A meeting was called by Mayor G. W. Kreeger to be heldiat City Hall above date at
6:30 o'clock P.Q.M. Councilman J. B. Ables absent due to accident night of May 16th,1961.
Meeting was held, for purpose of:-
1. Finalizing library plans and set a definite starting date.
2. Interview applicants for malt beverage stores.
3. Set starting date for Highland Avenue re -surfacing.
Mayor and Council with building superintendent, W. W. Kidd. discussed the new Smyrna
Public Library and set starting date for excavation at May 22, 1961. Contract to McKinney
Company for installation of bell type caissons based on Law Engineering test of 1957 was
approved on motion by R. J. Austin, seconded by R. J. McCurry and voted unanimous.
Review of applications for retail malt beverage licenses, City of Smyrna were distri-
buted on council table. Applications received by City Clerk as follows: Cobb House,
Hasty's Grill, Ken Thompson and Billy Carden.
After interview and discussion, R. J. Austin motioned the applications be approved by
Mayor and Council andprivilege licenses issued as follows:-

The starting date for re -surfacing Highland Avenue including curb and gutter was set
as May 19, 1961 and assessment ordinance to be available prior to completion.
Council called out starting date of Springhill water lines (Don Bridges) for Monday,
May 22, 1961, A.M. ---- City Engineer M. E. Doyle reported that Parson's ditcher would be
repaired at $95.00 transported to job site and used to cut trench for w4.ter main, using
backhoe for service lines. Hd also obtained approval to hire on a temporary basis, four
additional construction department employees to assist on current schedule assignments.
Prior to adjournment, Councilman W. L. Keck called attention to, and requested solution
regarding the apparent lack of information and training of the water department clerk
assigned to the City Hall front office desk. His report involved an individual telephone
call to the desk and to his home regarding a trash pick-up currently controlledand ad-
ministered by adopted sanitation or-dinance and procedure approved by Mayor and -Council.

Special meeting of Mayor and Council was held at the City Hall May 29, 1961 at 7:00
o'clock P.M. Mayor George W. Kreeger presided, all councilmen present except J. B. Ables.
In the first order of business, motion by R. J. Austin that City Engineer check the
possibility of sewerage facilities on South Atlanta Terrace. Second by R. J. McCurry and
voted unanimous.
In discussing the Assessment Ordinance, Highland Avenue Curb and Gutter, council re-
quested actual front footage on all properties fronting on Highland Avenue to be secured
from City Attorney, G. Conley Ingram.
Request for lights in Brinkley Park restrooms was referred to R. J. Austin.
Citizens appeared in council with a petition and verbal request to deny the application -c
for application for package beer store issued to Billy Carden on Cherokee Road and. South
Cobb Drive. After hearing ten protests, Councilman Harry E. Ingram motioned "this council
rescind previous action of May 18, 1961, which approved the application in contest and further
that this motion hereby rescinds said approval and denies the issuance of a package store
privilege license." Motion seconded by R. J. McCurry and voted unanimous.
On motion of R. J. Austin, second by W. L. Keck, the application for a malt beverage
May 29 continued
pouring license was approved.for the American Legion Post No. 160. The vote was five
to 1, W. B. Sanders opposed.
Council discussed a curfew at Cobb Pony League Park and referred all actb n to
Mr. L. G. Turner.
On unanimous vote, City Hall was authorized to reimburse J. E. Lovern in the
amount of $2,375.00 covering the contract price for 1900 ft. of curb and gutter installed
on Highland Avenue.
.The Highl'cbdd Avenue Assessment Ordinance covering curb and gutter improvements was
presented in council by G. Conley Ingram as a rough draft. Motion by R. J. McCurry to
adopt the ordinance as read.. Second by W. B. Sanders. Unanimous.
