PROFESSIONAL OCCUPATIONS------------------------------------------- $15.00 As to each person, maintaining his or her principal office within the corporate limits of.Smyrna, Georgia -in which he conducts in his or her occupa- tion as a practitioner of law, medicine,,osteopathy, chiropractic, chiropody, dintistry, optometry, podiatry, masseur, public accounting, embalming, civil, mechanical, hydraulic, electrical engineering, architecture, not exempt by some other applicable law. INS URANCE--------------------------------------------------------- $75.00 Plus two (2) per -cent of all gross premiums collected excepting that portion pertaining to Life Insurance, gross premiums meaning the amount paid by the assured before and without any deductions for commissions to agents or any dividends paid to the policy holder. Insurance policies containing Life issued in conjunction with any other type insurance shall be subject to 2% on all premiums collected exclusive of the portion applicable to the Life insurance. 4wr The fee of $75.00 shall be applicable January 1, 1963. The 2 of premiums collected during the calendar year of 1963 shall be payable during the month of January 1964 and each January thereafter, and such shall be with a statement submitted to the Clerk of the City of Smyrna showing the gross amount of premiums collected during the preceding calendar year. If any Insurance Company discontinues -business in the City of Smyrna during any calendar year, such company shall forthwith submit said statement and pay the 2% of the gross premiums collected. Adopted the 16th day of January, 1963. Discussion on out -of -city fire protection resulted in the following motion by H. L. Smith:- "I move we discontinue fire protection for all residents located in Cobb County and not within the corporate limits of the City of Smyrna effective February 1, 1963.11 Seconded by W,. L. Keck. Voting for dis- continuance.:- H. L. Smith, R. J. McCurry and W. L. Keck. Voting against discontinuance:- R. H. Wood, J. W. Webb and J. B. Rhodes. ,The motion lost, Mayor J. B. Ables cast the tie -breaking vote against the motion. On R. J. McCurry's motion the non-resident fire registration rate was set at One Hundred Dollars ($100.00) per dwelling with provision that seventy- five percent participation is secured. Motion seconded by J. B. Rhodes which carried five to one, J. W. Webb voting against. A motion was heard to recess. Meeting recessed 10:10 P. M. Next meeting Jaruary 21, 1963 at 8:30 o'clock P.M. JANUARY 21, 1963 Continued meeting of Mayor and Council was held at City Hall above date and called to order -,at 8:•30 o'clock P.M. by Mayor J. Be Ables. The Mayor, due to illness, was excused following his announcement that Councilman Harry. E.,Ingram was named "Citizen of the Year't by the Smyrna Civitan Club. Mayor Pro-Tem H.E. Ingram presiding Faith four council- members present:- H. L. Smith, R. H. Wood, W. L. Keck and R. J. McCurry, Absent:- J. W. Webb and J. B. Rhodes, Citizen Harold Anderson, 754 Old Concord Road requested zoning of his property from R-1 to R-2 for garage type apartment structures at rear of property. Council accepted request on motion of H. L. Smith, second by W. L. Keck and set date for hearing on February 18, 1963 at 7.-00 P.M. MEMO: Front area of property has income units thereon. Hold advertising pending receipt of costs and legal description. Check out proposed rear building line tia.th existing sewerage easement. Mr. T. L. Dickson's request for street lights in shopping center area was held in abeyance pending action on widening of South Cobb Drive. Referred to Street Committee. Council authorized Georgia Power Company to proceed with installation of 110,000 volt transmission line dlong north side of Cherokee Road. Delayed action on the project resulted from negotiations with citizens. Motion to proceed, R. H. Wood,.sedond by R. J. McCurry.. Voted unanimous. (Continuation of 1-21-63 Meeting) 205. Mr. Elbert Brunson requested permit to move scout but on Cherokee Road to west side of ball grounds in Ward Park. Motion by R. H. Wood, "We authorize Attorney G. C. Ingram to draw up lease to property for Boy Scout occupancy calling out any legalities affecting leasing of the park land and'any protective covenants recorded.'t Second by W. L. Keck. Motion carried. Two commercial building permits were approved. W. L. Keck motioned the issuance of permit for office structure on Lusk Drive for McArthur Septic Tank Co., Inc. pending check out and set -back by Building Inspector. On R. J. McCurryts motion, permit was granted to C. J. Thomas, Contractor, for restaurant (Magic Kitchen) on property adjoining Mister Do -Nut;, east side of Siouth Cobb Drive. MEMO:, Mr. J. E. David to check on utilities. Sewerage is available only by connection to Mister Do -Nut premises and prevailing rate applies. Council gave tentative approval to the plan submitted by Smyrna Jaycees �to build a Health Center on city -owned land to be donated or leased for the "Center" in the area of the Recreation Building. Motion by H. L. Smith, "We accept and agree to lease of the property on Church Street and withhold final action pending city attorney's check-out on legalities and problems involved regarding lease of park properties." Motion seconded by W. L. Keck and voted unanimous. A charter change was approved for drafting into a legislative bill changing the limits on court fines from $100.00 to $300.00. Motion, H. L. Smith, "We increase the maximum court fines from current $100.00 to $300.00 and authorize City Attorney to prepare city charter change for approval." Motion seconded by R.J. McCurry and carried. Council considered through discussion an increase in city water rates by reason of published revenue loss during 1962 and estimated $12,000.00 1963 loss. It was requested by Mayor Pro-Tem H. E. Ingram that each councilman return 1-28-63 with recommendations. Council by unanimous vote authorized extension of fire protection through Feb. 28, 1963 at no cost to residentsoutside city limits. Also set deadline for registration under the new regulations at February 28, 1.9.63. Motion by H. L. Smith, seconded by W. L. Keck, "Applicants registered for fire protection of 1962 record shall be extended at no cost through February 281 1963 which date shall also become the cut-off date for appli- cants under the new regulations. MEMO: (See minutes of 1-16-63 for action on outside fire rate and participation.) Mr. William B. Macke was present and spoke in council regarding outside fire protection. Mayor Pro-Tem H. E. Ingram signed a proclamation designating January 20-26, 1963 as Smyrna Jacee Week. On the same date statewide recognition of the Junior Chamber of Commerce was signed at the Capitol in Atlanta.
