The regular meeting of Mayor and Council pursuant to charter was held at City
Hall May 2,'1960 at 7:00 o'clock P. M. Mayor George W. Kreeger presided, and all
councilmen were present.
Invocation H. E. Ingram.
The first item on agenda was citizens reports.
Editor Bill Miles of Smyrna Herald quoted four paragraphs from Civil Service
Rules and Regulations with reference to the law on examinations, nominations' and
selection of personnel for Fire and Police Departments. Discussion on the subject
ended when City Attorney G. Conley Ingram ruled Mayor and Council had not violated
the provisions of the civil service laws.
Chairman of the Civil Service Board, Gardner A. Potter, submitted in council
three nominees for Chief of Police and Marshall of the City as follows: Hiram Brown,
R. E. Finley, and Robert M. Bolds.
The complaint of Mr. C. A. Fountain that the City furnish fill 'dirt in the
area of a drainage easement Old Spring Road and Benmac Road was referred.to Council-
man Harry E. Ingram for action.
Mr. Harry Mitchell spoke on the opening of the 640 acre Cobb County Recreation
Park, stating the pool would open on June 5, and.prdsented to the City a map of the
area.
A group of day nursery_ operators attended council requesting change in Smyrna
ordinance referring to the requirements of 35 sq. ft. per child of indoor space.
Motion by H. E. Ingram, second by W. L. Keck as follows: change ordinance to comply
with regulations now in effect by Cobb County. Amendment'to the ordinance, Section
IV, Paragraph V. which reads "the standard for determining capacity and/or over-
crowding shall be 35 sq. ft. per child of indoor space exclusive of kitchen, bath,
and closet area." Per this action, the amended ordinance shall read 1120 sq. ft.
per child of indoor space." The vote was unanimous.
Bids requested.by Chairman of the Contracts Committee, H. E. Ingram, for one
1;7,1960 eight cylinder 4-door Ford Fairlane were opened in council. J. B. Ables
motioned the low bid of Cooper Ford.Sales of $1,462.23 be accepted. The vote was
unanimous on H. E. Ingram's second. MEMO: The purchase order issued shall call out
the labor and materials to remove and replace siren, alternator, and.blinker lights
in the amount of $53.10, plus an estimated amount of $18.00 for 670 x 15 nylon tires.
Sealed proposals covering sewerage improvements in the amount of 6,100 ft. of
lines referred to in the minutes as South Atlanta tie-in were opened in council.
Plans and. specifications and.bid bond were submitted by three bidders as follows:

On motion by W. B. Sanders and second.by R. J. McCurry, the low bid. of R. L.
Hamby was accepted. As part of the motion, the contractor agreed to schedule start
of the project upon completion of financing by the City. Voted unanimous. Mayor
G. W. Kreeger was authorized to sign the contract.
Council discussed sewerage facilities on the east side of South Cobb Drive
in the area of Concord Road. On motion by H. E. Ingram this council empowered
W. B. Sanders to negotiate installation of sewer lines extending from South Cobb
Drive eastward. on Concord Road and that firmed up negotiations shall call out a
minimum of ten taps. Voted.unanimous.
Mayor George Kreeger appointed the following committee to negotiate complaints
and. set up procedure for collection of all outstanding paving assessments:
Finance Chairman J. B. Ables, City Attorney G. C. Ingram, and. City Clerk L. W.
Charles.
Council set Friday May 6th 6:30 o'clock P. M. to meet at City Hall for the
purpose -of setting a date for City Manager Referendum to be held within thirty days
from date of the call for election.

(1) Referred to G. Conley Ingram a recommendation to change the name of Cobb Farm
Road.to Woodlawn Drive.
(2) Authorized. all Department Heads to attend a-9:00 A. M. meeting May 3rd for the
purpose of coordinating "National Civil Defense Alert" scheduled at 1:00 P. M.
May 3, 1960.
(3) Set a meeting to be held at City Hall Wednesday May 4 at 6:30 P. M. to re-
negotiate Creatwood Forest Unit No. 1 sewerage facilities by reason of excess
depth and. rock. Meeting scheduled.to have in attendance: T. J. Northcutt,
W. B. Sanders, Sam Hensley, R. J. Austin, and. G. W. Kreeger.
(4) In the absence of a budget covering tax assessor position, council voted six
to one to retain a full time tax assessor through 1960, said position to be
filled by Finance Chairman and actual salary costs spread by department, April
through December, 1960. R. J. Austin seconded the above motion made by H. E.
Ingram. In the vote, J. B. Ables abstained.
(5) Chairman of the City of Smyrna Safety Council, R. J. McCurry, read.reports
calling out hazards submitted from Streets, Construction, Police, and Sani-
tation Departments. Council directed the Sanitary Department to report all dog
bite cases to police and to send letters to home owners stating all pick-ups
would cease pending corrective action.
(6) Dangerous holes in area of Cobb Farm Road reported.by H. E. Ingram were referr-
ed to Mr. Sam Hensley.
(7) Discussion of R. J. Austin and. W. L. Keck regarding salary increase was deferred.
for study of finalized wage scale.
(8) Discussion regarding the J. W. Boone property on South Cobb Drive, 'row in de-
velopment for a shopping area' resulted in a request by council to submit re-
cords to City Hall to substantiate the zoning claimed or cease operations.
MEMO: On May 3, 1960, Mr. J. W. Boone was contacted.in person by City Clerk,
and he stated. he would submit application requesting zoning to commercial
through accepted zoning procedure.
(9) Minutes of the meetings held by Mayor and Council month of April, 1960 were
read by G. Conley Ingram, L. W. Charles, and R. J. McCurry, and upon motion
by R. J. McCurry were accepted. as read..
