09-09-1957 Regular MeetingThe reguar meeting of Mayor acid Council was held Sept. 9, 1957, 8;00 PM at the
City Hall, Mayor James E, Quarles presiding with the following Councilman -
present. N. E. Brenner, J. E. Johnson, H. T. Westbrooks and R, H. Wood.
Mayor Quarles read letter of resignation from Councilman Sonneberg and White
and Engineer Presley.
Motion Johnson seconed Wesybrooks that Murray Sonnenberg resignation as Council-
man from Ward #2 be accepted with regret. Voted unanimous.
Motion Johnson seconed Wood that J. G. White's resignation as Councilman from
Ward #1 be accepted�,ith regret., Voted uanimous.
Motion Johnson seconed Wood to accept resignation of Engieer Presley effective
Sept. 9, 1957. Voted uanimous.
Mayor Quar;es appointed the fourmember of Council with Brenner as chariman
to investigate thetifacts presented by Mr. presley concerning Mr. Sc?.rb&p,;gh with
the recommendation to be made to Council when the written accusat'ions/presented
by Mr. Presley. `
Mr. V. R. Siddall spokesman for the Kawanis Club reported that they had, made
a survey and a need was shown for a temporary sidewalk from the parking lot
at Belmont Shopping Center West to the residential a-reQ." a distance of app.

if the City would furnish the material needed,. R@feefed to the street Comm -
ittee and City attorney.
Councilman Johnson -chairman of the Police Committee stated that in view of
certain statements publicaly made by Mr. Scarbrough that certain policeman
were selling liquor out of their car, which were without foundation., that
he be remoed from the Police committee.
Mayor Quarles stated that in view of this request Mr. Scarbrough is removed.f rom
Police Committee and new committee .will be appointed.
Attention was called to he need of a sidewalk on Birch St,
Motion R. H. Wood seconed J. E. Johnson that a concrete bl6ck will be erected
on Bank st. in fron of the Colbert property as the laying of the sidewalk had
caused original wall to fall. Estimate cost $161.60. Voted unanimo,"s.
Motion Wood seconed Johnson hat a catch basin and a curb behind the sidewalk
be constructed on Bank St. to correct the surfface water problem. Estimate
cost #341.50. Voted unanimous.
R. H. Wood reported thatthe two treddle traffic lights for N. Atla. St. and
Concord Rd. Would cost app. $2,500 to $2,600.

otion R. H. Wood seconed Johnson that new bids be accepted for proposed City Hall
nd the parks and building committee be authorized to set/of apening bids. Voted
unanimous. date
Motion*Ao H. seconed H. T. Westbrooks that a partical payment be made to
Mr. Burroughs in the amount of $1,500 to be paid from Municipal Improvement
Find. Voted uanimous.
Motion N. E. Brenner seconed Johnson that the water and sewerage committe
recommended that Mrs. Margaret K. Bassin be granted permission to connect the
,sewerage line from her sub -division to the cities system. Sub-dividor bearing
all cost of installiation of lines and pumping station under the supervision of
City Engineer when said sub-dividor brings propert;r into city. Voted
unanimous.
Motion Brenner seconed Westbrooks that water
meters for unit seven of the Green Hill Sub -division of Mrs Mary Benson be $37.00
each. Voted unanimous. This being that part of subd..where all water and con-
nections were installed by Mrs. Benson,
Geo. Dubuc appointed on planning commission from Ward #5 and A. B. Carroll
Ward #1.
Bids opened on audit.
Motion Johnosn seconed Wood that the firm of Napier, and Hamrick bid be
accepted and emplo ad.to do the audit of July 31, 1957. Voted unanimous

Motion Johnson second Wood.that we should suport for 4 months the. Teen
Age canteen in the amount of $650, to be paid weekly in the amount of
$50.00 and $270,25 to be paid immediately the bal. due bn juke boz

Motion N. E. Brenner seconed.J. E. Johnson that the following resolution
be adopted..
To establish rules and regulations for the Election. To Ellett
one ��nnd layor and Councilmen whose term expires December 31, 1959.
The following rules and regulations forthe coming election were
adopted as provided by the a dmendments to the charter.
Election of one Mal, -or and. Seven Councilmen for the term beginning
January 6,' 1958 will be held November 2, 1957, as provided.by the
charter of the City of Smyrna. Hours of the Election - shall be from
7:00 A. M. to 7:00 R.I. Deadline for registration of voters shall
be the l8th day of October, 1957, as provided by the charter of
said. City. Deadline for qualifaication of Mayor and Councilmen shall
be the 18th day of October, 5:00 PM as provided by the Charter of said
City.
On or before such date, all nerscns offering themselves shall file a
written notice with the Clerk -of said City setting forth their date
of-blrth and place, period of residence in the City of Smyrna and
a statement that they -possess all the qualifications as required by
s * 1d. c ia:cter for Mayor and Councilmen of said -City.
It was further ordained that rules and regulations for contesting
Elections are the same as set forth in the Georgia Code•-fcr Suite
-Elections,
That the clerk shall•have•su iicierit absentee ballotts printed and
can be applied for 5 days prior to Election -(Deadline Monday 5:00 RI)
and returned by mail prior to closing of polls.

that his beer license be changed to on the prenise consumption referred
to License Corimittee. Voted unanimous.
City Attorney Willingliam replied that the monies had been• r eceived
from the sale of the Water certificates and deposites in tuo seperate
accounts. ^
Motion Johnson seconed Westbrooks that the. meeting be adjourned.
