Georgia to create an independent public school system for Smyrna as the need
for one might arise; and.
WHEREAS, the Mayor and.Council of the City of Smyrna feel that
such Constitutional Amendment would be of benefit to the citizens of Smyrna
as its adoption by the people would permit the General Assembly of Georgia
to create and establish an independent public school system for Smyrna if and.
when one should be needed.; and
WHEREAS, the Mayor and Council of the City of Smyrna are vitally
concerned with maintaining uninterrupted operation of the public schools in
Smyrna and desire to take every lawful means to insure continuous operation
and feel that the proposed amendment might be of assistance for such purposes,
NOW, THEREFORE, BE IT RESOLVED and it is hereby resolved by the
Mayor and City Council of Smyrna that the proposed. amendment No. 41 to be sub-
mitted to the voters of Cobb County, save those residing in the City of Marietta
where an independent public school system now exists, be adopted at the November
1960 General Election and that all civic groups, citizens and voters throughout
the county support this proposed amendment to the Constitution of the State of
Georgia and secure its passage at the forthcoming election.
Agenda item No. 12 called out "Reading of Minutes - September 1960 Meetings of
Mayor and Council." the,discussion, City Attorney G. Conley Ingram recommended
deletion of the reading of minutes by reason minutes of all council meetings
are reproduced and distributed to all elected officials at the first regular
meeting each month.
R. J. Austin motioned., seconded by H. E. Ingram, the minutes of Mayor and Council
shall be accepted as reproduced. and submitted or accepted. as corrected during
the first regular meeting of Mayor and Council. This action was voted unanimous.
Deed. dated 1935 covering property owned by the city was read in council by
G. C. Ingram and released to Engineer S. P. Hensley for preparation of plat.
The property is considered a desirable site for a city garage building. Mayor
Pro Tem J. B. Ables appointed the following committee to follow up:-W. L. Keck.
S. P. Hensley, and R. J. Austin.

Meeting of Mayor and.Council (recessed from 10-17-60) was held at City Hall
and called to order October 20, 1960 at 7:30 o'clock P.M. Mayor G. W. Kreeger
presided; all councilmen were present except W. B. Sanders.
Mr. Charles J. Leary of Leary Construction Co., Inc. spoke in council regarding
labor and materials cost to repair water tank. The submitted contract covers
welding of 2457 rivets, seam welding, and other repairs.
On motion of W. L. Keck the contract covering water tank repairs in the amount
of $4,659.00 from C. J. Leary Construction Company, Inc. was accepted. Seconded
by R. J. Austin and voted.unanimous.
The meeting was called.by the Mayor for the purpose of discussing and resolv-
ing citywide zoning districts and classifications as called out in item No. 2-B
of the City of Smyrna Master Plan. Council reviewed and discussed zoning maps
and zoning classifications submitted by Engineer S. P. Hensley.
Action came when R. J. McCurry motioned. as follows: -"We adopt the classifications
of C-1 and. C-2 for business; we adopt R-1 and. R-2 for residential and professional;
and the classifications M for manufacturing and industrial." Motion seconded
by R. J. Austin and voted unanimous.
An amendment to the motion lost;'when Councilman Ingram moved that classification
R-2 professional be classified to P-1 professional.

Council meeting held at City Hall above date was called to order at 7:30 o'clock
P. M. Mayor G. W. Kreeger presided; all councilmen present except W. B. Sanders.
In the first order of business, Mayor G. W. Kreeger read in council a resolution
prepared.by H. E. Ingram relating to improving Cherokee Road in the City of Smyrna.
Copy of said. ordinance attached to the minutes and. made a part thereof. Motion,
H. E. Ingram: "We adopt the resolution as read." Second, W. L. Keck. Voted
unanimous.
RESOLUTION
TO: THE COMMISSIONER OF ROADS AND REVENUES, COBB COUNTY, GEORGIA, AND THE STATE
HIGHWAY BOARD OF GEORGIA
WHEREAS, the Mayor and. Council of the City of Smyrna have received.
numerous requests from various citizens residing within the City of Smyrna to
improve the condition of Cherokee Road in the City of Smyrna, and
WHEREAS, th6 said Cherokee Road is an arterial road in the City of
Smyrna connecting Old. 41 U. S. Highway with Georgia Highway 280, also known as
South Cobb Drive, and is heavily traveled.by vehicles from throughout the State
C\i of Georgia and.particularly the northern portion thereof, and
W WHEREASthe said Cherokee Road is presently in a poor state of repair
and is in need"of resurfacing in order to accommodate adequately the heavy flow
of traffic using said Road, and
WHEREASsaid Road is used by numerous persons who are not residents of
the City of Smyrna since it is a Road connecting Old 41 U. S. Highway and
Georgia Highway 280, and
WHEREAS, the Mayor and Council of the City of Smyrna are desirous of
having said.Road.maintained in a good state of repair to accommodate the use of
same by all persons who regularly use said Road., and
WHEREAS, the Mayor and Council of the City of Smyrna feel that the re-
surfacing of said Road will be of a material benefit to the citizens of Cobb
County and that same is consistent with the public interest of the citizens of
the State at large;
NOW, THEREFORE, be it resolved and it is hereby resolved, by the Mayor
and Council of the City of Smyrna that the Commissioner of Roads and Revenues
of Cobb County and the State Highway Boardgive their immediate attention to the
condition of said Cherokee Road. and to make the necessary funds, labor, and.
materials available to accomplish the resurfacing of said Road from Old 41 U. S.
Highway to Georgia Highway 280 at the earliest %ry

Motion by H. E. Ingram, second R. J. Austin to accept low bid of J. E. Lovern
for 24" curb and gutter at $1.25 per linear foot plus $0.20 per foot for grading
(total $432.00) subject to acceptance by the citizens on Oakdale Drive. Voted.
unanimous.
Minutes of the four meetings held. at City Hall during September, 1960 were
accepted as submitted, on motion of R. J. Austin and second by H. E. Ingram..
Voted unanimous.
Council discussed.the "Smyrna Public Library" and. read in council a letter calling
out actions of the Cobb County -Marietta Public Library to date. Based on prior
contract, J. B. Ables motioned Smyrna's $1,000.00 contribution be forwarded at
once to the Library Board. Seconded/}by R. J. Austin, voted. unanimous.

Motion by J. B. Ables, second.by H. E. Ingram "We authorize the Mayor to negotiate
with Architect Wm. R. Tapp, Jr. and engage him to draw specifications for Smyrna
Library Building. Unanimous.
In other business, Council discussed zoning and deferred action pending submission
in final form; requested bids for Bank Street drainage; auth6nized cost of Creat-
wood outfall line (est. $4,000.00) to be paid from Sewerage Expansion Fund and.
said amount reimbursable prior to audit; set business license for new A & P at
Dickson's Shopping Center and Dunaway Drug Store in Jonquil Shopping Center at
50 % of annual rate.
