The regular meeting of the Mayor and Council was held September 6,
1955 at the City Hall at 7:45 P.M. Mayor James E. Quarles presiding
with the following Councilmen present: N. E. Brenner, John S. Collier,
Jean E. Johnson, V. R. Siddall.and A. M. Poston.
Motion N. F. Brenner seconded A. M. Poston to adopt minutes as read.
Voted unanimous.
J. D. Daniel of 281 Bank Street requested petition to be drawn for
sidewalk and curb and gutter on Bank Street from Guthrie to King Street,
H. G. Poss of Zee Street requested yellow curb be removed from in
front of his building at 274 West Spring Street.
Motion N. F. Brenner seconded V.R. Siddall that H. G. Poss request
for .removal of yellow curb be referred to Street Committee. Voted
unanimous.
E. W. Chastain, Sr. requested rezoning of his property on the south
side of Corn Road next to railroad.
potion N. F. Brenner seconded John S.4Collier that a hearing be set
for Wednesday, September 21, 19550 7130 P.M. to hear cause why the
property of E. W. Chastain, Sr. should not be rezongd from residential
to industrial. Voted unanimous. -
Motion N. F. Brenner seconded by Jean E. Johnson that the Ordinance
_introducbd at the August 9, 1955 meeting authorizing the paving of
Stephens Street from Davis to Mann Street be adopted. Voted unanimous.
Motion V. R. SiddalT seconded A. TA. Poston that t he property located
at the south east corner of Stephens and Mann Street be -exempted
from any inprovement .assessment of any bind on Stephens Street.
Voted unanimous.
Motion by Councilman N. E. Brenner, seconded by Councilman John S.
Collier that the following resolution and ordinance be adopted.
Be it ordained by the Mayor and Council of the City and•it is hereby
ordained by the Authority of same:
That .pursuant to authority contained in Section 9 of the Charter of
the City that Arthur T. Bacon, Richard S. Wilcox, Charles Wright, and
alternate Ray Donaldson be named designated, constituted and appointed
as the three registrars of said City to serve a term of one year, and
until their successors are duly chosen and qualified.
That said registrars shall examine the registration books of City and
purge from same names of all persons not qualified to vote in the
Municipal election of sAid City such qualification being.set forth in
detail in the Charter of the City.

That on, or before the hour fixed for the commencing of the bond
election of said City to be held on September 24, 1955, said registrars
shall furnish to the managers duly selected to hold such election
three certified lists of the qualified voters of the city, eligible
to vote in said election.
That said registrars shall be eltitled to a compensation of Twenty
($20.00) dollars each for certifying the lists of qualified voters
-for each election held in the City. Voted unanimous.

Upon motion by Councilman Brenner seconded"by•Councilman John S. Collier
that the following three people be appointed as election nagers
for the bond election of said City to be held September 2 , 1955.
Robert J. Austin, Ed. G. ''llis , and Adolrh F. Krueger wit Andy Dowd
as altem ate, all free holders in said town. Said managers shall be
paid the sum of Twenty ($20.0.0) dollars each for serving as election
managers. Voted unanimous.
Motion N. E. Brenner seconded A. M. Poston that Mr. Earnest Jones
be sent to the Tax Assessors Short Course at the _University of Georgia
at a cost of $30.00. Voted unanimous.

City Engineer was requested to check problem of Milton Brown on ,
Trailwood Drive.
City Engineer to cooperate with the Pastor of the Second Baptist
Church and to help them on the storm sewers and drainage problem
and report back.
Motion N. E..Brenner seconded Jean E. Johnson that the property owned
by Cobb County School Board and known as the Belmont Hills School
and Brown Elementary School designated on plat submitted adjoining
existing city limits, City of Smyrna be on application of Cobb County
School Board accepted -in City df Smyrna. Copy of ordinance and
said plat attached to these minutes and made a part thereof. Voted
unanimous.
City Attorney discuss with Mayor and Council the problem of J. A.
Bradshaw on Powder Spring Street.
Mr. Earnest Jones reported that the tax.digest.would run approximately
$6,370,832.00'and increase over 1954 digest of $1,443,877.00.
Motion N. E. Brenner seconded by John S. Collier that the Mayor.be
duthorized to sign letter to The Federal Loan Association, Washington
D. C. Copy of said letter attached to these minutes and made a part
thereof., Voted unanimous.
Motion John S. Collier seconded N. E. Brenner that Council converse -
on September 26, 1955-to certify election r5turns. Voted unanimous:

unanimous.
