The continued meeting held June 12, 1958 was called to order June 18,
1958 at 7:00 P. M. at City Hall. Mayor J. M. Gibson presided and
all councilmen were present.
Mr. Sam Hensley of Hensley and Associates recommended and reported
in detail to council the revised bid of Sidney Clotfelter of Marietta
as follows:
Cast Iron and Concrete pipe using Yoeman's Pump -------- $ 225,840.68
Cast Iron and Concrete pipe using Fairbanks Pump ------- $ 219,161.48
A thirty minute discussion period followed on the type of pump to be
used, specification of pipe and the South Atlanta Street area.
Action came when Councilman J. B. Rhodes motioned to accept the mini-
mum bid of Sidney Clotfelter in the amount of $ 219,161.48 using the
Fairbanks-Moorse Pump and that Council add to this motion the Wills
Street, Atlanta Street and Quarles Avenue area at a negotiated figure
with the minimum bidder not to exceed $ 14,000.00,with the City of
Smyrna furnishing all the materials. Also that the negotiated con-
tract covering South Atlanta Street -tie-in be submitted and pre-
sented back to Council for approval. On Mr. L. C. Dodd's second,
Mr. J. B. Ables motioned to amend the original motion to install
clay pipe instead of concrete pipe. W. B. Sanders seconded. Voting
for: J. B. Ables and W. B. Sanders, Voting against: J. V. Brooks,
J. B. Rhodes, R. H. Wood, G. W. Kreeger and L. C. Dodd.
On Mr. Rhodes original motion, seconded by Mr. L. C. Dodd the vote
was unanimous.
On Mr. L. C. Dodd;s recommendation, Mr., Ables motioned and W. B.
Sanders seconded that City Hall be closed in observance of Indepen-
dence Day, Friday July 4, and Saturday July 5, 1958. Voted unanimous.

W. B. Sanders mentioned inequities in pay scalps, of hourly employees
citing several current irregularities and recohrrended minimum and max-
imum rate brackets be set up with a review period extending through
a six months probationary period.

Effective July 1, 1958 on J. B. Ables motion the rates of day labor
shall be set up as follows:
Day Labor ... "All ......... $1.50 to $ 1.75 per hour.
Day Labor ... "B"......... $1.15 to $ 1.50 per hour.
New hires at minimum rate to be graded at end of probationary period
and merit increase @ $.10 per hour to the maximum if proven satis-
factory by council and Department heads. On Mr. G. W. Kreeger's
second this action was unanimous.
Council gave unanimous approval on J. B. Ables motion to increase
the weekly rate of Mr. G. L. Hood from $75.00 per week to $85.00 per
week effective current period. J. V. Brooks seconded.
Motion L. C. Dodd, seconded R. H. Wood to adjourn.
Next meeting to be July 7`, 1958 at 7:00 P. M.
