07-01-1957 Regular MeetingII The regular meeting of Mayor and Council was held July 1, 1957" at 8:00 PM at the City Hall with Mayor James E. Quarles presiding with the following councilmen present: N. E. Brenner., J. E. Johnson., D. M. Scarbrough., Murray Sonenberg and J. G. White. Meeting called to order - Dr. W. C. 11itchell requested information on the availability of sewerage for King -Spring Road School. Motion Brenner second Johnson that the City furnish the lift station and force main for the King Springs School and the county to defray all cost of laying line from school to lift station. Voted unanimous. Motion Johnson that the action of the special meeting of Mayor and Council held June 17, 1957 be ratified at this meeting in reference to the Teen -Age Canteen fund. Seconed by Brenner. Voted unanimous. Richard M. Lybrand case appealing the decision of the Recorders Court opened. „ Officers Poss and Brown the arresting officers gave testimony under oath. Mr. Connell Ingram, attorney for Mr. Lybrand, and R. M. Lybrand &ve facts concerning the case. Motion Brenner seconed Soneberg that the decision of the Recorders Court be reversed and Mr. Lybrand be refunded his fine. Voted unanimous. Motion J. G. White seconed Scarbrough that Carlile, a member of the Fire Department not be paid for the time spent while on National Guard Manouvers andthe two men filling his station while he was away be paid. For: Brenner., White and Scarbrough. -Apposed: Sonenberg. Obstaining: Johnson. Motion Brenner seconed Scarbrough that Kenneth Presley request for compensation om leave pf vacation be denied. Voted unanimous. Motion J. E. Johnson seconed D. M. Scarbrought that the Police committee recommended that it is justified in raising the Taxi fare meter pull from .25 to .35 cents and no charge for handling bundles eFfecrive July 15, 1957. Voted unanimous. Motion Johnson seconed Scarbrough that Mr. Wigley be granted a license to operate a beer package store at 126 Bank Street. For: Johnson., Sonenberg, and Scarbrough Against: Brenner Obstaining: White Motion J. E. Johnson seconed Sonenberg that request of Reed and Fouts application for a beer package store to be located between Anchor Oil Company and the Bank was pending on the decision of the City Attorney and if no state law was violated in location that this license be granted. For: Johnson, Sonenberg., and Scarbrough. Against: Brenner Obstaining: White Motion Brenner seconed Scarbrough in reference to the water bill ordinance that a contract be made with the owner where possible and require a $15.00 deposit of renters and stress the inforciAig of the ordinance on cutting off the water of deliquent dustomers on the 20th of the month with the owner of the house to back the back bills. For: Brenner., Scarbrough., White, and Sonenberg. Against: Johnson. Motion Brenner seconed Scarbrough that two water taps be given J. A. Bradshaw at the intersection of Powder Springs Street and Roselane withthe Street to be fixed (repaired) back as it is now. Voted unanimous. James Belcher auditor presented written statement on the extensive and construction accounts. Attorney Willingham gave a lengthy discussion on the Federal Grant. I2 Motion Johnson seconed Murray Sonenberg that the Resolution to accept the Federal Grant form #33 be executed., Copy of said resolution be attached to these minutes and -made a part -thereof. Voted unanimous. Motion J. E. Johnson seconed D. M. Scarbrough to accept the proposal of Robinson and Humprhey Company as outlined in letter to purchase $275.000.00 water and sewerage bonds. Hereby authorizing the Mayor to affix his signatures and City Clerk to atest said Mayors signatures. Copy of said letter of proposal attached to these minutes and made a part there of. Voted unanimous. Motion J. E. Johnson seconed N. E. Brenner that sewerage be installed in McKinna Sub -division upon reveipt of letter authorizing to draw upon the balance in the escrow fund of ;$10.,000.00 of Tom Northcutt Jr. Any " additional cost over the $10,000.00 to be deferred till the 15th of -Syptember for payment.
