10-07-1957 Regular MeetingThe regular meeting of Mayor and Council was -held October 7, 1957, 8:00 P M at the City Hall. Mayor James E. Quarles presiding with the following Counci- men present: N. E. Brenner, J. E. Johnson, D. M. Scarbrough, H. T. Westbrooks R. H. Wood. Minutes of previous meeting read. Motion J. E. Johnson, second N. E, Brenner to adopt minutes as corrected. Mr. Ulrick of the Standard Service Station requested that his business license fee be refunded as business license had previously been paid by said Standard Station for 1957. Referred to license committee and City Attorney for,reoommen- dations. Motion J. E. Johnson second D. M. Scarbrough that the Junior Womens Club be granted permission to sell hot coffee and donuts in front of the City Hall Election day. Voted unanimous. Mr. Gentry withdrew his request asking that his beer license be charged from package store to an the premise consumption. Said store located on the south east corner of Concord Rd. and S. Cobb Drive. Rev. Hugh Cauthen, J. B. Edwards, Rosco Hudson, and Supt. of Brown School, Mr. Hayes appeared and spoke against beer stores being located so close to the Church and School. Mayor Quarles reported that he was meeting with Bill McLain the week of October 8th concerning•the City acquiring easement for relocating the Chaney woods sewerage lift pump. Mr. John Lee, Dell Ave. requested information as to when the City was going to correct the surface water problem on his property. Lamar O'Bryant, Concord Rd. requested water service. His new house being app. 500 feet beyond end of present 2" water line. i J. E. Johnson presented to Council, The Sterna General'Code of 1957 as compiled by C, V, Reeves and.M. C. Tanner.. Mayor Quarles said he would like to give a note of thanks to:Mr. Reeves •and Mr. Tanner for their work on the City Code. Copy of -new Code to be distributed to each Council member with action to be taken at a later meeting. Motion J. E. Johnson second H. T. Westbrooks that the Personal Committee had considered the replacing of the present City Clerk with a male Clerk and it was the recommendation of the committee that it would be fool harted•to'-do-so-at this time, on a salary of $320.00 with only three (3) more moriths•left to go. As an experienced hand was needed at this time, an atempt to get a,male clerk at this time would mean more salary for competent person. Therefore the committee recommended that the present -Clerk remains rev Voting for: Johnson, Scarbrough, Westbrooks and Brenner. Obstaining: Wood. Motion Brenner second Scarbrough that the following ordinance be adopted. That the territory annexed to the City of Smyrna that ` is •not • •i n= any . ward• •under- the Charter and contingent to two or more existing wards is hereby,appoi:nted to wards as follows: I. All portion of land lot #448 and apportion of land lot #449, 489, 490, 520 and 450, 17 dist. 2nd. ect. North of Church -St. not in any existing Ward is being placed in ward] II. All portions of,!and lot #447 and 346, 17th. Dist. 2nd.' Sect. not in any existing Ward is being placed in Ward #6. III. All portion of land lot #417, 376, 345, 344, 377 and apportion -of the following land lots North of Church St. #379, 414, and 415, 17th Dist. 2nd. Sect, not in any existing ward is being placed in ward #5. IV. All portion of land lot 451 and 486 not in any • ward and apportions of land lot #450 South of Church St. of the 17th. Dist. 2nd. Sect. is being placed in ward #2. V. All portions of land lot #412, 413 and 452 and apportions of land lot 414 and 379 South•of Church st.• is being placed in ward #4. This being the property that is contingent to two or more wards with all other property contingent to one ward. "Voted unanimous. Mayor Quarles appointed a committee as follows -_Johnson, '.Chairman.,'_Westbrooks..1 and' Brenner':, -to meet with Bolton concerning the buying and selling of the heavy equipment and report back to Council.s Letter from Mary J. Hazelrigs appealing her case in Records Court read. Judge Reeves Requested that his discussion be reversed as he did not -have all° facts when case was presented before him. Motion Johnson seconed Westbrooks that the decision of Judge Reeves be reversed as requested in the Mary J. Hazelrigs case. Voted unanimous. R. H. Wood reported that the new bids on the City hall would be opened on Sat. Oct. 19, 1957 at 10:00 AM. Motion R. H. Wood seconed D. M. Scarbrough that a curb for a space of one car length be reverted back so as to allow parking in front of Mrs. J. J. Hills house on Bank St. Voted unanimous. Motion N. E. Brenner seconed H. T. Westbrooks that the water and sewerage comm- mittee recommended that the water bills of Ventura Inc. on the list under question be clearned and settled for $175.00 Motion carried with Johnson Obstaining. Reported that the water Authority was placing a meter on -Campbell Rd. so the City could hook their line on and gibe service to the McKenna Subd, Motion Johnson seconed Wood that ;the 14 street lights be installed at a cost of $977.00 as presented on plat. Lights being located on Church st. Cherokee Trail and Burbank Cir. Voted unanimous. Motion R. H. Wood seconed J. E. Johnson that John Bradfield be appointed as Elec- tricial inspector from Oct. 14 to 26th, 1957 while James E. Brown was on vacation. Voted unanimous. Motion Scarbrough seconed Johnson that the Green Thumb be paid for the lawn mover. Voted unanimous. Motion Brenner seconed Scarbrough that James E. David be appointed building inspector.
