01-07-1957 Regular Meeting307 The regular meeting of Mayor and Council was held January 71 1957, at 8:00 P. M. at the City Hall. Mayor James E. Quarles presiding with the following Councilmen present: N. E. Brenner, A. S. Dowd, J. E. Johnosn, D. M. Scarborough, Murray Sonenberg and J. G. White. Minutes of previous December meeting read. Motion A. S. Dowd, seconded J. G. White to adopt minutes as read. ° Mr. H.LG. Poss requested that the easement strip across his property north of South, Cobb Drive be cleaned up as promised. Mr. Barbour, proprietor of Fay's Grill-i.loalited on Bank Street, requested permission to place 10' x 10' sign at the northwest corner of their property and Bank Street. Mr. R. J'. McCurry, of 282 Gilbert Street requested refund -of $1.00 per month on water bill as'._his sewer tap that was paid for was not,conriedtedto the City sewerage lines. R. H. Wood arrived.. Mayor Quarles appointed his committes for 1957. Copy of said committees attached to these minutes and made a part thereof. I . Motion J. E. Johnson, seconded A. S. Dowd that Mrs. Baldwin be elected as City.Clerk for 1957. Voting for: Dowd, Johnson,+White and Wood. Obstaining: Brenner and Scarborough.. Sonenberg, Motion J. E. Johnson, seconded J. G. White that Marshall Tanner be elected as Police Chief for 1957. Voting for: Dowd, Johnson, Sonenberg, White and Wood. 'Obstaining:. Brenner and Scarborough. Motion J. G. White, seconded R. H. Wood that P. A. Bond be elected Fire Chief for 1957. Voted unanimous. . . Motion N. E. Brenner, seconded D. M. Scarborough that John B. Kelley be elected Recorder of Police Court for 1957. Voted unanimous. Oath of Office given Baldwin, Tanner and Judge Kelley, by Mayor Quarles. Mayor Quarles read letter of W. L. Westbrookv applying for the job of Plumbing ° Inspector. Motion N. E. Motion J. G. White, seconded J. E. Johnson that, James H. Brozm be appointed Electrical Inspector for 1957. Voted unanimous. Motion R..H. Wood, seconded J. G. White that Kenneth Presley be appointed 0 ty Engineer.,. Voted unanimous. Motion J. E. Johnson, seconded R. H. Wood that James E.,David be appointed City, Superintendent for the City of Smyrna. Voted unanimous. Motion A. S. Dowd that J. E. Johnson be appointed Mayor Pro-Tem. I -lotion J. E. Johnson that N.,E. Brenner be appointed Mayor Pro-Tem. Mr. Brenner Declined the nomination for Mayor Pro-Tem. Voting was by secret ballot with Brenner and Scarborough obstaining. Two (2) ballots were cast for Johnson and Two (2)_for Brenner. Mayor Quarles cast the deciding ballot as it was a tie, for Jean E.. Johnson. , Motion J. E. Johnson, seconded D. M. Scarborough that R. H. Wood be appointed to represent the City on the Library Board. Voted unanimous. Mrs. David Cano, S. Atlanta Street, requested that the City pay part of the plumbing . bill arrising out of a stopped up sewer line. Referred to Plumbing Board. 1 Mr. 0. F. Dowd that the hearing on the request of Miss Peggy Curry, of 659 Cherokee Road, to spot zone said property for a dance salon be set for January 285.1957 - 8:00 P. M., City Hall. Voted unanimous. Request of G. H. Potter by letter for sewerage in Greenridge Estates, referred to Water and Sewerage Committee. • , Meeting of the,?dater and Sewerage Committee set for January 21st, 8:00 P. M., and there- after on the 3rd Monday of each month. J. G. White read minutes of Electrical Board meeting of January 4, 1957, with recom- mendation that said changes in rate schedule for permits be adopted. Motion.geconded-by D. M. Scarborough. Copy of minutes of said Electrical Board Meeting attached to these minutes and made a part thereof. Voted unanimous. Motion D. M. Scarborough, seconded N. E. Brenner that the request of the electrical Inspector for a meter tester be denied and he be required to furnish his own. Motion carried with one member obstaining. Motion J. G. White seconded D. M. Scarborough that the exam fees be set as recommended by the Electrical Loard in their January 4th, 1957, meeting with the City to retain,ten percent (10%) of all fees collected. Voted unanimous. R. H. Wood gave progress report on Tax Map as being drawn by Bill Atkins,, Motion R. H. Wood, seconded J. E. Johnson that Mr. Harold Goldsworthy's service, as Tax Consultant be temporarly, discontinued. Voted unanimous. Motion A. S. Dowd, seconded J. E. Johnson that the City renew the existing beer licneses as they now stand for'consumption on and off the premises at the prevailing rate of. 6100.00. All new applicants for beer during the year to be screened by the Police Department and recommendations made to the City Council. Voting, for: DovTd, Brenner, Johnson, Scarborough and Sonenberg. Obstaining: White and Wood. Motion A. S. Dowd, seconded D. M. Scarborough that lte extend u'the 1956 business �_icense to midnight, February 28th, 1957. Voted unanimous. Letter of George W. Johnson, 538 Dell Avenue, dated December 31, 1956, read concerning t the two (2) sections (ten (10) feet each) of broken curb in front of his property, read by Mayor Quarles,. Clerk requested to get opinion from City Attorney. Motion J. E. Johnson, seconded D. M. Scarborough that ordinance be passed by this Body in that the same provisions as provided in the State Motor Vehidle Laws be adopted for Yield Right -of -Way signs. Voted unanimous. Meeting dates were set up for'• -the following committees each month: X Street Committee, 2nd Tuesday, 7:00 P. M. Police Committee 2nd Thursday, 8:00 P. M. Motion J. E. Johnson, seconded A. S.
