01-09-1956 Regular Meeting256 The regular meeting -of the Mayor and Council was held at the,'City Hall January,9, 1956, 7:45 P.M. Mayor James E. Quarles called the meeting to order, with the following Councilmen present, N.E. Brenner, Jean E. Johnson, and A.M. Poston. Minutes read. Motion by A.M. Poston, seconded by N.E. Brenner that the minutes be approved as corrected. Mayor Quarles expressed his appreciation to the members of Council " f or their cooperation duringthe past year. Judge James Manning gave oath of office to James E. Quarles as Mayor, N.E. Brenner, Councilman at Large, R.H. Wood, Councilman Ward # 3 D.M. Scarborough, Councilman Ward # 4, A.V. Bolton, Councilman Ward # 5,'and J.E. Johnson, Councilman Ward # 6 Captain,�•D-�� sted water service for the Christian Church located on Church Street just east of South Cobb Dr. Water Committee to make survey and rep6rt back Jan. 16. ' Mayor Quarles recommended that Mrs. Baldwin be retained as City Clerk for &956. Motion by J.E. Johnson, seconded by N.F. Brenner that Mrs. Baldwin - ' be hired as City Clerk for 1956 w sa ary o stay the same` q until next meeting. Voted unanimous, Oath of office given clerk by Mayor Quarles. Mayor Quarles recommended that T. Paul Epps be the Chief of Police for the Coming year. o • , Motion J.E. Johnson, seconded by N.E. Brenner that T. Paul Epps be appointed Chief of Police for the City of Smyrna. Voted unanimous Oath of Office given T. Paul Epps, Chief of Police by Mayor Vjuarles. Mayor Quarles recommended P.A. Bond as Fire Chief. Motion by R.H. Wood, seconded by A.V. Bolton that P.A. Bond be 11.4 appointed Fire Chief for the City of Smyrna, Voted unanimous. 11 Oath of office given Fire Chief Bond by Mayor Quarles. Mayor Quarles recommended John B. Kelley as Recorder. Motion by A.V. Bolton, seconded by J.E. Johnson that John B. Kelly be appointed as Recorder. Voted unanimous. Mayor Quarles recommended Harold S. Willingham as City Attorney. Motion by N.E'. Brenner, seconded by J.E. 11ohnson that Harold S. Willingham be appointed City Attorney for 1956. Voted unanimous. Mayor Quarles read letter of application `bf' W.L. Westbrooks and made recommendation that Westbrooks be appointed as plumbing ` Inspector. Motion by N.E. Brenner, seconded by D.M. Scarborough that W.L. Westbrooks be appointed as Plumbing Inspector for 1956. Voted unanimous. 1 Motion by R.H. Wood, seconded by,A.V. Bolton that Fred McRae be appointed Electrical Inspector for 1956. Voted unanimous. Mayor Quarles recommended that Kenneth Presley be rehired as City 1 Engineer. a Motion by D.M. Scarborough, seconded by N.E. Brenner that we rehire Kenneth Presley for City Engineer. Voted unanimous. Mayor Quarles recommended that H.L. Robinson, J.B. Bates, H.E. Brown, M.C. Tanner and R.D. Patterson be rehired as Policemen. • Motion by J.E. Johnson, seconded by A.V. Bolton that Robinson, Bates, Brown, Tanner, and Patterson be rehired as Policemen. Voted unanimous . ° Action withheld on appointment to Library Board. 1 J The General City Liability Insurance Policy referred to Insurance Committee to be referred back Jan. 16th. t Motion by J.E. Johnson, seconded by D.M. Scarborough that we continue serving the people on contract basis on a two (2) mile radius out- side city at a rate of $15.00 and $35.00 per b ld. for business, and a flat fee for service call of $25.00 for fire protection. Voted unanimous, Motion by A.V. Bolton, seconded by D.M. Scarborough that the City renew the existing beer license as they now stand for on and off the premicess, consumption at the prevailing rate of $100.00. All new applicants for beer license be screaned thru our Police Dept. and f•cr recommendation by Police Dept. to Council. Voted unanimous. Motion by A.V. Bolton, seconded by J.E. Johnson that the City Attorney be authorized to draw an ordinance to prohibit danding and selling beer in the same !.. > •R.H. Wood, recommended that we plan