The regular meeting of the Mayor and Council was held May 2nd, 1955
at the City Hall at 7:45 PM. Mayor James E. 'Quarles presiding -.with
the following Councilmen present: N.E. Brenner, John S. Collier,
Jean E. Johnson, A. M. Poston and V. R. Siddall,
A Gavel and Block was presented to Council from Mr. W. A. Gresh.
Petition presented to Council by Mr. R. E. Ellison, Frances Drive
requesting that an ordinance be enacted providing that all dog owners
be required to fence in their dogs and when not so to be on a lease.
Mayor Quarles referred said petition to Police Committee to be
referred back 6t next regular meeting.
Mr. V. G. Blakney, lst Vice President of the Smyrna Chamber of Commerce
requested assistance from the City in the amount of 75% of their
t35.00 per month rent at their present location on N. Atlanta Street.
E. H. McDonald, 210 Grady Street requested ruling on whether or not
his house is.legally inside City Limit of Smyrna.
Mrs. Mary Prather requested Water Service in the last half of
Woodland Subdivision, Spring Street. Request referred to Water &
Sewerage Committee.
Hearing was held on the construction of curb and gutter of Walker
Court. No action taken at this time.
Hearing was held on the construction of curb and gutter of Ridgecrest Rd.
Mr. 0. B. Lowe, 538 Pinedale Drive presented petition requesting that
the, petition now before Mayor and Council requesting that curb and
gutter be installed on Ridgecrest Road be null and void. Mayor Quarles
assured everyone that said charged petition would be withdrawn and
that no action would be taken until petition could be presented that
was agreeabl�. . .
Hearing was held on the construction of curb and gutter of Sharon
Circle. No action was taken at this time.
Hearing was held on the construction of curb. and gutter .of Whitf-.ield
Street. No action taken at this time.
Hearing was held on the construction of curb and gutter of Walker
Street. No action was taken a,t this time.
Hearing was held on the construction of curb and gutter of Sanford
Road. No action taken at this time.
Meeting recessed ten minutes.
City Attorney Willingham arrived.
Mayor Quarles called meeting back to order.
City Superintendent C.R. Thomas recommended a raise in salary for
the following men:
Forest Bedford -from 1.10 to 1.20 per hr.
John Wooten -from 1.00 to 1.10 per hr.R.J. DeBoard from 1.00 to 1.10 pr hr
W.E. Ridgley. from $55 to $60 per wk.G.L. Hood from OV60 to $65 per-wk.
Motion N.F'; Brenner seconded V.R. Siddall to turn over to the
Finance Committee all raises and to report back. Voted unanimous.
Motion N.E. Brenner seconded A.M. Poston that we purcliase Adams patrol
from R.D. Adams for $3,000.00 cash. $2004.00 to be paid from Construction
Fund, and $100p.00 from General Fund. Voted unanimous.
Motion N.E. Brenner seconded A.M. Poston to continue meeting May 16, 1955
at 7:45'Pm. Voted unanimous.

Continuation of the regular meeting was held May 23, 1955, 8:00 PM .
at the City Hall. Mayor ames E. Quarles presiding with the following
Councilmen present: U. E. Brenner, John S. Collier, A. 'I.T. Poston,

Meeting was called to carder by the Mayor.
Minutes of the April meetings read.
Motion Jean E. Johnson seconded•by John S. Collier to adopt minutes
as read.
Mr. Polo Medlin of Smyrna Taxi Company requested that taxies be allowed
to collect five (5) cents per package, above the regular fare, for
delivering groceries. Referred to Police Committee to make recommendation.
J. Wyndell Bradfield petitioned Mayor and Council for a ruling on
whether his vacant lot'on the south side of Stephens Street adjoining
W. L. Westbrooks property was inside the city limit. -Also requested
the paving with curb and gutter the street fronting on his property.
City Engineer Thomas was instructed to run survey and see if property
is inside City Limit, if so then written petition signed by majority of
property owners requesting paving with curb and gutter would next
be in order.
Tarr. Bill Avery requested that the surface water problem at the inter-
section of Valley Drive and McCauley Road be investigated and relief
given.
Pro and cons were given by the following citizens concerning the
dog lease law which is before Council for action. Mr. & Mrs. R.C.
Conway, Mrs. M.E. Parson, Geo. McEntyre, R. S. Wilcox, Bill Avery,
A. V . Bolton and Gary Beach.
Letter of appreciation for helping .with theirL ° parking lot read from
the First Methodist Church.
Letter from Dr. J. E. Lester - County Health Commissioner read
concerning the east side imhoff tank. Mayor Quarles reported letter
had been answered and the imhoff tank in good working order at this
time. .
Letters of application from Robert Lee Cornett and L. E. Wallis . -for
jobs with city read and as their were no openings at this time,
applications were filed.
Motion A. M. Poston seconded by N.E. Brenner that the City Attorney
be authorized to draw up ordinance establishing a Civil Defense
Authority in Smyrna. Voted unanimous.
Mrs. Curtis Williams of 714 Benmac Road requested her property be
zoned for business. Referred to Planning and Zoning Committee.
