07-14-1952 Continued Regular MeetingContinuation of regular meeting July 14, 1952 7:45 p.m. Mayor Pro-tem presiding with the following councilmen present; Glenn Yarbrough, C. C. Terrell and Eugene Rice, -City Attorney, Harold 'Willingham present. Discussion of house to house selling being allowed in city. The clerk read to the meeting a letter addressed to the Mayor and Council from the engineering firm of Wiedeman and Singleton dated July 12, 1952, proposing to do certain engineering work as enumelbatci rated therein for the City of Smyrna at a stated compensation. A general discussion concerning same ensued and it was the con- sensus of opinion among the members of the council that it was in the best interest of the City of Smyrna that such proposal be forthwith accepted according to its terms for and'on"behalf of the City. Whereupon, on motion by Councilman Rice, seconded by Councilman Yarbrough, the following resolution and ordinance was unanimously passed and adopted: WHEREAS, the engineering firm of Wiedeman and Singleton have in a letter dated July 12,1952., proposed to do certain engineering work for'the City of Smyrna as in detail enumerated in such letter at and for a consideration stated therein; and WHEREAS, it'is deemed and determined to be in the best interest of the City of Smyrna that such proposal, as submitted 'as submitted as aforesaid, be forthwith accepted for and on behaltodf the City of Smyrna, NOW, THEREFORE, Be it Resolved and Ordained by the Mayor and Council of the City of Smyrna, and it is hereby resolved and or- dained by the authority of same in meeting duly assembled as follows: That the proposal of the engineering firm of Wiedeman and Singleton set forth,in a letter addressed to the Mayor and Council of the City of Smyrna, dated July 12, _1.15 '1952, to do certain'engineering work for the City of Smyrna as in detail enumerated in such letter at and for the dompensation and consideration stated therein, be and the same is hereby accepted as submitted for and on behalf of the City of Smyrna. That the Mayor, or in his absence the Mayor Pro Tem be and he is hereby authorized and directed to exe- cute for and on behalf of the City of Smyrna an ac- ceptance of the aforesaid proposal on a copy of the aforesaid letter, and that same rhen so executed be immediately transmitted by the Clerk to the firm of Wiedeman and Singleton, together with a certified copy of the within resolution and ordinance and the minutes pertaining thereto. That a copy of the aforesaid letter of Wiedeman and Singleton dated July 12, 1952, be attached to the minutes of the within meeting at the end thereof and made a part of same by this reference thereto. That the Clerk be and is hereby directed to furnish a duly certified copy of the within resolution and and ordinance and the minutes pertaining thereto to the Housing and Home Finance Agency of the Federal Government, the State Department of Public Health, and to any other interested persons, firms or agencies. GA. �•i� Honorable Mayor and Council, Smyrna, Georgia Gentlemen: LOWELL CADY C. E. DRUMMOND. JR. We wish to submit the following proposal for engineering services in connection with the proposed improvements to the City►s sewer- age system and water system. We propose to review the preliminary work which has been completed by Mr. M. J. Hensley and make such further necessary investigations and surveys as required to prepare a preliminary comprehensive re- port covering the proposed work. The surveys, investigations and report to include: (a) A study of your present sewerage system and water system for the purpose of determining such changes, alterations or repairs, which might be necessary. (b) Measurements of the sewage flow. (c) Studies of the present loads on the existing sewers, to- gether with studies of the past and estimated future population growth in the various areas of the City, in order to properly fix the sizes of sewers recommended. (d) Studies of the streams into which the sewage is discharged, together with the volume of flow and the uses to which the water in the streams is put, in order to determine the proper degree and method of treatment which should be adopted. (e) Determination of the most economical location of the sewage treatment plant or plants and the best type of sewage treatment plant to adopt under the local conditions. (f) Prepare a plan of the City showing the location of existing water mains and sewers and needed relief sewers, if any, the location of outfall lines to treatment plant and the future sewer extensions required to serve unsewered areas. July 12, 1952 Smyrna, Georgia (g) Prepare detail estimates of cost of the sewage treatment plant or plants and other work broken down by drainage areas to indicate the coat of severing the various sections. (h) In carrying out this work, we will cooperate with the State Board of Health and such other regulatory agencies having jurisdiction and will submit to these agencies the preliminary report and any other supplemental information as may be required for review and approval by these agencies. (i) It is understood that the City has pending an application with the Housing and Home Finance Agency for a grant to aid.in financing this work and we propose to -assist the City in preparing such application, with supporting data, and agree to furnish the agency with a y other supplemental data required by them. Our fee for the above services will be based on our audited cost in salaries and expenses., plus 25%. We propose to conduct the survey as economically as possible in keeping with the re uirements and estimate that the total cost will not exceed the sum of 2,000.00. After payment of the fee for the preliminary report, the City will be.under no further obligation to our firm in connection with this work. When ready to proceed, should the City desire to employ our firm to carry out the work, our fee for the complete design, construction plans and specifications, assistance in the award of contracts and general super- vision of construction would be our usual fee of 6% of the cost of the work done, 4% of which would be payable upon delivery of complete plans and specifications and the balance due as construction progresses. If authorized to proceed with complete construction plans, we will enter into a formal contract with the City for this purpose, the terms and con- ditions of which can be made mutually agreeable. Clerk EUGENE RICE - • ••a Continuation of regular'meeting July 21, 1952, City Hall, 7:45 p.m. Mayor J. M. Gibson presiding. Councilmen Yarbrough, Rice, Hamby and Terrell present.. Motion by Glenn Yarbrough seconded by Eugene Rice to ratify the employment of Wiedeman and bingleton as engineers for the City of Smyrna to do work as set forth in their letter of July 12, 1952, and the authorization previously given the City Attorney, Harold S. Willingham to jointly with said engineers complete pending application of the City with HHFA for Federal Grant under.Public Law.139, 82nd Congress. Voted unanimous. Councilman Yarbrough authorized to check flow at both of springs located on Gibson property, send water samples to state capitol to be analyzed from.springs and take necessary steps of investi- gation as to the possible use of springs by the City of Smyrna. Motion_by C. M. Hamby seconded by Eugene Rice authorizing Mr. Rice to advise Mr. Bennett that City would dig ditch for two (2) streett provided.Mr. Bennett buy Pipe .and lay pipe. Voted unanimous. Motion by Eugene Rice seconded C. C. Terrell authorizing Mr. Yarbrough to negotiate contract with J. E. Lovern for building septic tank on Bennett project at a cost of app. $2265.00. Voted unanimous. Motion by Eugene Rice seconded by C. C. Terrell.to permit J. F. Bradfield to be issued Q year license for contracting. Voted - unanimous. Upon motion of C. M. Hamby seconded by C. C. Terre lh"the follow- ing ordinance was unanimously adopted: "Ordinance Forbidding the Erection of Maintenance of Outside Toilets or Privies within the Corporate Limits of the City of Smyrna where Sanitary Sewerage Facilities are Available."
