The regular meeting of the Mayor and Council was held at the City
Hall, July 7, 1953 at 7:45 P.TR. Mayor .G.N. Duncan presiding at
the meeting with the following Councilmen present: G.R. Yarbrough,
C.M. Hamby, Harry Mitchell Jr.rj and John Collier.
Minutes of regular and special meeting of June read and approved.
Mrs. J.D. Huggins, Mrs. K.M. Floyd, Mrs, James Alexander,`and Mrs.
C.M. Watson of the Pinehurst Drive Garden Club came before Council
in regard to curb and gutter for their street. Mayor Duncan referred
this to Mr. John Collier and his committee to get prices and contact
Mrs. Huggins the president.
Recommended that Mr. H.L. McEntyre and the Public Health Committee
investigate the mosquitoex hazard on Pinehurst Drive.
The Citizen Council of the Girls Scouts and Brown&es represented
by A.B. Morton ask the City to help in the grading of the Girl
Scout lot next to The American Legion.
Motion by G.R. Yarbrough, seconed by H.L. McEntyre for the City
to furnish Water and Sewer tap and the necessary grading on the
Smyrna Girl Scout lot. Voting unanimous.
Councilman John Collier reported that he had talked with Supt.
W.A..Swindell of N.C. & St. Louis Railroad about the placing of
a light and bell at the Smith Street crossing. Mr. Swindell said a
survey would be made in about 2 weeks.
Councilman J6hi1 Collier 'called a committee meeind 'fbi'Ju']=y `13, of
the Planning and Zoning to study the dividing of the City d-f Smyrna
into wards.
Mayor Duncan recommended that Chairman H.L. McEntyre call a meeting
of the Police Committe'& for a early date.

Mr. Scott Edwards made a proposition to:�the City that if they wished
tea sell the tract of land adjacent to the present dump he would
like to purchase same.

Motion by C.M Hamby, seconded by John Collier that the discussion
of the 'selling of the property be dropped. voting unanimous,
Motion by G.R. Yarbrough, seconded by C.M. Hamby that the City of
Smyrna pay Mr. Wilbur Gold in full for water billing Machine with
Mr. Gold giving service contract and written guanantee for twelve
months. Voting Unanimous.
City Attorney Willingham read, the Ordinance Prohibiting the Parking '
and maintaining of Trailers and Trailer camps within the City limits
of Smyrna, and Providing for a penalty for its violation, attached
to these -minutes and made a part thereof.
Motion John Collier, seconded by G.R. Yarbrough to adopt ordance
as read by Attorney Willingham. Voting unanimous.
Motion by C.M. Hamby, Seconded by - that our tax rate be set for
1953 at 10 mills. Voting Unanimous.#
Motion by John Collier seconded by Harry Mitchell for the Finance
Committee to contact Lockheed Heights about their bill- and if
bill not settled to have athority, o turn over to the City Attorney
for Colliection. Voting unanimous.
C.M. Hamby betired.
Recomended that the parks a /dBuilding Committee to meet with
Finance Committee and get all details on swimming pool and report
back to count ll.
Motion by H.L. McEntyre, Seconded by Glenn Yarbrough that Mr. Reece
be replaced as driver of Garbage truck. Effective July 15.
Motion John Collier, seconded by G. R. Yarbrough to adjourn.

AN ORDINANCE PROHIBITING THE PARKING AND
MAINTAINING OF TRAILERS AND TRAILER CAMPS
WITHIN THE CITY LIMITS OF SMYRNA, AND
PROVIDING FOR A PENALTY FOR ITS VIOLATION.
'WHEREAS, under the Charter of the City of Smyrna as granted
by the Legislature of the State of Georgia, it is the duty and responsi-
bility of the Playor and Council of the City of Smyrna to guard and

protect the health, welfare and morals of the citizens of such City;
and
WHEREAS, the maintenance of trailers or trailer camps with-
in the corporate limits of the City of Smyrna, because of sanitary and.
other deficiencies regarding same are, and are hereby determined to be
injurious to the welfare and endangering to the health of the citizens
of the City of Smyrna; and

f WHEREAS, it has been ,the experience of the Mayor and
Council of the City of Smyrna that where trailers have been permitted
to be parked in the City of Smyrna that were not o'istensibly utilized
for• living' purposes., same.. have- � in -fart' been •.surr-eptitiously utilized
for living purposes and for immoral purposes, all to the detriment of
the health, welfare and morals of the City of Smyrna; and
WHEREAS, the Charter'of the City of Smyrna as amended pro-

vides that "where in the discretion of said mayor and council of said
City of Smyrna, it is to the best interest of said city that such
trailers or trailer camps be prohibited from being maintained at any
place or in any portion of said city, such power is conferred."; and
WHEREAS, it is hereby determined that it is to the best
interest of the City of Smyrna and its inhabitants that all trailers
or to ler camps be prohibited from being maintained at any place or
in any portion of said City;
'NOW, THEREFORE, BE IT ORDAIiVED by the Mayor and Council
of the City of Smyrna, and it is hereby ordained as follows:
11 1. That.on,and after the expiration of thirty (30)
days from the date of the adoption of the -within Ordinance, no person,
firm or corporation shall :aiptain or operate a trailer camp or park
or maintain a trailer witk'an'tre corporate limits of the City of Smyrna

for any purpose whatsoever.
2. That for each violation of the within Ordinance,
upon conviction thereof, a fine of not less than Ten($10.00) Dollars,
nor more than One Hundred ($100.00) Dollars shall be imposed, and pro-
vided further that each days violation of the within Ordinance shall
be and is hereby defined to be a separate offense hereunder.
