Mr. J. B. Ables moved to recess this meeting to Thursday, 8:00 P. M. May 80
1958 at which time Mayor and Council were scheduled to meet in Joint meeting with
Chamber of Commerce and City Planning Commission.

Recessed meeting., May 5, 1958 was called to order May 8, 1958 at 8:15 P. M.
at City Hall. Mayor J. M.-Gibson presided with councilman G. W. Kreeger, J: B.
Rhodes, W. B. Sanders and.R. H. Wood, present. Absent: J. B. Ables, L. C. Dodd
and J. V. Brooks.
Present for this joint meeting were Directors of Smyrna Chamber of Commerce,
the City Planning and Zoning Commission, Hensley & Associates and City Attorney,
G. Conley Ingram.
Mayor and Council received itemized statement of April accounts payable. R. H.
Wood moved the bills be paid. J. B. Rhodes seconded. -- Voted pus.
The first part of this meeting was devoted to discussion of the Master Plan
and the various projects for residential, commercial and industrial development
in the area. Ourvisitors were informed that council already voted to app2j for
a million dollar Federal loan at 3% interest on fifty year terms.
Action calve when Councilman J. B. Rhodes motioned that preliminary expenses
be met by an appropriation of $4,000.00 (diverted from an original $4p600.00) and
that Hensley & Associates start the first phase of the basic steps required and
draw on this appropriation as'.each phase -.is completed. On Mr. G. W. Kreeger's
second t he vote was unanimous.
Upon -receipt of blue print the property called out per plat from Daniel
Hopkins was annexed into the:city. Motioned by J. B. Rhodes, second W. B.
Sanders ---Unanimous. City.Clerk instructed to write letter of -acceptance to
Cobb County Engineer and Residential Construction Company:

Letter from Mr. -Jim Dower was read.referring to safety aid.traffic on Spring Street.
Motion by J. B. Rhodes to purchase flasher type red light and install on Spring Street.
R. H. Wood seconded -- unanimous.
Sewer System Extension (Sealed Proposals)
Mayor J. M. Gibson requested Mr. Sam Hensley of Hensley & Associates, Engineers
to report on the bids opened May 5, 1958. �Mr. Hensley read to Mayor and Council the
prepared tabulation of:-all,.bids received and informed council that the low bid sub-
mitted by the J. -E. 'Lovern Construction Company of Smyrna, Georgia failed, to. meet
requirements of a bid bond.
Mr. Hensley also called out that all other bids were in-e=esd.of atrailable funds
on deposit for this project and recommended: --
(A) To re -let the -bids.
(B) City of Smyrna purchase all materials.
Councilman J. B, Rhodes motioned to re -let the bids covering sewer system extension
in the Northcutt subdivision including the area called out on South Atlanta Street.
Motion seconded by Mr. G. W. Kreeger. The vote was unanimous.

Special meeting of Mayor and Council was held May 17, 1958 at the City Fire Sta-
tion. Mayor J. M. Gibson called the meeting to order.at 9:00 A. M; Councilmen J. V.
Brooks, L. C.'Doad, J. B. Rhodes, and.R. H. Wood werepresent. Absent, G. W. Kreeger,
J. B. Ables and W. B. Sanders. Also. attending were: G. Conley Ingram, San Hensley,
W. W. Kidd, Chief M. L. Robinson and C. W. Boroughs, architect.
The first order of business was the reading excerpts from March, April and May
1958 minutes pertaining to committees:on location, purchase; dismantling, clean up
closing cost and redesign of new City Hall."
Architect Boroughs stated the re -designed plans were basically the same as the
original except basement, working.area and deletion of granite pier to allow addi -
tional lights. Estimated cost per Mr. Boroughs $35,000.00
