Clerk EUGENE RICE - • ••a Continuation of regular'meeting July 21, 1952, City Hall, 7:45 p.m. Mayor J. M. Gibson presiding. Councilmen Yarbrough, Rice, Hamby and Terrell present.. Motion by Glenn Yarbrough seconded by Eugene Rice to ratify the employment of Wiedeman and bingleton as engineers for the City of Smyrna to do work as set forth in their letter of July 12, 1952, and the authorization previously given the City Attorney, Harold S. Willingham to jointly with said engineers complete pending application of the City with HHFA for Federal Grant under.Public Law.139, 82nd Congress. Voted unanimous. Councilman Yarbrough authorized to check flow at both of springs located on Gibson property, send water samples to state capitol to be analyzed from.springs and take necessary steps of investi- gation as to the possible use of springs by the City of Smyrna. Motion_by C. M. Hamby seconded by Eugene Rice authorizing Mr. Rice to advise Mr. Bennett that City would dig ditch for two (2) streett provided.Mr. Bennett buy Pipe .and lay pipe. Voted unanimous. Motion by Eugene Rice seconded C. C. Terrell authorizing Mr. Yarbrough to negotiate contract with J. E. Lovern for building septic tank on Bennett project at a cost of app. $2265.00. Voted unanimous. Motion by Eugene Rice seconded by C. C. Terrell.to permit J. F. Bradfield to be issued Q year license for contracting. Voted - unanimous. Upon motion of C. M. Hamby seconded by C. C. Terre lh"the follow- ing ordinance was unanimously adopted: "Ordinance Forbidding the Erection of Maintenance of Outside Toilets or Privies within the Corporate Limits of the City of Smyrna where Sanitary Sewerage Facilities are Available." Hamby Glenn Yarbrough Eugene Rice X. 'C. Terrell The regular meeting of the Mayor and Council was held at the City Hall August 40 1952, 7:45 p.m. Mayor J. M. Gibson pre- siding. Councilmen C. Hamby, Glenn Yarbrough, HarryViMit- chell, Eugene Rice and C. Terrell prevent. City Attorney Harold Willingham and City Engineer M. J. Hen- sley•present. Minutes of the previous regular meeting read. Motion by C. C. Terrell, seconded by Yarbrough, to approve minutes as read. Voted unanimously. The•Mayor asked the chairman of the Police committee to work out a plan for putting a drive on to curb speeding in Smyrna. Mr. Hamby moved, Rice seconded that a refund not be made to Mr. Honea for his license and that the -matter stand as is. Voted unanimous. The Council gave Mr..Hames a rising vote of thanks for the service he has done to the City of Smyrna. Applications were received for the position of Electrical Inspector for the City of Smyrna. Mr. Yarbrough moved, Mitchell seconded, that Master Electrician examinations be given to applicants. Passed unanimously. Mr. Hamby moved, Terrell seconded that pumping equipment be appraised'with a view to selling it. Voting for, Hamby, Terrell, Mitchell and Yarbrough. Voting against, Rice.. Mr. Yarbrough recommend that Mr. Hamby and Mr... Rice should appraise the pump in the big spring on Mr. Gibsonts property. Mr. Rice moved, Hamby seconded, that Mr. Grist be retained, at an hourly rate of $3.00 per hour, to do staking and paper work over and above the service from Mr. Hensley., Voted nanimously. Mr. Yarbrough moved, Mr. Hamby seconded, that Mrs. Carson be retained for one week to make up tax digest. Voted unanimously. Mr. Hamby moved, Mitchell seconded that the action of the Board of Plumbing be sustained in its action in asking an employee of the Smyrna Plumbing and Heating Company to come back to that Board -for a review, after passing the Plumbing Board's examination with a grade of B5. Voting for Rice, Terrell, Mitchell, and Hamby. Voting against, Yarbrough. The Zoning and Planning Board recommended to the Council that an ordinance be passed, requiring that hereafter a certain percentage of each sub -division be set aside for recreational purposes. Mr. Hamby moved, Rice seconded, that the Council be adjourned until August 50 1952 7:45 p.m. (Tuesday).
