08-02-1954 Regular Meeting• The regular meeting of the Mayor and Council was'held at the Git y , Hall August 2, 1954 at 7 : 45 P.M. Mayor G.. N . Duncan presiding with the following Councilmen present,, G.R. Yarbrough, V.R. Siddall, N.K. Brenner and John Collier. Minutes of previous meeting read and approved as read. Motion by John Collier, seconded by G.R. Yarbrough that the matter of the pasture fence on Little Concord Road below the disposal plant being left down and the cows.getting-out and�damageing Mr. Leland Williams corn, watermellons, and tI'o=tbiy-_-:r� be referred to Finance Committee for immediate action because of neglection of City Employees. Voting Unanimous. Mr. B.C. Castellaw,of 519 Maner Dr. representing citizens of Smyrna Heights protested the action taken on sewer tap fee by majority of Council. Mr. B..F. Young of 462 Magbee Dr. suggested that if water meibers were read in the presence of a policeman every 3 or 4 months better service could be given. Reffered to Police and water Committee for consideration. Several other -citizens of Bennetts Subdivision requested that their water.meter be checked. An ordinance was introduced by V.R. Siddall and secor_dedby,Council- man John Collier providing that Dell Avenue between We-- Hollis Street shall be improved by the construction on each side thereof of concrete curb and gutter. Copy of said ordinance attached to these minutes and made a part thereof. Move fdr'adoption of Section 5,69 and 7 of ordinance far.,construction of concrete curb and gutter of Dell Ave. between Evelyn and Hell'iss Street by Councilman V.R. Siddall aftd'seconded by Johri Collier. Voted unanimous. Motion by V.R. Siddall, seconded by N.E. Brenner ths.t 'the next regular meeting be moved up to Tuesday Sept. 7th because of Holiday'. Voted unanimous. V.R. Siddall made motion and seconded by`John Collier'that the Ordinance introducedr;at the V�qtftIf�6 1954 meeting concerning the widening, paving and repaying with curb and gutter be adopted. Voted.unanimous. Motion by G.R. Yarbrough, seconded by V.R. Siddall- that the City build a 8 ft. side walk on the N. side of West Spring St. on Thompson property provided Mr. Thompson grants the city an gproperate easement to do so.'Voted unanimous.* Motion by John Collier, seconded by V.R. Siddall that the General Tax rate be set at 10 mills and the tax leavy to retire bond be 2'mills. Voting unanimous. Motion N.E. That at a regular meeting of the 'uayar and Council of the City of Smyrna.. held at seven -forty-five o1clock P, ii. on Lbnday, August 2, 1954, at the City Hall., an ordinance was introduced by Councilman V. R. Siddall and seconded by Councilman John Collier, providing that Dell Avenue in the City of &Wrna shall be improved by the construction on each side thereof of concrete curb and gutter. 2. That the street proposed to be improved in said ordinance is Dell Avenue in the City of Sterna. Said proposed ordinance provides that a portion of Dell Avenue, being a distance of 720 lineal feet from the western intersection of Dell Avenue with Evelyn Street in the City of Smyrna, to the eastern intersection of Dell Avenue with Hollis Street in the City of Smyrna, be improved by the construction on each side thereof of concrete curb and gutter. 3. That said proposed ordinance provides that A portion of Dell Avenue in said City, as above describedo,.be improved by the construction on each side thereof of concrete curb and gutter: said gutter to be eighteen (18") wide and six (01) inches thick with a curb erected thereon on the outside of said gutter on each side of said street six (61) inches'high, 4. That the estimated cost per front foot to the abutting property owners for such eont.,Aplated improvements as above described is 'A.25 per front foot of the property in the City of Smyrna, abutting on Dell Avenue on the north and south sides thereof. 5. That if such contemplated improvements as herein described are erected aTa. persons owning property on the aforesaid designated portion of Dell Avenue in said City; . shall. be subject to a pro rats assessment of the cost of said improvements against their properties. 6. That all persons owning property fronting or abutting on said street in the City of Smyrna, and all other persons interested in any way in subject matter, are hereby notified and directed to appear at a meeting of the I:,atiyor and Council of the City of Smyrna, to be held on the 7th day of September, 1954" at seven -forty-five o'clock P.
