05-15-1956 Regular MeetingP 277 0 The regular meeting of Mayor and Council was held May 15, 1956, at 8 P. M. at the City Hall. Mayor James E. Quarles presiding with the following Councilmen present: A. V. Bolton, N..E..Brenner, J.-G. White and R. H. Wood. Minutes of the meeting held in March and April read. Motion N. E. Brenner, seconded A. V. Bolton, to adopt minutes as corrected, Mayor Quarles gave oath of office to J. G. White, who was appointed to fill the vacancy in Ward #1. Mr. Reed McCollum of Bank.. Street, requested sewerage for his house, Arthur Bacon'and'Mrs. Grace Evans... Mayor Quarles stated,that sewerage was now available to the upstairs ,but not the basement of the three houses. Referred to Water & Sewerage Committee, with Engineer Presley to check possibility of,serving these houses. Mr. A. Q.-McLain of Stephens Street, requested that somthing be done to take care of the surface water from the school house and keep it on their side of the street. Mr. Don Cain requested permission to use the east end of the* storage barn at Belmont Hills to hold Boy Scout meetings for the troup, sponsored by the Chaney Woods Civic Club. Motion N. E. Brenner, seconded A, V. Bolton, to grant permission to Don Cain to hold Boy Scout meetings in the east end of the storage barn at Belmont Hills. Voted unanimous. Mayor Quarles reported that it is possible that somthing could be done to do away with the imhoff tank on the east side of town and give sewerage to Quarles, Wills and S. Atlanta Street. Engineer Presley said it would take 5 to 6 months before it could be put in. Mr. Fortner, of Dell Avenue, requested price of curb, gutter and re- surfacing on his street, so petition could be drawn up and signatures requested. Mayor Quarles stated that the price for curb and gutter' and resurfacing could be given but the price for storm sewer, which is included in curb and gutter price,..would vary with location. Engineer Presley would check Dell. Avenue west from Evelyn' Street to McLinden, within, the next 10 days. Mr. E. L. Rankin's appeal, on dicision handed down .by Recorder's Court on charge of reckless driving and failing to stop for officer, wa's opened. Testimony was given by officer M.- L. Robinson and Norman Castile, arresting officers in the case; also statement by Mr. Rankin. Motion N. E. Brenner, seconded R. H. wood, that the dicision of the Recorder's Court be revised. Voted unanimous. As all persons had not been notified of the request of C. V. Reeves, of 573 McLinden,tto rezone his property, said hearing was postponed until Tuesday, May 22nd. All property owners to be notified by mail. Mayor Quarles reported that all standing committies to remain as- they are, with J. G. White filling in J. S. Collier's position and serve as the fourth member on Parks and Building Committee,. Motion N. E Brenner, seconded R. H. Wood that Mr. Arnold Constable's request to collect water bills at the Home & Hobby Shop, in Belmont Hills Shopping Center, be granted at no expense to city. Voted unanimous. Motion N. E. Brenner, seconded A. V Bolton, that the plat for new street lights be accepted for lights needed on Pinedale and Oakview, with P3nehuist substituted for Oakdale Drive. Voted unanimous. Motion A. V. Bolton, seconded, R. H. Wood, that the street lights in Chaney Woods be approved as plated. Voted unanimous. Mayor Quarles appointed Lou Schreibman, Director of Civil Defense, with Bud Clary as CB -Director. 278 Letter from citizens on Rita Way, concerning the poor paving on their street and curb.falling in. MptiRn A. V j. Bolton,. seconded R., H.. Wood, that, the scedule_ for traffic bonds be accepted as presented. Said scedule attached to and made a part thereof these minutes. Voted unanimous... Motion J. G. White, seconded R. H. Wood, to adopt,ordinance.on placing trees, shrubs and signs as read by Mayor Quarles: Copy of said ordinance attached to these minutes and made a part thereof. Voted unanimous. Motion J. G. White, seconded A. V. Bolton, that the redommendation of the Police Committee be accepted to purchase boots, hats and coats for Policemen, at a maximum cost of 025.00.per man. Voted unanimous. Motion N. E. Brenner, seconded J. G. White, to refer to Parks and Build- ing Committee, the immediate need of fence around the Old Disposal plant. Voted unanimous. Motion R. H., Wood, seconded A. V. Bolton, to accept the contract with Paddock Pools Company, Incorporated for the construction of a swimming pool and deck on Church Road at &..cost of $25,580.00. Voted Unanimous. Motion N. E. Brenner, seconded A.. V. Bolton, that the property located on the north side of Northview Place, adjoin ing`exis"tiing' City Limitsc-,of City of Smyrna, be, on application of K.:-C and Ethel C. Edge, accepted into City of Smyrna. Voted unanimous. Mayor Quarles read letters and- telegrams received by City on, their record of 20 years without a traffic fatality. Motion A.. V.
