05-03-1961 Special Called Meetinge •6 •`M47 163 continued WHEREAS, the Mayor and.Council of the City of Smyrna are in favor of a tax equalization study and feel that it would be in the best interest of the citizens of Smyrna to have such a program inaugurated intthe City of Smyrna at the earliest possible date and are desirous of cooperating in•such a program with Cobb County, NOW, THEREFORE, BE IT RESOLVED and it hereby is resolved by the Mayor and Council of the City of Smyrna that they are in favor of a tax equalization study for Cobb County in the immediate future and request officials of Cobb County to include the City of Smym a in their plans for such a study so as to permit the City of Smyrna to benefit from the program through payment by the City of Smyrna of a pro rats portion of the necessary expense. Mayor George W. Kreeger requested the Committee on Group Insurance to study re- newal contract and submit recommendations covering froup insurance prior to expiration date (June 11, 1961) of the current Pan American contract. May 3, 1961 A special called. meeting was held above date at the City Hall and called to order at 7:00 o'clock P.M. by the presiding officer, Mayor George W. Kreeger. All councilmen were present except John K. Chastain. Purpose of the special meeting was the assignment of functions and responsibilities in connection with the construction of the Smyrna Public Library. The minutes of the Library Committee.,composed of George W. Kreeger, J. B. Ables, and. John K. Chastain in a meeting held on May-2, 1961 .ctwere read. in council. Copy of minutes of said meeting entered in the Minute Book and made a part thereof: " 1. Minutes of all meetings will be kept and made available to all members of council. 2. Mr. W. W. Kidd assigned Superintendent of Library Construction. 3. Mr. Kidd. will hire own crew of day labor. 4. City. Construction Department will do -all grading. 5. Start grade work 5-15-61. 6. All sub-coftract work will be let on bid basis. 7. Empower the Committee to act on all bids and/or contracts. 8. Transfer funds from Waterworks & Sewerage Sinking Fund to Library Building Fund. 9. Secure five (5) sets of plans for Mr.. W. W. Kidd. 10. M. E. Doyle to layout grade and footing. 11. Secure temporary power cut in by 5-15-61. 12. Install water meter by 5-15-61. 13. Get old jail prepared for use. (M. E. Doyle. and Cecil McCollum)" Council discussed. Item No. 7 and recommended that procedure effecting purchases in excess of $500.00 shall apply. Motion by R. J. Austin all council members shall be notified as to the date the bids for the Smyrna Public Library are to be opened by the Committee. Second by Harry E. Ingram and voted unanimous. All other items in connection with the library project called out above with the exception of approval of specifications changes shall be approved by the Library Committee. May 3 continued b3 N �C SALE OF MALT BEVERAGES WITHIN THE CITY LIMITS Mayor G. W. Kreeger brought up the question of package stores for the sale of malt beverages and requested answers from members of council hinged on control, what action should be taken if the County issues licenses, location of establishments and license fees. Motion by R. J. Austin, second by J. B. Ables that this council take no action pending decision on issuance of Cobb County licenses. Motion withdrawn. Councilman Harry E. Ingram read from his prepared report which in substance called out a vote in Ward No. 6 in favor of issuing licenses in the City 355 to 97. In further discussion, W. B. Sanders motioned that this council defer all action pend- ing Cobb County's decision. Second by J. B. .Ables. The motion lost 4 to 2. Motion by Councilman Harry E. Ingram this council approve the issuance of privilege licenses for the sale of malt beverages in the City of Smyrna, this action contingent upon the issuance of licenses for the sale of malt beverages in Cobb County. Motion further authorized the Mayor to call out a committee assigned for the control and regulation of all establishments licensed by the Mayor and Council for the sale of malt beverages in the City of Smyrna. Second by W. L. Keck. Voting for the motion:- R. J. Austin, Harry E. Ingram, R. J. McCurry, and W. L. Keck. Opposed: - W. B. Sander s and. J. B. Ables. Mayor George W. Kreeger appointed the following committee: W. B. Sanders, R. J. McCurry, and Harry E. Ingram. One added employee assigned on temporary basis for the Parks Department was approved. .Mayor G. W. Kreeger assigned Councilman-W. L. Keck to submit for approval, rules and. regulations for the control and licensing of carnivals. A problem, called a nuisance by citizens in area of Benmac and Old Springs Road, was referred to Councilman Harry E. Ingram. There being no other business, Mayor G. W. Kreeger adjounred the meeting. May 15, 1961 Meeting of Mayor and Council held at City Hall was called to order at 7:00 o'clock P.M. by presiding officer, Mayor G. W. Kreeger. All councilmen were present. In the first order of business, Messrs. Foster, Murphy, and Brooks referred a neighbor- hood.conflict in area of Benmac and Old Spring Road. They claimed the vacant lot of Mr. Morgan's was utilized.by groups of children creating nuisance, noise, general disturbance, and that plans were to install a tract for mechanical carts. Referred to Police Department for surveillance. Mr. William J. MacKenna was requested to submit preliminary plans and layout of all the land, site of pump station, and estimated cost covering utilities in project -south of Campbell High School.
