The intent of above schedule is in the interest of efficiency and
to delete trash pick-ups on a call basis. Notice of above schedule
to be mailed to all citizens with August 1st water billings. Above
recorded as a motion, seconded by R. J. McCurry and voted unanimous.
Opening of 'Jonquil Park Pool was set for July 27, 1963 per
announcement of Councilman R. H. Wood. There was no action regarding
control of admissions.
Council, on R. J. McCurry's motion, approved purchase of one
adding machine for water billings, cost of same not to exceed $300.00
to be paid from Water Revenue Fund surplus. J. C. Porterfield
seconded the motion.
Mrs. Bessie W. McCorvey, attorney for Mr. C. L. Floyd, requested
by letter to meet with Mayor and Council to resolve city owned lift
station ;on Flagler Circle. Council, per Mayor J. B. Ables' suggestion,
set August 19, 1963 for hearing of Mr. Floyd's claim.

Mayor J. B. Ables called a committee meeting above date to meet
at City Hall at 6:00 P. M. to discuss a control ordinance relative.
to city recreation facilities, admissions and fees. A quorem was
present: - J. C. Porterfield, J. W. Webb, H. L. Smith and R. J.
McCurry. A motion carried declaring the committee in attendance
as an official council meeting.
On motion by J. W. Webb, seconded by H. L. Smith, the council
adopted as submitted and amended the following ordinance: -
BE IT ORDAINED by the Mayor and Council of the City of Smyrna,
and it is hereby ordained by the authority of same as follow's:
WHEREAS; the recreation facilities of the city of Smyrna which
were constructed at the expense of the citizens and taxpayers of
the City;of Smyrna have been congested throughtthe continued use
of said facilities by persons other than residents of the City of
Smyrna, and
WHEREAS, in order to provide a greater use of said facilities
by the residents of the City,:of Smyrna for whom said facilities
were constructed, it is deemed expedient to provide for a city
recreation permit to be issued to citizens of the City of Smyrna
so that said citizens can obtain the maximum benefit from their
recreation facilities. i
NOW, THEREFORE, the City Clerk of the City of Smyrna is hereby

authorized and directed to prepare and issue to all citizens and
bona fide residents of the City of Smyrna, a city recreation permit
for use in identifying such persons for admission,to city recreation
facilities. This permit shall be issued by the City for use only
by the person whose name appears thereon and any defacement or
alteration or attempted use of such permit by another shall subject
such unauthorized person to a fine not to exceed $200.00, by im-
prisonment in the City Jail, not to exceed 90 days, or by work on
the streets, sidewalks or public works of said City of Smyrna,
not to exceed 30 days, or by one or more, or all of these punish-
ments as the Recorder may, in his discretion, see fit to impose,
for the violation of this ordinance.
This city recreation permit shall be issued in the form of a
pocket card to each citizen and resident of the City of Smyrna upon
application therefor and shall be a. standard form, with the name
and address of the holder of said card typed on the face of the
card and with the following language printed on the reverse side
of the card, to -wit: "This recreation permit issued by the City
of Smyrna may be used only by the person whose name appears hereon
and any defacement, alteration or attempted use thereof by another
shall subject such unauthorized person to,•a fine and/or other
punishment authorized by the charter of the City of Smyrna."
This recreation permit to be issued by theCity of Smyrna shall
entitle the holder thereof to admission to any recreational facility
of the City of Smyrna upon payment of the regular admission fees
prescribed from time to time by the City of Smyrna for the use of
such facilities and shall be displayed by the holder of said card
to the person in charge of such recreational facility of the City
of Smyrna at the time of admission to'such facility. It shall be
the duty of the City employee in charge of the recreational faci-
lities of the City of Smyrna to admit all persons having this
recreational permit upon payment of the regular entrance fee<
and observance of all other rules and regulations as adopted by
Mayor 'and Council and to report any violations of this ordinance
to the Chief of Police of 'the City of Smyrna for appropriate action.
AMENDED TO ADD: -
"Any resident of the City of Smyrna who is the owner and holder
of a City of Smyrna Recreation Permit may invite non-residents as
their guest to any of the city owned recreation facilities subject
to the following conditions: -
(a) A resident of the City of Smyrna owning'a certified
City of Smyrna Recreation Permit must accompany any
non-resident who wishes to use any recreational
facility within the city.
(b) Admission subject to the approval of the attendant
in charge and/or the City of Smyrna Parks and
Recreation Committee.
(c) Upon payment of current admission fees."
