04-23-1958 Special Meeting7 April 23, 1958 SPECIAL MEETING Mayor J. M. Gibson's letter dated April 21, 1958, addressed to all Councilmen, called out a special meeting be held at City Hall, April 23, 1958s 7:00 P. M. This meeting was called to order as scheduled, Mayor J. M. Gibson presiding with the following Council- men present: J. B. Ables, J. V. Brooks, L. C. Dodd, G. W. Kreeger, J, B. Rhodes, W. B. Sanders and R. H. Wood. .This special meeting was the result of prior council discussion on second quarter appropriation as prepared and presented by Finance Chairman L. C. Dodd during meeting of Mayor and Council April 19,1958- On this date Mayor J. M. Gibson requested all council members to de- vote the time and research to provide additional revenue through the mid -year period. Most of the time absorbed by Council during the three hour session did not produce positive income, however discussion on the following Items shall become a part of the minutes: (a) Reduction of overhead costs through consolidation of functions and responsibilities. (b) Economy in the use of manpower. (c) Maintain inventory records covering all materials and rigid controls on purchases. (d) Discussion of a Sewer Service Tax and scale of proposed rates. (e) Negotiate a lower rate on water purchased and maintain ade- quate controls on water consumption. (f) Delegate the work load so that every job is manned by men capable of their assignment. (g) Delegate authority through supervision to apply disciplinary action on excess absenteeism, tardiness and failure to give eight hours work for eight hours pay. _ Action by Council.resulted when Councilmen J.-B. Rhodes recommend- ed this Council adopt an ordinance as follows: BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF SMYRNA AND IT IS HEREBY ORDAINED BY POWER AND AUTHORITY OF. SAME AS FOLLOWS: ORDINANCE Section One That the present rate of thirteen (13) mills shall be increased to seventeen (17) mills for the calendar year of 1958 and succeeding years thereafter; two mills (2) of which shall be set aside for bond- ed indebtness. Section Two That a sewer tax shall be assessed and collected in equal amounts twice yearly. The first installment shall be due prior to June 30th and delinquent thereafter; the second installment shall be due December 31st and delinquent thereafter and that F1 Fas and penalties allowable by law shall be assessed on and after these delinquent dates. Section Three It is further ordained that Sewer Tax rates shall be computed on a graduated scale from a minimum charge of fifty cents ($.50) per month to a maximum of six -dollars, fifty cents ($6.50) per month. Motioned by J. B. Rhodes, seconded by G. W. Kreeger to adopt the ordinance as read.' Toe vote was unanimous. 5 Continuation April 23, 1958 There being no further action by Council, L. C.
