The regular meeting of Mayor and Council was held April 4,.1955
1 at 7:45 PM at the City Hall. Mayor James E. Quarles presiding
with the following Councilmen present; N. E. Brenner, John S.
Collier, A. M. Poston, V. R. Siddall and incoming Jean E. Johnson.
Minutes of March meeting re d`
Motion by N. E. Brenner seconded by V. R. Siddall that the minutes -
be adopted as read. -Voted unanimous.
Mayor Quarles congratulated Jean Earl Johnson upon being appointed
to council and was given the oath of office.
Mr. Harold Schilling, Chairman of the Cobb County Planning &
Zoning Board gave a resume of the work accomplished and requested
payment of $1250.00 the balance due from City of Srgyrna.
Mr. A. H. Klingensmith representing the Mi-Co-Parking Meter Company
reported he had made a traffic count of our street and the benefits
that could be derived from Parking Meters.
Mrs. Catharine Thoroman, Chairman of the Civil Defense Committee of
the Young Matronts Service Le*ague presented a resolution requesting
action be taken for a Civil Defense program in the City of Smyrna.
Mrs. Charles Clackum Jr. requested water service at the intersections
of King Spring Rd. and South Cobb Drive.
Mr. H. G. Poss requested relief from the water turned on his property
by the grading of McCauley Road and improper surf ace water sewers
being installed. Mayor Quarles requested that Mr. Watts check back
With Mr. Ben Wooten and see if they could get county to remedy situation.
Mayor Quarles nad'e adjustments on his Committees. Copy hereto
attached to these minutes and made a part thereof.
Mayor Quarles recommended that M. J. Clary, A. S. Dowd*, Louis
Schreibman be nominated t'o*serve as the directors of Civil Defense
for Smyrna with the appointments to be made by Gov. Griffin.

Motion by Jean Johnson seconded V. R. Siddall that the following
resolution be adopted addressed to The Cobb County Commission:
Whereas one of our local citizens has magnanimously offered to
the• county ,site in the City of Smyrna for a location for a Court
House with amply acreage and free parking and highly accessibility
to all parts of the county.

Whereas the City of Smyrna is abundantly blessed with many out-
standing qualities the least of which is progressive nature.
Be it resolved of the Mayor and Council inform the County Commission
that they endorse, invite and suggest the Court House be moved to
the proper place in the County in the City of Smyrna, Voted unanimous.

Counc;loran Collier read Finance report for the month of March.
Councilman Collier recommended that two or three men be cut off
the Police Department and a cut in the Fire Department Pnployees
to held curtail expenses. That street repairs be discontinued
unless necessary.
Finance Committee reported that they had decided against a raise
at this time for Mrs. Melvin.
Councilman Collier reported that the apprentice for the Volunteer
Fire Department would be eligable for Group Insurance provided that'
are paid $5.34 per month which is the cost of the insurance,

but advised against it at present time.
Attention was called to Fire Chief Thomas monthly report.
Councilman Sidd-all said the street department, would lay off one man if
sanitary department would lay off two men.
Councilman Siddall reported on Parks & Buildings Committee meeting held.
Motion V. R. Siddall seconded Jean Johnson that the City accept the
nine (9) acres offered by Bill Ward for a Park and authorize City
Attorney to draw up deed. Voted unanimous.
Councilman Siddall gave report on reet and Sidewalks Committee
meeting held. 0
Motion V. R. Siddall, seconded A. M. Poston that where a property owners
living on a -corner lot that he pay full price for improvements on
front -sections and that he should be given a credit of 50 ft. for
any improvement taken on side section. Voted unanimous..

An ordinance was introduced by V. R. Siddall seconded by A. M. Poston
providing that Walker Court between Walker Street and Spring Street
be improved by the construction on each side with a concrete curb and
gutter. Copy of said ordinances.attached to these minutes and made
a part thereof.
Move for adoption of Section 6 and 7 of ordinance for construction of
concrete, curb and gutter of Walker Court t by V. R. Siddall and seconded
by A. M. Poston. Voted unanimous._
An Ordinance was introduced by V. R. Siddall seconded by A. M. Poston
providing that ShRr-..on circle be improved by the construction on each
side with a concrete curb and gutter, Copy of said Ordinance attached
to these minutes and jmade a part thereof.