and prepair a regulation base ball field instead of one just for a pony league as more age groups would be able to play. Motion by J.E. Johnson, seconded by D.M. Scarbrough that N.E. Brenner ,,be nominated as Mayor Pro -tern as he was subject to the entire City. Voting for- Johnson, Scarborough, Bolton, and Wood. Abstaing Brenner. Motion by J.E. Johnson, seconded by D.M. Scarborough that the Chief of Police be Authorized to make survey and install stop signs where . needed. This covering app. 40 signs. Voted unanimous. Councilmen Johnson Called attention to the need of the following: Treadle Traffic light at Cherokee Rd. and Atlanta St. 'Relief to the Spring St.'hazard between railroad and traffic light. Cordinat.ing traffic light with the railroad stop signals. Pertition N.C.&St. L. Railroad for bells and light at Hawthorne St* cros' ing. Erect Street name plates. Motion by J.E. Johnson, seconded by N.E. Brenner that survey be made of the number of street name plates needed and repdrt back to Council. Voted unanimous. Motion by N.E. Brenner, seconded by J.E..Johnson'that the request of C.L. McCoy 260 Hickory Hill Dr. to zone his property for business hearing to be held Feb. 6th at the regular meeting. Voted unanimous. Motion by N.E. Brenner, seconded by J.E. Johnson that the property of Aldeup'Kieffer designated on plat submitted adjoing existing City limits ..City of Smyrna be on application of Aldeup Kieffer accepted in City of Smyrna. Copy of ordinance and said plat attached to these minutes and made a part thereof. Voted unanimous. Mr. Brenner Chairman of Planning and Zoning Committee reported that he met with Commissioner Rhollie.Ward and County Engineer Lawrence the other Saturday in reference to the type house that were being built 'adjacient to the City limits City of Smyr a without City consideration. They agreed to consider plan if submitted Tigher class housesin said , area surrounding City limits. n Mayor Quarles read letter requesting beer license by the Blue Bird Restaurant on N. Atlanta St. Referred to Police Committee. Motion by J.E. Johnson, seconded by A.V. Bolton that the expenditure of $299.00 be authorized to'erect pertition,install heat and'lights in foyer for Clerks office. Voted unanimous. Motion by N.E. Quarles presiding with the following Councilmen present: N.F. Brenner, A.V. Bolton John S. Collier, D.N. Scarborough, Murray Sonenberg, and R.H. Wood. Mayor Quarles gave oath of office to John S. Collier, Councilman Ward # 1, and Murray Sonenberg, Councilman Ward # 2. A lenghthy discussion was held on the Budget. A.V. Bolton requested it to go on record as wanting a new Police Car. Moti n D.M. , Scarbrough seconded N.E. Brenner that the unsightly and unsafe school bus body located at 446 Pinedale Dr. be turned over to City attorney for consideration. • Voted unanimous. John S. Collier recommended that the N=r be checked and provisions made for t�period of timea councilman was elected and took office. Motion by N.E. Brenner as chairman of Water and Sewerage Committees - seconded by D.M. Scarborough that water service be extended app. 900 f t. out Church St. -to give service.to Church of Christ at .75 Cents per front footage. Voted unanimous. Motion by'N.F. Brenner, seconded by A.V. Bolton that the price of a sewer tap fee be raised from $150.00 to- $200.00 per tap. Voted unanimous. 11 Motion by N.E. Brenner seconded by A.V. Bolton that the -cost for installing water pipe be set at 1.57 per f t.(Cost of pipe) and City fir nish labor, Voted unanimous. Police Chief Epps recommended that Mr. Louis Vertrees of The Blue Bird Restaurant request for beer License be denied. Motion by A.V. Bolton, seconded by R.H. Wood the the Blue Bird Restaurant be denied beer Linense. Voted Unanimous. A.V. Bolton requested information concerning business license so backing and athority could be drawnup in said business ordinance. Motion N.E. Brenner seconded by D.M.
