05-18-1959 Special Meeting136_ Continuation of Special Meeting - May 11, 1959 On W. B. Sanders' request to reverse the agenda, W. T. Rutledge moved as follows: This Body restrict authority to the extent that no member of Mayor or Council shall have the power or authority to hire or fire or suspend employees under theer jurisdiction without the express approval and consent of Mayor and Council, and further that this restriction does not limit department heads from hiring temporary employees crith a limitation of thirty, days, in which time approval of Mayor and Council shall be obtained. R. H. 1,To6d seconded. Voted unanimous. Councilman J. B. Ables moved the two police officers be rehired subject to Civil Service review and that their findings be acted on accordingly. W. B. Sanders seconded. the motion. W. T. Rutledge motioned to amend as follows; Suspend the two officers, and reinstatement shall be governed by the findings and decision of the ��erit Board. W. B. Sanders seconded. the motion as amended, and the vote was unanimous. Discussion of Council and citizens hinged on appointment of a Chief of Police and Marshall of the Town, and most of the discussion pertained to the charge of incom- petency. Action came when J..B..Ables nominated for Chief of Police, Paul Thomas Epps. J. B. Rhodes nominated Captain Lawrence A. Schnall, Jr. W. B. Sanders motioned to table pending formal application and study of references and history. On. J. B. Ables second the motion was postponed for final action to May 18, 1959 in a special call meeting to be held 5-18-59 at 7:00 P.M. at City Hall. The vote can postponement was: W. T. Rutledge, J. B. Ables, W. B.-Sanders, and. R. H. Wood. The vote to act on the two nominees, J. B. Rhodes and L. C. Dodd. Per letter read. in Council from M. L. Robinson referring to demotion, W. T. Rutledge recommended and put into motion that former Chief of Police M. L. Robinson be retained a5d placed on the payroll as Saroeant of Police subject to approval of newly appoint/ Chief. R. H. Wood seconded. L. C.-Dodd amended the motion striking out "subject to approval of newly appointed Chief". The vote was unanimous. Motion to adjourn by L. C. Dodd. Seconded by W.T. Rutledge. Sanders May 18, 1959 A special meeting pursuant to charter was called by Mayor J. M,. Gibson per letter addressed to all councilmen dated 5-12-59.- Mayor J. M. Gibson presided, and all councilmen were present. In the absence of. the City Clerk, Councilman L. C. Dodd recorded the minutes. The purpose of the meeting was to appoint a Chief of Police and Marshall- of. the tow-n. Continuation of Special Meeting - May 18, 1959 Mayor J. M. Gib son announced that five applications for Chief of Police were received and -turned over to Chairman of Police Committee J. B. Rhodes. Appli- cations were .received from the following: Lawrence A. Schnall, Jr., Lamar Willham, T. P..Epps, H. E. iIcKeeban, and E. L. Blume. Applicants present during this special meeting: - Captain Lawrence A. Schnall, Jr. and H. E. McKeeharr of Olar, S.C. J, B. Rhodes placed Captain L. A. Schnall, Jr. in nomination for Chief of Police, City of Smyrna. L. C. Dodd seconded the motion. Voting for L. A. Schnall, Jr. L. C. Dodd and J. B. Rhodes. Voting against: - W. T. Rutledge, J. B. Ables, L^III Sanders, R. H. Wood, and G. W. Kreeger. In discussion, Mayor J. II. Gibson announced a special meeting would be called May 22, 1959 at 7:30 P.M. at City Hall to review the five applications on hand, and then and there appoint wit4 citizen and Council approval a Chief of Police for the City of Smyrna. J. B. Amos motioned, and G. W. Kreeger duly seconded that all action on appoint- ment of a Chief of Police be tabled to next regular meeting of Mayor and Council' eld at City Hall on June 1, 1959, and further that the deadline ,for the receipt of applications for the position be set as,of.,5-25-50, 5:00 P.M.