An Ordinance was introduced by V. R. Siddall seconded by A. M. Poston

be improved by the construction on each side with a concrete curb and
gutter. Copy of said ordinance attached -to these minutes and made
a part thereof.
Move for adoption of Section 6 and 7 of ordinance for construction, of
concrete curb, and gutter of Sanford Road by V. R. Siddall and Seconded
by A. M. Poston. Voted unanimous.
An Ordinance was introduced by V. R. Siddall seconded by A. M. Poston
providing that between Roswell Street and City Limit
Line be improved by the construction on each side with a concrete curb
and gutter. Copy of said ordinance attached to these minutes and

Motion for adoption of Section. 6 and 7 of ordinance for construction
of concrete curb and gutter of Whitfield Street",by-V. R Siddall and
seconded by A. M. Poston. Voted unanimous.
.An Ordinance was introduced by V. R. Siddall, seconded by A. M. Poston
providing that R,idg-ecrest Road between Concord Road and South"Cobb
77 Drive be improved by4the.construction on each side with a concrete _

Move for adoption of Section 6 and 7 of Ordinance for construction of
concrete curb and gutter of Ridgecrest Road by V. R. Siddall and
seconded by A. M. Poston. Voted unanimous.
Motion N. E. Brenner seconded John S. Collier that water service be
given to Brookwood Subdivision for .75 per foot. Voted unanimous.
Motion by N. E. Brenner seconded Jean Johnson to accept L. F. Watts
resignation as City Superintendent effective April 8, 1955. Voted unanimous
Motion N. E. Brenner seconded John S. Collier that water service'be,given
on Green Acrea.Road at .75 per foot. Voted unanimous.
Motion N. F. Brenner seconded by A. M. Poston that water service
be given Sherwood Road for .75 per foot in advance. Voted unanimous.
Motion N. E. Brenner seconded John S. Collier that we furnish
sewerage for Brookwood Subdivision at the prevailing rate of
150.00 per tap. . • 11
City Attorney Willingham recommended that we issue business license
to Jewell Tea Company for$,75 for- 1955.
Motion A. M. Poston seconded"John S. Collier that we issue business
license to Jewell Tea Company for $75 for 1955. Voted unanimous.
Motion N. E.Brenner seconded by A. M. Poston that we give water
service to Cheney Woods. Voted unanimous.
Motion N. E. Brenner seconded John Collier to continue meeting
Monday night 8:00 PM, April 11, 1955. Voted unanimous.

NOTICE OF INTRODUCTION AND PENDENCY OF ORDINANCE
BEFORE THE MAYOR AND M UNCIL OF THE CITY OF SVIRNA
AUTHORIZING THE IMPROVEMENT OF SANFORD ROAD IN SAID
CITY BY THE CONSTRUCTION ON EACH SIDE THEREOF OF
CONCRETE CURB AND GUTTER
GEORGIA, COBB COUNTY:
TO WHOM IT MAY CONCERN:
Notice is hereby given:
1. That at a regular meeting of the Mayor and Council of the City of
Smyrna, held at seven -forty-five o'clock P. M. on Monday, April 4, 1955, at
the City Hall, an ordinance was introduced by Councilman V. R. Siddall and
seconded by Councilman A. M. Poston, providing that Sanford Road in the City
of Smyrna shall.be improved by the construction on each side thereof of con-
crete curb and gutter.
2. That the street proposed to be improved in said ordinance is San-
ford Roao in the City of Smyrna. Said proposed ordinance provides that Sanford
Road, being a distance of 910 lineal feet from the northern intersection of
Sanford Road with Powder Springs Street in the City of Smyrna, to the southern
intersection of Sanford Road with Bank Street in the City of Smyrna, be improved
by the construction on each side thereof of concrete curb and gutter.
3. That said proposed ordinance provides that Sanford Road in said
City, as above described, be improved by the construction on each side thereof
of concrete curb and gutter; said curb and.gutter to be what is known as roll
type curb and gutter.
4. That the estimated cost per front foot to the abutting property
owners for such contemplated improvements as above described is $1.10 per front
foot of the property in the City of Smyrna abutting on Sanford Road on the east
and west sides thereof.
5. That if such contemplated improvements as herein described are
erected all persons owning property on the aforesaid designated Sanford Road
in said City shall be subject to a prorata assessment of the cost of said
improvements against their properties.
6. That all persons owning property fronting or abutting on said street
in the City of Smyrna, and all other persons interested in any way in subject
matter are hereby notified and directed to appear at a meeting of the Mayor and
Council of the City of Smyrna, to be held on the 2nd day of May, 1955, at seven -
forty -five otclock P. M. in the City Hall of said City, then and there to make
any objections that they may desire to urge against the passage of the proposed
ordinance herein described, copy of which is attached and made a part hereof.
