.
Application for malt beverage package store in the Dickson Shopping Center area
was submitted by Mr. Sam Theodocion. Council authorized a legal notice of said appli-
cation to appear in the Smyrna Herald and set the date of hearing on December 19, 1961.
City Attorney G. Conley Ingram reported the easement for sewerage across the L. M.
Channell property had been secured, filed and recorded.
Mayor G. W. Kreeger called out December 17, 1961 as the date for dedication of th_e..-
new Smyrna Public Library at two o'clock P.M. He also reported that the present face- �.•-
lities on North Atlanta Street would close December ll, 1961 and the new library operr'"on
December 18, 1961.
Constitution and By-Laws:iSmyrna Library Board was deferred to December 19, 1961.
Civil Defense Director Mrs. George Dubuc discussed in council detailed information
regarding the requirements of fallout shelters and also told of a detailed survey regard-
ing population areas that would soon be released by OCDM.
On motion by J. B. Ables, second by R. J. McCurry, the city engineer was authorized -
to extend cast iron sewerage line from existing facilities to the Aiken Buildir� property,
The motion further authorized the city hall to 'submit a letter to Mr. Aiken stating that
his portion of cost of said sewerage facilities would be $1,800.00.
