The regular meeting of Mayor arid`' Council was held May 6', 1957, 8:00
P.M at the City Hall. -Mayor James F. Quarles presiding with the
following Councilman present: N. F. Brenner, A. S. Dowd, J. F. Johnson
D. M. Scarbrough, Murray Sonenberg, J. G. White-, and R. H. Wood.,
Motion by A.•S.•Dowd, Second by J. G.'White to accept minutes as
read.
Mr. Paul White of 578 Dell Avenue requested that some correction
measure be taken to eliminate the muddy water condition of his
house-. Mayor Quarles requested Engineer Presley to install a
blow off valve at the bottom of the hill to eliminate said bondit-
ion.
Street committee recommended that approximately 300 feet of 15"
pipe be run across three (3) property owners lots to correct the
surface water problem of Mr. John Lee t s on Dell Avenue,.. Engineer
Presley requested to check and come back with estimate and recom-
mendations of said water uurface problem. of Mr. John Lee. Mr. Lee
to be notified of what action that was taken.
Police committee recommended that J. F. Freeman be granted a bus-
iness license to operate the Belmont cab. company.
Clyde Dunton requested hearing about this water line off Cooper
Lake Road or Sherwood Road before the water and sewerage committee.
Said meeting to be held May 9, 1957 at 7:30 P.M. and Mr. Dunton
to be notified.
JThe following request were refered to water and sewerage committee.
1-Sewerage fnr new school on Reed Rd.
2-Water and sewerage -Chaney Woods Subdivision-Flagler Circle.
3-Two sewerage taps on Belmont Circle by Patter and McNeal.
Motion -Johnson second Sonenberg that Belmont Taxi Company be granted
a business license -voted unanimous.
A. S. Dowd recommended as a matter'of form that a'written report
be kept of the record+s on any investigation made on Taxi Companies
or employees.
An ov-era•11 plan on zoning requested with recommendations as'to•how
to' proceed.
Street committee recommened that A. V. Bolton be given the gn ahead
on cleaning out the ditches and scrapping the street that were needed
at an° estimated cost of 0700. to $800.00 dollars.
Fngineer`Presley requested to figure estimate cost of correcting the
surface water problem at Gene Helms-Mcftnden Avenue and to come
back with recommendation to council.
Jimmy Cochran and Paul Clayton requested an additional sidewalk on
their corner lots on Bank Street.
Motion A. S7: Dowd second N. F. Brenner that the speed limit on Birch
Street between Powder Springs Street and the Belmont Hill School
be.established at 15 M.P.H. and so posted. Voted unanimous.
• The problem of Birch Street width referred to Street committee and ,
requested that consideration be,given to making it a one way street. '
Attorney Willingham reported that he had met with Hensley and Assoc.
Engineers and that we had a good prospect of obtaining Federal aid
for 30% of the-oost of outfall lines which does not include property
or land. The state Health Dept. didnIt endorse or recommend another
treatment plant at this time, but recommended that we extend our
Service lines and utilize our present treatment plant.
Motion R. H. Wood seconed A. S. Dowd that the balance due be paid
on grading at the old disposal plant in the amount of-$118.00 over
the amount voted by council for said grading,voted unanimous.
Motion R. H. Wood second A. S. Dowd' that Ernest Jones be hired as
a full time tax assessor effective June 1, 1957 as tax assessor
and police business license at a salary of three hundred fifty
dollars (0350.b0)* per month. . Voted unanimous.
Motion R. H. Wood second Murray Sonenberg that A. D. Lattanzi be
hired as recreation director effective May 15, 1957 'on a part time
basis until June 1, 1957 at 50% of salary rate then full time at
three hundred dollars $300.00) per month. D. M. Scarbrough retired
Voted unanimous.
S. F• Patton requested resurvey of street lights of Walker Street.
A. S. Dowd retired.
Motion Sonenberg second Wood that the work set forth in the Lovern
Construction Company contract be awarded to A. V. Bolton Const. Co.
the next lowest bidder,. Said work referred to the construction of
manholes. Voted unanimous.
Motion J. F. Johnson second Murray Sonenberg that the Bank Street
_Assessment Ordinance be adopted. Voted unanimous.
Motion J. F. Johnson second Murray Sonenberg that the meeting be
continued Thursday, May 9, 1957.
