Siddall Councilman: Jean R. Johnson Councilman: A, M. Poston Continuation of the regular meeting was held May 23, 1955, 8:00 PM . at the City Hall. Mayor ames E. Quarles presiding with the following Councilmen present: U. E. Brenner, John S. Collier, A. 'I.T. Poston, Jean E. Johnson_]and•.V.'-R dZIddall. Meeting was called to carder by the Mayor. Minutes of the April meetings read. Motion Jean E. Johnson seconded•by John S. Collier to adopt minutes as read. Mr. Polo Medlin of Smyrna Taxi Company requested that taxies be allowed to collect five (5) cents per package, above the regular fare, for delivering groceries. Referred to Police Committee to make recommendation. J. Wyndell Bradfield petitioned Mayor and Council for a ruling on whether his vacant lot'on the south side of Stephens Street adjoining W. L. Westbrooks property was inside the city limit. -Also requested the paving with curb and gutter the street fronting on his property. City Engineer Thomas was instructed to run survey and see if property is inside City Limit, if so then written petition signed by majority of property owners requesting paving with curb and gutter would next be in order. Tarr. Bill Avery requested that the surface water problem at the inter- section of Valley Drive and McCauley Road be investigated and relief given. Pro and cons were given by the following citizens concerning the dog lease law which is before Council for action. Mr. & Mrs. R.C. Conway, Mrs. M.E. Parson, Geo. McEntyre, R. S. Wilcox, Bill Avery, A. V . Bolton and Gary Beach. Letter of appreciation for helping .with theirL ° parking lot read from the First Methodist Church. Letter from Dr. J. E. Lester - County Health Commissioner read concerning the east side imhoff tank. Mayor Quarles reported letter had been answered and the imhoff tank in good working order at this time. . Letters of application from Robert Lee Cornett and L. E. Wallis . -for jobs with city read and as their were no openings at this time, applications were filed. Motion A. M. Poston seconded by N.E. Brenner that the City Attorney be authorized to draw up ordinance establishing a Civil Defense Authority in Smyrna. Voted unanimous. Mrs. Curtis Williams of 714 Benmac Road requested her property be zoned for business. Referred to Planning and Zoning Committee. Finance report read by John S. Collier. 225 Y otion John S. Collier seconded by Jean E. Johnson that four thousand dollars (d'41000.00) be transferred to the General Fund. Two thousand ($2,000.00 ) from Nater Revenue; and two thousand (6y2,000.00) from the Construction Fund. Voted unanimous. ldotion by John S. Collier that the following raises in salary be given: Forest Bedford -from 1.10 to 1.20 ner hr. . John "dooten-from 1.00 to 1.10 per hr..R:D. DeBoard frorr. 1.00 to 1.1.0 per hr W.E. Ridgley from ""55. to w60. per wk..G.L. Hood' from w60 to •;",65 per wk. Seconded by N. E. Frenner. Motion by V. R. Siddall that he would like to see motion tabled. Votin- on original motion for: Collier, Brenner, Poston and Johnson. Against: Siddall. Chairman of Fire Co-mittee Collier presented a schedule of pay scale for the Fire Department, attached to these minutes and made a part thereof. Potion A.M. Poston seconded Jean E'. Johnson to adopt the following vacation schedule: Employees who have been regularly employed twelve (12) months will be given 1 week vacation with nay, Employees who have been re ;ular y employed for tvrer_ty-four (24) months will be given 2 weeks vacation with pay. Vacations must be approved by head of Department. Regularly employed is constructed to mean service uninterrupted and on full tirr_e basis. Voted unanimous. At'Lention was called to the bad condition of the construction trucks. City Engineer requested to j,;et bids on two (2) ton trucks and referred to NatFr & Sewerage Committee. Mr. vancy Mitchell representing Smyrna Land Company of the Chaney Wood13 Subdivision requested help in laying Sevier pipe to #a'_e care of surface `cater on Bank Street also that t'ae C ty pave 525 feet i" they would pave Bank Street 32 feet wide in their subdivision. Water Service for Woodland Subdivision to be 75¢ per foot and 075. per meter. Potion N.E. Brenner, seconded John S. Collier that the property of J.Y. 7lootten, Jaynes 'Mines, and J.T.
