01-05-1953 Regular Meeting109 The regular meeting of the Mayor and Council was held at the City Hall, January 5, 1953. Outgoing Mayor, J. M. Gibson called the meeting to order, with the following Councilmen present, Glenn Yarbrough, C. M. Hamby, Harry Mitchell, C. C. Terrell and Eugene Rice. Minutes of previous regular meeting read. Motion by C. M. Hamby seconded by C. C. Terrell to approve minutes as read. Voted u- uaniinous . Bank balances as of December 31, 1952 given as follows: 'General Fund, Bank of Smyrna 100731,32; Waterworks & Sewerage Revenue Fund, Bank of Smyrna - t30061.95; Sinking Fund, Bank of Smyrna - $4,575.08; Paving Fund, Bank of Smyrna = $356.40; Construction Fund, Bank of Smyrna - $2,316,30; Construction Fund, Cobb Exchange Bank - $50,881.91; Sinking Fund # 1, Cobb Exchange, First Nationals Marietta & Bank of Smyrna - $6,175.11 and Sinking Fund #2, Cobb Ex- change - $2,789.38. oath of office given Guye N. Duncan as Mayor, John S. Collier and H. L. McEntyre as Councilmen for the term of 1953-1955, by Col. Pierce Matthews. Applications for City Clerk read by the Mayor,.(applications filed). Motion by C. M. Hamby seconded by Glenn Yarbrough to employ Mrs. A.- J. Hackney as City Clerk. Voted. unanimous Applications for Chief of Police read by the Mayor. Motion by John Collier seconded by H. L. McEntyre to employ J. C. Hardy as Chief of Police. Voted unanimous. Applications for Patrolmen read by the Mayor. Motion by H. D-Entyre seconded by flaxry NUtc.-hell to employ C. B. May and W. H. Gann as patrolmen. Voted unanimous. Committee appointments made by the Mayor. Voted unanimous. - Motion by Harry Mitchell seconded by H. L. McEntyre to pay Patrol- men $,250.00 per month. Voted unanimous: Motion by C. M. Hamby seconded by H. L. McFntyre to retain Attorney, Harold S. Willingham as City Attorney, for 1953. Voted unanimous. Motion by Glenn Yarbrough seconded by H. L. McEntyre to elect R. H. (Bob) Taylor as -Building Inspector for the year 1953. Voted unanimous. Motion by Glenn Yarbrough seconded by John Collier to elect W. L. Westbrook as Plumbing Inspector for the year 1953. Voted unanimous. Motion by Glenn Yarbrough seconded by Harry Mitchell to employ J. M. Atha as Electrical Inspector for the year 1953. Voted unanimous. Motion by H. L..McEntyre seconded by Glenn Yarbrough to employ San. 'truck driver at $200.00 per month. Voted unanimous. Motion by Harry Mitchell seconded by H. L. McEntyre to appoint Mr. Peck as Supt. Streets, Sanitation and Disposal Plant at t-225.00 per month. Voted unanimous. Motion C. M. Hamby seconded by H. L. McEntyre to raise pay df laborer to .90y per hr. A delegation of approximately twelve persons headed by the Rev. York Chambless came before the Council requesting that Beer not be permitted for sale in the City of Smyrna. Motion by C. M. Hamby seconded by Glenn Yarbrough that D. H. McDaniel be billed for one water minimum only each month. Voted unanimous. 1 Motion by C. M. Hamby seconded•by Glenn Yarbrough that persons in Military Service be excluded from paying $1.50 charge for water meters not in use.
