Continuation of June 9, 1958
In a discussion on minimun water bills, several individuals cases were
called out." Mr. W. B. Sanders agreed to investigate and report back
to council.
Discussion by J. V. 73rooks on a sewer tap located on Bank Street re-
sulted in a motion by R. H. Wood to allow full use of the tap pro-
vided that occupant can produce proof of payment. Second: J. B.
Rhodes. Voted unanimous.
Motion by R. H. Wood that the cit hire Miss'Laura Helen Jones at
$1.25 per hour (20 hours per week to guide young girls in super-
vised recreation. (see 5=5-58 minutes). Seconded by J. B. Rhodes.
Voted unanimous.
Motion J. B. Rhodes, seconded L. C. Dodd that the meeting be continued
to June 12, 1958, 7:30 P: M: Voted unanimous.

ata7:30 P. M. Mayor J. M. Gibson presided and the following Council-
men were pre'sen't: Messrs George Kreeger, J. V. Brooks, W. B. Sanders,
and L. C. Dodd. Absent: J. B. Ables, J. B. Rhodes and R. H. Wood.
Meeting .called to decide.low bidder based on specifications for labor
and materials covering Northcutt Sewer Expansion, Federal Grant Project.
Although in excess of funds available Mr. Sam Hensley 'recommended the
Sidney Clotfelter bid and since no committmen't Had been made, his re-
quest to re -negotiate with Mr. Clotfelter at a lower figure.was put in
motion by G. W. Kreeger and seconded by J. V. Brooks. -On a unanimous
vote, Mr. Sam Hensley agreed to negotiate a lower figure for 'counci'l
action and.report next meeting.
Councilman W. B. Sanders called out previous action of Council '(June
9, 1958 meeting) and requested to defer Council action on $1.50
minimum water charge on unoccupied property. This action was based
on Mayor Gibson's statement that bonded indebtedness of this City is
reimbursed on basis of consumption of water as well as a rate'per
month set aside in sinking funds.
Council action of June 9, 1958-deferred on motion of W. B.'Sand'ers,
seconded by G.-W. Kreeger'. Voted unanimous.
Mr. Hasty of Hasty's Grill, Atlanta and Spring Street received favor-
able action to remdV.er'present sign and erect neon sign above his
establishment. L. C,.Dodd motioned, G. W. Kreeger seconded and the
vote was unanimous.

The continued meeting held June 12, 1958 was called to order June 18,
1958 at 7:00 P. M. at City Hall. Mayor J. M. Gibson presided and
all councilmen were present.
Mr. Sam Hensley of Hensley and Associates recommended and reported
in detail to council the revised bid of Sidney Clotfelter of Marietta
as follows:
Cast Iron and Concrete pipe using Yoeman's Pump -------- $ 225,840.68
Cast Iron and Concrete pipe using Fairbanks Pump ------- $ 219,161.48
A thirty minute discussion period followed on the type of pump to be
used, specification of pipe and the South Atlanta Street area.
Action came when Councilman J. B. Rhodes motioned to accept the mini-
mum bid of Sidney Clotfelter in the amount of $ 219,161.48 using the
Fairbanks-Moorse Pump and that Council add to this motion the Wills
Street, Atlanta Street and Quarles Avenue area at a negotiated figure
with the minimum bidder not to exceed $ 14,000.00,with the City of
Smyrna furnishing all the materials. Also that the negotiated con-
tract covering South Atlanta Street -tie-in be submitted and pre-
sented back to Council for approval. On Mr. L. C. Dodd's second,
Mr. J. B. Ables motioned to amend the original motion to install
clay pipe instead of concrete pipe. W. B. Sanders seconded. Voting
for: J. B. Ables and W. B. Sanders, Voting against: J. V. Brooks,
J. B. Rhodes, R. H. Wood, G. W. Kreeger and L. C. Dodd.
On Mr. Rhodes original motion, seconded by Mr. L. C. Dodd the vote
was unanimous.
On Mr. L. C. Dodd;s recommendation, Mr., Ables motioned and W. B.
Sanders seconded that City Hall be closed in observance of Indepen-
dence Day, Friday July 4, and Saturday July 5, 1958. Voted unanimous.

W. B. Sanders mentioned inequities in pay scalps, of hourly employees
citing several current irregularities and recohrrended minimum and max-
imum rate brackets be set up with a review period extending through
a six months probationary period.
