07-07-1956 Special Meeting286 A Special meeting of Mayor and Council was held on July 7, 1956,. at 8 P.M. at the City Haill with Mayor James E. Quarles presiding and the.following Councilmen present: A. V. Bolton, J. Z. Johnson, J. G. White, 3mmibx R. H. Wood, and Murray Sonenberg,* Motion R, H. Wood, seconded Murray Sonenberg that the Parks and Building Committee be authorized to spend aneamount not to exceed $5,000.00 to erect building on city property with city to retain title to building to house the Clinton Reed Health Center Said $5,000. to be and expend - attire -of the 'Building Improvement Bond Pund. Voted unanimous. Motion J. E. Johnson, seconded A. V. Bolton that the curfew on,using water be lifted. Voted unanimous, Motion A. V, Bolton, seconded J. E. Johnson that 8 chairs and cushions -be purchased at a eost not to exceed $35,00 per chair, for coucil room. Motion R. H. Wood, sedonded J. G. White that the Parks and Building c Committee be authorized to erect around that part of the disposal plant that is necessary, a 61 high fence with two strands of barb wire on top to be paid from the Water and Sewerage Extention fund. Wood s SUGGESTED CITY ORDINANCE REL.`.,TIVE TO C \ \ CIVIL DEFENSE AND DISASTER RELIED' SECTION I CIVIL DEFENSE As used in this ordinance the terijh Civil Defense shall include -measures Necessary to provide for the mobilization, organization, and directio�i of civilian populace and necessary support agencies to prevent or ininimize the effects of fire, flood, storm, earthquake and epidemic as well as the effects of enemy or subversive activities directed against the populace, communities, industrial plants, facili- ties and other installations. SECTION 3 COUNCIL OF DEFENSE POWERS AND DUTIES It shall be the duty of the Cou...cil of Defense and it is is hereby empowered; a. To develop a city civil defeAse plan. This plan shalt prop: ide for the effecti\;e icnobilization of all the resources of the city, both private and public. b. Others (as determined locally) SECTION 4 CIVIL DEFENSE DIRECTOR It is hereby created the office of the Civil Defense Director. Such officer shall be appointed by Vhe Mayor. To require and direct cooperation of officials in the preparation aid implementation of civ' 1 defense plans. c. During Periods of emergency to direct the services of any city officers or employees. d. During periods of emergency to botain vital supplies and equipment lacking, needed for the protection of life and property of people acid bind the city for the value taereof and if required imme- diately, requisition same. SECTION 5 CIVIL DEFENSE CORPS GENERAL Officers and employees of the city of A ,� / with volunteer forces enrolled to aid them during an erner;ency and all groups, organizations and persons who make the /agreements on ope- ration of law be charged with duties necessary for the protection of the life and property in tree city of Atlanta, during such an emergency shall constitute the Civil Defense Corps. SECTION 6 DIVISIONS' OF THE CIVIL DEFENSE CORPS The functions and duties of the '_ An r n Civil defe ise Corps shalt be distributed ainong the dlvisiolis as listed below. Each division to be under the direction of a Chief and Deputy Chief ap- poi:ited by the Council of Defense. The Chief of Divisions will in- clude public officials such as sheriffs, chiefs of police and fire de- partments, and heads of agencies dealing wit' a transportation, coiinmunications, and other sulidry services as well as private 'business men who through their profession, knowledge and experience are par- ticularly qualified to head divisions requiring specialized knowledge and experience. The divisions are established as follows: Law Enforcement Division Fire Services Division Transportation Divisioa Medical and Health Division Communications Division Welfare Division Information and Education Division (Others as determined Locally) SECTION 7 VOLUNTEERS -2- ,• ti All persons other than officers and employees of Vne city volun- teerinc, in service pursuant to the defense of this ordinance shall serve without compensation. Unite engag ed in such service they shall have the sai�ie i:limunities as persons and employees of the city performing similar duties. SECTION 8 It shall be a misdemeanor punishable by fine, not to exceed $500.00, and by imprisonment, not to exceed 6 months, or 'both, during an emergency: a. To wilfull-T obstruct, hinder, or delay any member of the Civil Defense Corps, any enforcement of any lawful rule or regulation issued. pursuant to this ordinance or in the performance of any duty imposed upon Min by the virtue of this ordinance. b,' To do any act forbidden by any lawful rules or regulatio_z issued pursuant to this ordinance if such act is of such a nature as to give assistance to the enemy or to imperil the life or property of any inhabitant of this city or to prevent, hinder or delay the defense or protection thereof. c. To wear or carry or display without authority any mark or identification specified by the Countil of Defense. SECTION 9 This ordinance is hereby declared to be an emergency measure necessary for the immediate preservation of public business, health, and safety and it shall tame effect immediately. A complete and adequate Civil Defense 'plan will be formulated at once by the Council of Defense.
