June 6, 1958 in the Council Room,City Hall, City of Smyrna, the bids covering material portion of the Northcutt Sewer Extension, Federal Grant Project, were opened. Representing the City, Councilman J. B. Rhodes and Clerk L.' W. Charles; representing Hensley and Associated, Inc., Mr. Robert Sutton. The following bids were opened and material quotation per specifications called out: Grinnell Co., American Cast Iron Pipe, Oconee Clay, - Johns -Manville, W. S. Dickey, American -Marietta, Crane Co., and Engineering Equipment Co. Tabulation of all bids to be completed by Mr. Robert Sutton of Hensley and'Associates, Inc., and incorporated with low bidder on labor por- tion. Report to Council June 9, 1958, 7:00 P. M. Meeting continued to June 9, 1958,'7:00 P. M. June 9, 1958 The continuation of the regular meeting of Mayor and Council'was held at City Hall June 9, 1958. Mayor J. M. Gibson presided and called the meeting to order at 7:15 P. M. The following council- men were present: Messrs. J.V. Brooks, L. C. Dodd, G. W. Kreeger, J. B. Rhodes, W. B. Sanders and R. H. Wood. Absent:*J.''B. Ables and L. W. Charles. Purpose of this meeting was the opening of bids on the Northcutt Sewer Project. The three bids received were opened and submitted to Mr. Sam Hensley for evaluation. Mr. Hensley reported on the breakdown of the bid received from Sid- ney Clotfelter in the amount of $257,295.95 covering all labor and materials. In the discussion period that followed most of the time was ab- sorbed in the detailed specifications of the Clotfelter bid, the reduction in cost to bring the bid within the City's appropriated funds for the project, the sub -contracting of lift stations and tunnelling under the railroad per bid submitted by Boring & Tumlin and Armco Drainage & Metal Products.Co. Mayor J. M. Gibson.requested Hensley & Associates to tabulate bids and report to Council Thursday June 12, 1959 at 7:30 P. M. Mayor J,, U. Gibson read a. 1'ett'er from attorney Jean E. Johnson, *stay ing that he would appeal the ordinance passed last week forbidding the running at large and stabling of horses inside the City Limits. City Attorney G. Conley Ingram reported on progress of the case, "City of Smyrna vs.. A. V. Bol'ton, Contractor", and stated thattrial of said case would begin Thursday, June 12, 1958. Mr. L. C. Dodd informed the Mayor and Council that the Scout Hut in Belmont Hills had been ransacked twice over the last week end'and' that City property was destroyed. Referred to Chief of Police for action. Mayor Pro'Tem G. W. Kreeger presided, Mayor J. M. Gibson excused. Mr. A. J. Kieffer addressed Council and requested deletion of the $1.50 monthly meter charge on unoccupied property. Motion, J.B. Rhodes that when water is cut off or property vacated, $1.50 per mont_h;_meter charge be discontinued. Second: L. C. Dodd. Voting for J. B. Rhodes, L. C. Dodd, J. V. Brooks, R.'H.'Wood. Abstain: W.
