Continuation of November 6, 1961
On Harry E. Ingram's motion, council accepted the low bid of Cobb County Tractor
Company and withheld issuance of purchase order pending receipt of available funds
through Civil Defense. The low bid covers one #641 Ford Tractor at $2,245.00; one
#502 side mower at $417.35 and one #19-150 blade and scarifier at $295.00, total cost
approved for thirty days only, $2,957.35• On J. B. Ablest second, the vote carried.
The following items were discussed, there was no action: -
1. Condemnation proceedings, L. M. Channell. Selection of three appraisers,
set value of the easement taken, or consequential damages or benefits to the property.
2. Set the next meeting of the Safety Council at November 11, 1961.
3. Approved issuance of building permit for the Campbell Restaurant addition.
4. Held in abeyance building permit for Ben Maxwell pending approval of Cobb
County Health Department.
5. Requested removal of all election posters.
6. Requested that removal or relocation of subdivision sign at Dundee and
Spring Street be referred to Councilman J. B. Ables.
7. Suggested further study of departmental hourly and salaried wage scales.
8. Heard a report from Civil Defense Director Beverly Dubuc which resulted
in the appointment of W. B. Sanders, R. J. McCurry and J. B. Ables to meet on November
11, 1961 to resolve the problems called out.
Building Inspector J. A. Bailey reported that he was the successful bidder for the
N completion of'Smyrna Christian Church on Concord Road. Council on J. B. Ablest motion
permitted the construction to proceed and authorized the city engineer to follow up on

Payment of balance due ($750.00) to Smyrna Volunteer Fire Department and Rescue
Unit was authorized to be made prior to the December 1, 1961 due date. J. K. Chastain,
H. E. Ingram.
On motion by J. K. Chastain, second by R. J. McCurry, Fire Chief C. C. Porterfield's
salary was increased from $475.00 per month to $500.00 per month effective November 1,1961.

Continued meeting of Mayor and Council was held at City Hall and called to order
by Mayor George W. Kreeger at 7:00 o'clock P.M. All council members were present except
J. K. Chastain and W. L. Keck. Councilman W. B. Sanders reported at 8:50 o'clock P.M.
In the first order of business, the Smyrna Guru Club was granted the usage of South
Cobb property for a turkey shoot on December 2 and 16, 1961. Motion by R. J. Austin
carried.
Council rejected, on J. B. Ablest motion, the petition for a day nursery at 681
South Cobb Drive, said denial hinged on a failure to secure two-thiW5 of the residents
within the area of influence. Motion seconded by R. J. McCurry and voted unanimous.
Building permit for remodeling property owned by J. R..Arrington on North Atlanta
Street was approved. Also approved, building permit to J. A. Bailey for church building
on Concord Road. Building permit to Ben Maxwell, Concord Road, was denied. Motion by
R. J. Austin, second by Harry E. Ingram, and voted unanimous.
The finalized minutes covering six meetings of Mayor and Council during October,
1961 were on J. B. Ablest motion accepted as submitted and corrected.
Discussion of C. 0. Head water line was referred to Mayor G. W. Kreeger.
In the discussion of the November 11, 1961 safety report by R. J. McCurry, it was
called out that all employees shall submit to a physical examination prior to placing
on the payroll.
Council listened to the complaint of citizen W. E. Ingalsbe of 515 Burbank Circle
and then ordered a meeting to be held at city hall on November 16, 1961 to resolve
similar problems. All members of the Police Department and city council were asked to
be present.

To reduce cost of preventive maintenance and repair bills, Mayor G. W. Kreeger
recommended the city invest in a gasoline additive called Mix -I -Go.,
The rules and regulations covering the operation of city garage were read in council
and adopted as corrected on motion by H. E. Ingram, second by R. J. McCurry. Voted un-
animous. Said rules cover purpose, duties, repairing, special work, housekeeping, hours,
maintenance, parking and dispensing of gasoline.
R. J. McCurry moved to rehire V. M. Broyles as head of the Sanitation Department
effective November 13, 1961 at $90.00 per week. Confirmed by council on J. B. Ables'
second.
In discussing gasoline usage and control by departments, H. E. Ingram motioned
that gasoline dispensed from the tank at rear of city jail on Bank Street is hereby
stopped, and effective this date, tank, pump and generator shall be used for emergency
purposes only. All using departments with the exception of authorized emergencies shall
draw gasoline from the garage pump. MEMO: Inventory of the Police Department tank showed
575 gallons on November 21, 1961 A.M.
In further discussion of the city garage, council approved on H. E. Ingram's
motion that purchases of all parts for repair of city vehicles or equipment must be
initiated by the city mechanic through approved purchase orders. And further, no work
of any nature on city vehicles shall be taken to outside shops for repair unless approved
and cleared through the city garage supervisor and the garage committee chairman. Se-
cond by R. J. Austin and voted unanimous.
On motion by H. E. Ingram, second by J. B. Ables, zoning regulations were amended
as follows: -
PAVING ON CITY RIGHT-OF-WAY
"All ground area eing paved or covered in a C-1, C-2, or M zone, on city right-
of-way, shall be paved or covered with concrete with an expansion joint along the
property line.
All ground area being paved or covered in R, R-1, or R-2 zone, on city right-of-
way., shall have an expansion joint along the property line, if concrete is used.
A permit is required before any property on city right-of-way can be covered
or repaved." Voted unanimous.
The mailing of invitations to bid on library furniture was authorized on motion
by J. B. Ables and second by R. J. McCurry.
In the final action, council allowed (upon receipt of $200.00) permission to tap
on public sewerage system for Mr. D. C. Osborne, South Atlanta Street. The permit
and/or work order shall read as follows: - "One tap -on for the residential property with
permission to tie on the rear garage apartment." Voting for the motion: - J. B. Ables,
R. J. Austin and W. B. Sanders. Opposed: - R. J. McCurry and Harry E. Ingram.

Regular meeting of Mayor and Council was held at city hall on November 20, 1961
at 7:00 o'clock P.M. Mayor G. W. Kreeger presided with the following councilmen
present: H. E. Ingram, J. B. Ables, R. J. McCurry and W. L. Keck. Absent: - R. J.
Austin, John K. Chastain and W. B. Sanders.
In the first order of business, the certified election results of the November 18,
1961 run-off were adopted as read on motion by J. B. Ables, second by R. J. McCurry,
as follows, per certified results of election managers: -
